New luxury mixed-use development from Aedas

Sited next to Jingjiang riverbank, Chengdu Megli the Celadon consists of hotel, residential and apartment complexes. Focus is placed on finding a relationship between a large-scaled structure within its natural landscape.

The design concept is derived from an image of running stream that cascades through a mountain valley. The residential complex is designed in a fluid configuration to express trickling water. On the other hand, the hotel tower façade is arranged vertically to symbolise mountain’s uncompromising grandeur.

The building is sited at an advantageous and accessible location in the city, with the north side connecting with a trendy community, the south side opening up to the view of Wangjing Park, and the west side facing the University of Sichuan campus. Upon completion, the project has the potential to become one of Sichang’s most luxurious commercial / residential communities.

Studio Fuksas wins competition for Chengdu Tianfu Cultural and Performance Centre

An international competition to design a 110,000 sq m cultural centre in Chengdu, China has been won by Massimiliano and Doriana Fuksas of Studio Fuksas. The design duo will see construction begin on their concept for Chengdu Tianfu Cultural and Performance Centre in the next couple of months which they say reflects ‘the dynamism and desire to grow of the community of Chengdu’.

Studio Fuksas have devised a cluster of four elliptical volumes which are enveloped in metal spirals, each punctuated with holes through which sunlight can penetrate to illuminate the interior spaces. These metal ribbon-wrapped buildings are united by a series of plazas and open public pathways.

Between the four buildings are: a Performing Arts Centre with an 1,800-seat theatre and 600-seat music hall; a Cultural Centre with 2,600-3,000-seat theatre and exhibition gallery; offices for the Writers and Literary Association; and a residential complex for local artists.

Of their design, Massimiliano and Doriana Fuksas explain: “The design concept is inspired by the ancient symbol of the city of Chengdu (a circle with a sun with rays spiral) and demonstrates the willingness of the Chinese community to look at the future, focusing on art and culture. The project … was conceived as a symphony of architectural volumes, creating the effect of music that you can listen to with your eye.”

Chengdu plans a prototype 'Great City' as a model for China's suburbs

The "Great City" is effectively an entirely new municipality, designed as one whole instead of the chaotic and environmentally inefficient alternative of urban sprawl. The designers -- Adrian Smith + Gordin Gill Architecture, based in Chicago -- have marked out a 1.3km2 circle surrounded by 1.9km2 of farmland and parks, where residents won't need cars because everything is within a 15-minute walk of the city centre. If the model is successful, the Great City will be copied on the edges of China's other megalopolises and their populations continue to boom -- putting pressure on housing, infrastructure and the environment.

The architects claim that the city will be built around the farmland that already exists in the patch of land allocated for the Great City, while within the 1.3km2 city area itself "15 percent of land will be devoted to parks and landscaped space". Another 25 percent will be allocated for infrastructure like roads (of which only half will be accessible to cars, as many residents will be expected not to need them) and the final 60 percent of land will hold tall, glass-and-steel tower blocks like those found in any other new large development in China. If people need to get out of the Great City, there are public transportation stations on the permiter and in the middle.

Head of Construction Firm Ensnared in Chengdu Scandal
Party investigation into president of well-connected company is linked to inquiry into southwestern city's former mayor

The scandal involving a former Chengdu mayor has spread to the business sector, as Zhang Jun, chairman of state-owned Chengdu Jiangong Group (CDJG), is being investigated by Communist Party discipline officials.

Zhang has not been seen in public since December 31, spurring several local banks to start checking loans they made to his company.

The investigation into Zhang is related to Li Chuncheng, the former mayor of Chengdu and an alternate to the party's 18th Central Committee, sources close to the matter said.

The investigation into Li for "serious violation of the law" started in December.

Zhang was a city congress member for 15 years and provincial congress delegate for five. He was honored by the State Council, China's cabinet, for his contribution to rescue and reconstruction work after the massive 2008 earthquake in Sichuan Province.

CDJG is a heavyweight in the construction industry in the southwestern province. It reports directly to the city's state assets administration bureau, and has 9,000 employees and more than 120,000 contractors.

CDJG's revenue was more than 30 billion yuan in 2011, a party newspaper in Chengdu reported. It participated in almost all major construction projects in Chengdu, including the post-quake reconstruction, financing and construction for the campus of the electronics giant Foxconn, and more than 1,000 projects commissioned by the central, provincial and city governments.

Industry insiders said the company's booming business had the strong support of the local government. A report in the state-owned Chengdu Daily in 2009 said city officials allowed CDJG's board to make its own business decisions, giving it more freedom than other state-owned companies.

