In lieu of Gulbarga to SCR, there may be a possibility of Bijapur to be upgraded to a divisional HQ since its already a sub division under Hubli and as per plans they want to include Hotgi-Gadag line (258 km) and u/c Bagalkote-Kudachi new line (142 km) to BJP.
The deficit of another 100 km will be overcome once Bijapur-Shahabad & Gadag-Wadi new lines get planning commission approvals.
If a new Zone of Kerala-Konkan comes up then Mangalore region is actually sandwiched between these.. How they are going to single out Mangalore to SWR without bringing new Zone into it..

As the railway network around Mangalore is now controlled by three zones — Southern, South Western Railway and KRCL — there have always been operational difficulties and detention of trains, it said. Though Mangalore Central is a major coaching terminal, Southern Railway has not evinced much interest in developing it. KRCL is unable to start new trains from Mangalore because of these operational difficulties, the samiti said.

The corporation, even after 15 years of its formation and owning 760-km route network, is unable to clear the loans raised for the construction of the unique project. The accumulated losses are over Rs. 3,000 crore, they said.

Bringing Mangalore region with about 33-km route network is expected to bring in more revenue to the corporation (over Rs. 400 crore a year) and increase operational efficiency of the network.
The above all points are very well stated.. I am now on full support for KRCL..
It was biggest cheating on KRCL.. They should abide by the agreement..
RL Dias is doing great job here and hope JP Hegde will give his full support to this committee like he gave in diversion of Kannur rail..

Now the only thing we need is one good NRI lobby like the one who pushed for Mangalore international flights..

Let's first have some trains running at Shimoga, so that it gets connected to a third city; at least as far as I know, it is not connected to any city other than Bangalore and Mysore. Also, I am not sure of how many freight trains are plying in and out of Shimoga. So I don't think Shimoga is a legitimate demand at the moment, though it has all the potential to house one in future.

Let us concentrate on getting Talaguppa - Honnavar project on track. Shimoga's importance would then shoot up to an all time high in terms of both freight and passenger traffic. We need trains connecting the city to Hubli, Bijapur, Belgaum etc. all of which can be done with the existing network.

K'taka govt, Railways to spend Rs 600 cr more on rail projects

Bangalore, Jul 1, 2013, (PTI):

Railways and Karnataka government today decided to spend an additional Rs 600 crore in the current financial year to expedite work on rail projects in the state.

Union Railway Minister M Mallikarjuna Kharge told reporters after a meeting with senior Railway and State government officials that the Centre would give an additional Rs 300 crore for the state, which would also chip in with an equal amount to take up those projects on a "war-footing".

"It's now possible to spend an additional Rs 600 crore this year," Kharge, who hails from the State, said.

The State government has promised to resolve disputes relating to land acquisition that hampered rail expansion on a priority basis, the Minister said.

Karnataka has a share of Rs 900 crore in the Union Railway budget 2013-14 for rail projects and if one were to include electrification and doubling of tracks, it would top Rs 1200 Rs 1300 crore, according to him.

The rail projects which would be taken up for early completion include Kadur-Chikmagalur, Kolar-Chikkaballapura, Gadwal-Raichur, and Bidar-Gulbarga.

Kharge also ruled out increasing rail fares this year in view of diesel price hike.
"There is no such proposal, and fares would not be raised. We will take on ourselves the burden vis-a-vis any amount of increase in diesel and petrol prices and will not pass it on to passengers. So, as of now, there is no increase in rail fares this year," the Minister said.

Meanwhile, a senior Railway Board official said server capacity of Indian Railway Catering and Tourism Corporation (IRCTC) is being increased so that the "problem of not getting connection (for ticket reservation) will get resolved".

Karnataka PWD Minister H C Mahadevappa, Chief Secretary S V Ranganath, Principal Secretaries of Finance, Revenue, Infrastructure and Urban Development, and key officials of Central Railway, South Central Railway and South Western Railway were present at the review meeting.

The link too says that Shimoga is connected to nowhere other than Bangalore and Mysore by rail; Talaguppa and Birur are not cities, anyway. Also, I don't think revenue from 24 passenger trains is high enough for a region to warrant a divisional headquarters, though I would'nt claim to be an expert in the field.

So let Shimoga first get trains to Hubli, Bijapur, Belgaum, Bagalkot etc. Also, let the Talaguppa - Honnavar track and the one proposed by BSY, Shimoga - Shikaripur - Ranebennur / Haveri, Harihar - Shimoga, materialize. There has to be some rail network in and around the region to be included under the newly carved divsion, where there is enough freight and passenger movement.

