Despite the international crisis and the absence of 40%
Katanga, site roads running

By Willy Kabwe (Lepotentiel.com)

Katanga province has escaped the tsunami that had beset on all sides, from the inside and outside. To date, it may be noted wins the head by refusing to succumb to new contingencies. A brief visit to Lubumbashi confirms the determination of the provincial authorities to implement the five priority areas of the Republic, especially in their element on the road.

As soon as one leaves the international airport of Luano to go to the city, one is immediately struck by the fact that Lubumbashi is a vast site. Heavy machinery alongside Lushois at every step and every day. This is to say that several civil engineering firms are working hard in rehabilitation and construction of roads in the capital of the Katanga. The Office des Routes (OR), the Office of roads and drainage (OVD), public enterprises, on the ground are working together with private domestic and foreign.

It should be noted at the outset that the wholesale market infrastructure has been torn by the Chinese companies whose achievements in this area leaves no doubt. The most quoted but also the most spectacular is the road that connects the city of Lubumbashi to the border with Zambia Kasumbalesa neighbor.

It is a jewel whose Katangans are proud because this road is one of the main supply routes of the city of Lubumbashi. It is the gate of exit and entry of mining products, manufacturing and others.

We must also work on the road to Kolwezi and Likasi continue normally to the satisfaction of users who saw their drive time decrease significantly.

As we move towards the center I glue my face to the window. I do not miss the show open to my sight. The crowd is swarming. The number of vehicles on the road is very impressive. This explains the successive congestion at most intersections.

My curiosity is such that the taximan wonder if this was the first time I visited Lubumbashi. I say not. The taxi driver was talkative e he improvised go my guide. What is true is that I was very impressed by the progress since my last visit back to 2008.

It is a period that saw the Katanga frôler the sinking as he had water everywhere. Not only the handover was still a challenge when it came it was not more than 10% compared to 40% stipulated by the Constitution.

Not from a misfortune never alone, the international financial crisis had hit Katanga hit. Forcing most of the "mining" to put the key under the doormat. At the same time, falling metal prices on the international level came to add a general situation almost deleterious.

The loss of direct and indirect jobs created by the mining boom had negative impact on social and security areas. "We went next to the disaster, only the expertise of our governor has avoided the worst," I entrust the taxi driver.

Seeing the scrolls show that when one is in the center, one is tempted to agree with my driver that the worst is over and the city resumed copper of life. It seems some have forgotten the effects of international financial crisis and the collapse of global stock markets which supplied most of the mining companies put into financial difficulties.

For my special guide, everything is not pink yet, but the resumption of mining activities have led to other sectors of the province to resume life. I pointed out that a donkey and nests on the roads in the city center have almost disappeared.

Indeed, workers in striped vests sulfur glittering in contact with sunlight to activate. I recommend to my driver to prove that he just tell me. A journalist should check at first hand.

It does not ask twice. He connected for a walk in the town of Lubumbashi through avenues Sendwe, Lomami, factories, Kasa-Vubu, Kileka Balanda, Kamayola, Kimbangu, Kabila (former Mobutu), Lumumba, Kasai (now Munongo) Liberation.

Popular Cities are not forgotten, for lack of means? My companion tells me in the negative and he invites me to visit a few roads that connect the city to other municipalities.

It starts with the tunnel that connects the town of Lubumbashi than Kampemba and opens onto the pavement Kasenga down to the common Rashi. It is a road-rail bridge long remained a bottleneck for transport during the rainy seasons. Its buses and gutters have been opportunities and priests so that the floods that filled this important transition belong to the past.

The rehabilitation work is continuing on the road to Kasenga. The same is true of secondary avenues including Sapinière, Araucarias as Kilolobe Avenue which is in the common Annex. It should be noted that mining companies have been engaged in the program of the provincial government led by Moses Katumbi. It is in this context that we must highlight the involvement of society Rwashi Mining has supported the rehabilitation of the road that bears his name.

Kampemba income by the famous Bel Air, my guide led me in the municipalities of Kamalondo, Kenya, where roads Katuba said circulars are counted in numbers. The paving has been completed for certain stretches and still for others. Pending tarring their future, some sections are rehabilitated clay. This is the case of roads and Kipopo Mura.

Efforts by the provincial government under the leadership of Governor Moses Katumbi Chapwe regarding road construction are not limited to the city of Lubumbashi. Workshops placed on roads in agricultural areas in all of Katanga have seen their numbers double. So as to make these viable escape routes from the fields to the cities of the province and mainly Lubumbashi.

These travel notes do not take into account other aspects of the three year program of the provincial government including public lighting, water supply, housing, the fight against insecurity, tax and customs fraud and that the struggle for public health.

Grosso modo, Katanga did not die on the contrary, it rises and is on a path of no return for its development and well-being of Katangans.

The Transport and Communication routes Minister, Matthieu Pita gave last Monday, the kick-off work of tagging Kasai and Kwilu rivers in Bandundu. The ceremony took place at Kandole, a rocky Chanel upstream of Dima town at12 kilometers from Bandundu city.

This work aims to ensure the mobility of boats on these rivers to allow easy evacuation of agricultural products and prevent many cases of shipwreck.

Moreover, a boat full of agricultural products, such as maize, cassava and palm oil from Dibaya Lubwa remains blocked at this location since a few weeks.

"These devices will be used to rehabilitate the road network between the cities of Batshamba and Tshikapa in the province of Kasai Occidental," said Diego Escalona. Before explain: "This is a gift, non-repayable grant, not a loan." According to Mr. Escalona Paturel, this subsidy amounted to an estimated 6 million USD.

The rehabilitation of roads in Kananga will be executed by the brigade of the Office des Routes (OR) of the city of Kasai Occidental. It is part of the second support program for the rehabilitation initiated by the European Commission (PAR II).

Note that this new EU action in the DRC is a strong signal of its participation in the reconstruction of roads in Congo-Kinshasa. Step Kananga after that started in several provinces, including Bandundu, Bas Congo and Kinshasa.

Moreover, at this very moment, the brigade Lisala in northern Ecuador, is being retrofitted. A similar retrofit brigade of gold in the provinces of North and South Kivu is at work.

"The retrofitting of brigade of the Office des Routes was not limited only by the donation of equipment, but also by ensuring the operation of such equipment. And this during a period of four years, "said the head of Infrastructure and Transport Section at the EU delegation in the DRC.

The European Union has a certain expertise in road rehabilitation and road maintenance. It is for this reason it is still active in the DRC. Given the enormous needs for reconstruction in the DRC, the EU has allocated a budget of 350 million USD for infrastructure.
