I travelled to Rome by train the other evening. My departure station was closed and there was no ticket machines at the station. The conducter then charged me 5 extra forselling me a ticket on the train.
What sort of a scam is this?

Where did you travel from?

Many stations are completely unmanned, nowadays. Some have an automatic ticket machine, some don't.

A few years ago I wanted to take the train in Milano Greco Pirelli, quite an important station. I tried to look for a way to buy a ticket, but both machines were broken (just 2 of them, in a station of a city of 1 million+ people...) and there were no opened ticket counters. I boarded the train and said that to the conductor, who sold me a ticket without the 5 surcharge and said that I should have bought the ticket at the bar-restaurant inside the station. But how on earth one can imagine that one should buy train ticket in a restaurant? It's absurd

Anyway, at the opening of Milan's suburban trains tunnel and for some years after no station of it (except one) had no ticket machine or counter. I'm not speaking of a rural semi-abandoned station, but of the central stations of Milan.

Not having at all easy ways to buy ticket is absurd, however in these cases one should refuse to pay the 5 extra, as AFAIK Trenitalia do not ask them if there is no ticket machine or counter.

It was Castel Gandalfo, and there was no Cafe there either. The few other people at the station said I would have to get one on the train.

Seems like a money maker to me.
Save the cost of staff and ticket machines.
Get €5 extra on top of the fare from passengers.

You can get regional trains tickets at travel agencies, tobacconists shops and bars displaying Trenitalia's logo on the window.
Nowadays you can get train tickets also on the internet, of course. No need to print out regional tickets since 2014, a working smartphone/tablet is enough.

If you board an open seating train (a.k.a. a regional one) without a valid/validated ticket, you must walk along the aisles looking for the conductor to tell you were not able to get or date-stamp your ticket. In this case the conductor won't charge the 5 Euro administrative fee.
If you wait for the conductor to come and check, you're lucky if you don't get fined. I'd say that suasion's conductor was in a good mood.

Tourists travelling abroad are expected to learn how the system works before using it.

Council of Ministers approves privatisation of 40% stake in FS
PLANS for the partial privatisation of Italian State Railways (FS) took a step forward on November 23 when Italy's Council of Ministers granted preliminary approval for the sale of a 40% stake in the company.


The privatisation is due to take place next year and could be split into several phases. Potential buyers could include domestic and international institutions as well as small private investors or FS employees.

The proposals will now be scrutinised by parliamentary commissions, and while many of the details have not yet been finalised there is political consensus on certain aspects of the structure of the sale. Minister of infrastructure and transport Mr Graziano Delrio stressed that infrastructure must remain 100% state-owned to avoid some of the mistakes of rail privatisations elsewhere in Europe.

This means Italian Railway Network (RFI) could be split from FS, which the government believes would make the infrastructure manager more neutral, benefitting open-access operators looking to enter the Italian market. Ensuring fair and equal access to infrastructure both on the conventional and high-speed network, is considered a priority.

However, the picture from FS is less transparent. In recent months tensions have emerged between FS CEO Mr Michele Mario Elia and chairman Mr Mario Messori over the final structure for the privatisation and there has been speculation in the Italian press that the prime minister may respond by implementing a shake-up of the board, whose next meeting is planned for November 26.

While it is not clear at this stage exactly which parts of the business will be sold, FS is making strategic preparations for partial privatisation, including merging its freight and logistics units into a single subsidiary, increasing integration of bus and train services (FS subsidiary Busitalia is already operating in Tuscany and Veneto), and an increased presence in international markets, as the company generates around 12% of its profits through subsidiaries such as Netinera in Germany.