By the time these projects see the light of the day, Shimoga city too would have grown significantly, because of which the commercial activity there would also be considerably high. Then we can think of a railway division for the city, not now.

Kharge puts rail projects in Karnataka on fast track

Bangalore, July 1

Quote:
Half-a-dozen pending rail projects in Karnataka would be expeditiously completed in the 2013-14 fiscal with additional funds and early acquisition of land, Railway Minister Mallikarjun Kharge said Monday.

"We hope the state government will soon allot lands required for projects pending for long and sanction its share of the cost in its ensuing 2013-14 state budget," Kharge told reporters after reviewing the status of some projects that got delayed due to various factors.

On his first visit to the city after becoming the fourth railway minister in the second UPA government last month, Kharge, who hails from north Karnataka, said he had instructed the officials to take up all pending projects on a war-footing to complete them in nine months before the next general elections.

"In addition to the Rs.900 crore allocated in the railway budget for the projects in the state, including laying of new tracks, doubling of single line and electrification, Rs.600 crore will be spent to ensure their completion, with the central and state governments contributing equal amount (Rs.300 crore each)," he said.

Among the pending projects are: the 45-km Kadur-Chikmagalur new line; the 97-km Kolar-Chikballapur gauge conversion; the 58-km Gadwal-Raichur new broad gauge line; doubling of the 17-km Hubli-Dharwad line and 140-km Bidar-Gulbarga new line at a revised cost of Rs.881 crore.

The Kadur-Chimagalur line project, which has been pending since 1978, is estimated to cost Rs.170 crore and the original estimate of the Gadwal-Raichur project was Rs.109 crore a decade ago, while that for the Gadwal-Raichur section was Rs.320 crore.

"Laying of track has been completed from Bidar to Humnabad and from Gulbarga to Humnabad is underway. The state government has agreed to allocate Rs.60 crore this fiscal as its share of the project," Kharge said.

Kharge said doubling of tracks between Bangalore and Tumkur (70 km) and new line between Bangalore and Hassan via Arasikere (200 km) would be stepped up for direct route to Mangalore.

"Similarly, doubling of line between Bangalore and Mysore (140 km) will be speeded up after relocating the Tipu Sultan's armoury at Srirangapatnam between Mandya and Mysore. Global tenders will be called soon for shifting the armoury from the route," Kharge added.

Kharge puts State railway projects on fast track

Quote:
Rlys, State to give Rs 600 crore more for delayed projects

The Railways and the State government have decided to spend an additional Rs 600 crore in the current fiscal year to expedite and complete long-pending railway projects in the State, Union Railway Minister Mallikarjuna Kharge said on Monday.

Briefing reporters after a meeting with senior officials of the Railways and the State government, he said the Railways and the State government had agreed to spend Rs 300 crore each to speed up the pending projects and complete them by December this year. This will be over and above what has been already allotted in the budgets of the Railways and the State government.

These projects include Kadur-Chikmagalur, Kolar-Chikkaballapur, Gadwal-Raichur, Bidar-Gulbarga, Bangalore-Hassan and Gulbarga-Hutagi.

The government has promised to solve the problem of acquisition of about two acres of land required for the Kadur-Chikmagalur project in three months. The project will be completed by November this year.

The Kolar-Chikkaballapur project is also facing a minor problem of land acquisition. The target has now been fixed to complete it by December, he added.

The Bidar-Gulbarga project has been pending for many years. Directions have been issued to complete the project from Gulbarga to Humnabad in three months. If the State government provides land, the Kottur-Harihara project will be completed in three months, he promised.

The Archaeological Survey of India has given the green signal for shifting Tippu's armoury near Srirangapatna. Once it is done, Ramanagar-Mysore doubling project will be completed at the earliest. The Railways is committed to set up a railway coach factory in Kolar. The project will be taken up once the government gives the land, he said.

Gulbarga division

Asked whether he will carve out a separate division for the Gulbarga region in the Railways, he said he had directed officials to prepare a feasibility report in this regard.

“The Railways had some years ago said creating a separate Gulbarga division was not feasible. But, I have asked the officials to once again prepare the report,” he said.

Asked whether he will seek supplementary budgetary allocations for the Railways, the Minister said his focus is now on speeding up the ongoing projects.

“We have very less time now. Projects have to be completed in eight to nine months,” he stated.

On the proposal to introduce a commuter rail network for Bangalore, Kharge said he will examine whether it is feasible.