The storm started when Li, a 56-year-old native of Liaoning Province, was detained in December. He worked his way up in the northern city of Harbin, in Heilongjiang Province, and was the city's deputy mayor until his move to Chengdu in 1998.

As mayor from 1999 until 2011, Li oversaw Chengdu's rapid expansion, which was marked by a large number of construction projects.

Forming giant public plazas with a mix of various functions, the group of five towers is intended to be seen as more of a public area despite its towering design as already witnessed in the site. Chengdu: Model city for IP creation and protection

Famed as the home of pandas, Chengdu is also impressing foreigners for its friendly intellectual property climate.

The State Intellectual Property Office named a Chengdu high-tech zone a national intellectual property demonstration park in February, the first of its kind in western China. The honor has also been granted to nine other industrial parks including Beijing's Zhongguancun innovation zone.

The title reflects the successful implementation of Chengdu's IP strategies and affirms the contribution of the high-tech zone in innovation, according to the local government. The title is valid until the end of 2015.

A story in the newspaper alliance European News Agencies said Chengdu has "the lowest investment risks as well as the best IP protection across the country". The writer also called on European companies to seize the opportunity to locate their projects in the city for faster growth.

Chengdu is ready to show the world it has much more than pandas. It is expected to become an economic powerhouse in western China over the next decade.

The city has the most financial institutions and complete services for economic development in the region, according to the city government.

Considerable investment has already been drawn to the city, which is now home to 234 Fortune Global 500 companies.

The same factors also make effective IP management and strong protection necessary in Chengdu.

Mayor Ge Honglin said that the local government insists on intellectual property protection as the core element enhancing the city's competitiveness.

The Chengdu high-tech zone founded in 1988 is a prime example, he said.

High-tech zone

The zone passed a milestone last year by filing more than 10,000 patent applications. Some 4,042 invention patent filings accounted for 33.8 percent of the total.

About 9,700 applications came from companies, an increase of 48 percent over 2011. Mobile Internet and the Internet of Things are growing in the number of filings, with applications from companies in those fields rising at an annual rate of 50 percent for three consecutive years.

The significant IP achievements have helped the city enhance its capacity for innovation that boosts growth in the local economy.

After more than 20 years, three industries - electronic information, biomedicine and precision machinery manufacturing - have developed into mainstays of the zone's economy.

The zone had nearly 88 billion yuan ($14.1 billion) in industrial output value in 2012, an increase of 23 percent over 2011.

Since the zone was named as a national pilot site for IP protection in 2007, its administrative committee has released more than 20 IP promotion policies.

It also set up a 1 million yuan fund to boost the utilization and commercialization of patents in emerging industries.

To date, the fund has supported 50 projects using patented technologies that have generated nearly 2 billion yuan in industrial output value and contributed 250 million yuan in tax revenues.

Another reason behind rising number of inventions is the zone's strong innovation capacity. It was named a State-level high-tech zone in 1991 and became a pilot in efforts to develop a globally leading science park in 2006.

Honors

With help of the high-tech zone, the city has created many superlatives - the leading city in western China in patent applications and authorization for seven consecutive years, the first demonstration city for IP protection in the nation and the first large Chinese city to establish government patent awards.

The local government's efforts in IP utilization, management and protection also won high praise from senior officials at the State Intellectual Property Office.

"The Chengdu government has made many innovative attempts in IP operation, which play a positive role in IP demonstration across the country," said He Hua, the office's vice-commissioner.

SIPO is likely to approve Chengdu as the site of a patent examination center following existing sites in Beijing, Suzhou and the provinces of Guangdong, Henan and Hubei, according to the city's IP administration.

Local authorities are now scouting locations for the center.

When construction on the facility is complete, it will house some 2,000 professional patent examiners expected to deal with 110,000 patents from all over the country, said local officials.

The center, as part of the IP service chain, will further accelerate development of IP services and improve the system in Chengdu, the officials said.

Other IP services provided in the city include online patent databases and patent-collateral loans.

By the end of 2011, 76 Chengdu companies received loans totaling nearly 660 million yuan by using patents as collateral.

Mayor Ge said Chengdu will continue to do more to protect intellectual property that creates ongoing improvements in conditions for investors from home and abroad.

Tianfu to reinvent Sichuan capital as industrial center, Zhang Haizhou and Li Yu report

From Chengdu's Rennan Flyover one can see two contrasting views of this flourishing city in western China.

To the north lies the familiar Chengdu, renowned for its natural beauty, great food and slow, laidback lifestyle.

But glancing south, one sees an entirely different city taking shape. It is Chengdu's Tianfu New Zone, a sweeping and ambitious project meant to accelerate Chengdu's development toward a modern, international and environmentally sound metropolis that is conducive to finance, trade and living.

