London Underground Passengers "Deserve Refund" for Jubilee Closures

MP Sarah Teather (Lib Dem Brent East) claimed the shutdowns were a result of “basic mistakes” by the capital’s transport authority. The Jubilee Line, which runs from north-west London through to Stratford in the east, has been fully or partially closed every weekend this year as Transport for London carries out upgrades. Ms Teather launched the petition to try to get compensation for ticket-holders who are receiving a service on five days a week instead of seven. She claimed delays completing the work were caused partly by errors, such as laying the wrong type of cable. Ms Teather said: "As a local resident, I am utterly frustrated by these closures. The disruption to the tube is making it impossible for local residents to plan their weekend, and is causing devastation to small businesses that rely on passing trade. "I am furious frankly that local residents are paying the price for tube bosses' incompetence. How on earth did they manage to lay nearly half the length of the Jubilee line with the wrong type of cable without anybody noticing?” The petition can be signed at http://campaigns.libdems.org.uk/page1329. |

City Hall calls in Madrid metro boss to help sort Jubilee Line
25 August 2009 By Mike Brooke CLOSURES on the Jubilee Line for upgrade works may now miss the December completion date and run into next year, a shock City Hall report reveals today. Now the London Assembly is calling London Underground to account and has invited the boss of Madrid’s Metro to tell us how they manage to keep trains running during upgrading. “We are investigating the impact of overcrowding and weekend closures on passengers,” said the Assembly’s transport committee chair Caroline Pidgeon. “Passengers will be completely fed up to learn that they face more Tube closures over the coming months. “I imagine people who live along the route are beginning to lose sight of the improvements after the inconvenience of what must seem like endless weekends without access to their Tube station.” She added: “We need to understand why other metro systems such as Madrid can be upgraded without the amount of closures and disruption Londoners endure.” The investigation involves both London Underground and the maintenance contractor Tube Lines appearing before the committee next month, along with the managing director of the Metro de Madrid to see what lessons we Brits can learn from the Spanish. The Jubilee, which is the newest line on the London Underground, has had no weekend trains between Stratford, Canary Wharf and London bridge for several months because of the engineering work. |

I'm astounded that they even have to upgrade the new part of the Jubilee line at all, it's only 10 years old!

IIRC, it's because the whole line was supposed to have ATO from the outset (a-la the Victoria)...but budget cutbacks and the pressure to finish the extension to a immovable deadline forced cuts.

I thought this was predominantly the fault of TubeLines who are charged with carrying out the repair work, but have been granted further weekend closures because they are behind on the work. I would expect some form of compensation/fines for the company?

I don't pay for transportation but it still pisses me off that it's nearly impossible to go anywhere on week ends without some kind of military campain planning... add to this the regular closure of the district and some portions of the DLR, frustration runs high.

This situation is ennoying. I was in London for five days, and it was really disturbing the amount of stations closed by the weekend. For a tourist is a nightmare, I can't imagine for locals.

When you consider they were able to replace the physical tunnel rings on the 'new' combined Northern line back in the day - AND keep the line running... you wonder why with new fangled modern technology to replace wiring involves complete shut down at the weekend.
I can admit to seeing the signs of improvements at some stations. But these closures have yet to show anything of particular worth to suffering commuters. They are painful and the companies have not been held accountable for the delays. Worst of all most lines are not going to be seeing faster more frequent trains for a good long time - and if reports are anything to go buy - there are serious budget deficits in the projects. Possibly some upgrades will be scrapped altogether. |

I'll build a new Tube line on this cycle lane Katharine Barney, City Hall Reporter 29.10.09 He claims to be a "tantric master", has set up an eco-nightclub powered by dancing, and wants to be a Tory MP. Now Andrew Charalambous, the self-styled "Dr Earth" fighting to win Labour-held Edmonton at the next election, has unveiled plans to establish his own Tube line on what is now a cycle lane. The 38-year-old entrepreneur wants to resurrect a hidden rail route leading from Stratford to Edmonton Green shopping centre. The line would run along an existing trackbed built in the Sixties but never used except as a cycle route. The project to extend the Jubilee line from Stratford would create an interchange at Tottenham Hale, before continuing to a new station. Mr Charalambous said: "It would regenerate an area that desperately needs it." He claims he could win the estimated £60million cost from the European Regional Development Fund. A spokesman for Boris Johnson said: "The Mayor's draft transport strategy includes many proposals to improve the network and we're hoping to hear suggestions from all corners. " Anyone know about this line/trackbed. |

So just along the Lea Valley lines then? It doesn't sound like a bad idea, but I'd rather see the Jubilee line take over the Overground as far as Dalston, with the DLR from Stratford up the Lea Valley lines.

No need for either a Jubilee or DLR extension up the Lea Valley. Just extend the LO NNL services up to Seven Sisters and Chingford (after rebuilding the Hall Farm Curve for the latter). Be a whole lot cheaper and the current LO platforms at Stratford are conveniently located for it!

How are the main lines at Stratford Station currently "held up"? Is it feasible to extend the Jubilee line under them, or would it mean massive engineering work?

I would think extending the Jubilee will overload it through to canary Wharf (and not much use beyond) so you might as well extend the Victoria line from Northumberland Park at a lot less cost. Still, the Lea Valley line does not have space for 3 pairs of tracks (existing pair, new WAML pair, extended tube pair) unless a lot of money is spent demolishing things.
A light rail shuttle between Angel and Edmonton along the old line might be worth considering. Jubilee to Dalston would not be able to be that high frequency unless the line was doubled which is possible but should IMO be for an orbital service, though that could happen later and meantime it could be included in a Jubilee extension. Dalston-Stratford and Dalston-Canning town are orbital in nature and not many users will use the route from Dalston to go all the way to Canary Wharf let alone beyond but as in LOROL orbital journeys there is a lot of demand for travel journeys along quite long sections of orbital-like route as per NLL Dalston-Stratford and Jubilee Stratford-Canning town. If you’re going to extend the Jubilee anywhere it should be from North Greenwich out into SE London and Kent. |