"We want to build a different new zone that will be on a distinctive developmental track," said Zeng Jiuli, president and senior engineer at the Chengdu Institute of Planning and Design.

This 1,578-square-kilometer development zone, which spans from Chengdu to its southern neighboring townships and cities, was founded in May 2011. It is expected to be an engine for the city's growth in the coming years.

The zone is intended to transform the whole area into a "city within a city" that houses major global finance firms, the Tianfu Software Park, several incubation centers for IT and biochemical endeavors, the world's largest standalone building and one of the most beautiful contemporary art centers in China, which is designed by British architect Zaha Hadid. Its notable natural features include Longquan Lake, Sancha Lake and Longquan Mountain.

Chengdu zone stresses ecology, industry

The new zone contains a total of three sub-cities, seven counties, and 37 towns and neighborhoods. About 81 percent of the zone overlaps with Chengdu's municipal boundaries.

'Industrial Chengdu'

Several top-level and multi-billion-dollar industrial facilities and clusters are currently under construction in the zone.

Tianfu's directors hope to grow it into an industrial supplement to Chengdu by 2020 and to transform it into a modern residential and commercial city by 2030.

One major objective is to reconstruct an "industrial Chengdu". The manufacturing sector will play a crucial role in developmental objectives in the near-to-mid term. In the long term, the industrial development will shift from manufacturing to research and development and services.

The new zone will encompass six key industries, including IT, auto manufacturing, clean energy, new materials, equipment manufacturing, and biomedicine, according to the Chengdu Economics and Information Commission.

The Sichuan provincial government announced in March that by 2030 the new zone's GDP will amount to 1.2 trillion yuan ($190 billion).

The total output value of the zone is expected to exceed 250 billion yuan by 2015 and to reach 650 billion yuan by 2020, said Tang Limin, chief of the Sichuan Development and Reform Commission, citing the Overall Plan for Tianfu New Zone.

By reaching these targets, the zone will achieve the goal of "building a new industrial Chengdu", Tang said.

Chengdu's output value grew 15.2 percent year-on-year in 2011 to 685.5 billion yuan, according to data from the Chengdu Municipal Statistics Bureau.

Behind Chengdu's ambitious goals are the city's efforts in protection of intellectual property rights. The capital of Sichuan is now known as the country's model city for IP creation.

American companies in China, too, consider Chengdu as their most favored destination if they seek expansion in China, according to China Business Report 2012-2013 by the American Chamber of Commerce in Shanghai.

But planners say there is no need to be concerned that this major project will fundamentally alter the laidback character of the Sichuan capital and make it into another industrial behemoth.

In addition to concentrating on industrial and economic growth, Zeng of the Chengdu Institute of Planning and Design, said leaders on the new zone plan to put "ecology first".

"From the site selection to the planning concepts, ecology is always the most important thing," she said. "The new zone is located in the hilly areas, so the city's vast farm lands are protected."

Unlike most other existing industrial zones in China, Zeng said the planners have "incorporated urban life into industries", which is a key innovation of the new zone.

"Those existing 'new zones' focused mainly on industries and have fallen short in terms of urban service and other public amenities. But the Tianfu New Zone will be like a community with sufficient basic needs like shopping malls, cinemas, and restaurants. It tries to achieve work and life balance for residents and professionals inside," she said.

Public transit, especially the bus system, will be the principal means of travel in the new zone.

"Connections between the subway and buses are seamless because we expect public transit to account for more than 50 percent of the total traffic," Zeng said.

"We are making a different new zone."

The museum is sited in an abandoned site within the commercial heart, and the design concept was inspired by the relationship between culture and economy.

The busy chaotic exterior bustle hightens the tranquility of the interior exhibiton spaces akin to the contrast between the corporate landscape of today and the cultural artifacts from the past. This contrast is similar to the experience one gets when stepping into a temple from a busy street.

The immediate surroundings of the site consist of a software park, several high rise communities, and offices. High density housing coupled with the monotonous office buildings, the site thus is devoid of vitality and life, and was lacking any form of humanistic character.

The architecture has the intent of injecting a public space meant for the community to gather, and a green space for recreation and relaxation. The programmatic layout and openness of the architecture hopes to provide a sharing space that revitalizes the area and fosters a sense of community and sharing amongst the inhabitants within this vicinity.

Landscape architecture was a focus in this project, the intent is for the journey between and among the architecture to break down the scale of the built structures allowing for a less intrusive space. Ramps leading to a plaza on the 2nd floor provides an extended public space, the buildings on the 2nd floor have a smaller, more intimate scale. The ascend and descend of the sloping plaza not only emphasizes a central axis, but also aids in the users’ sense of orientation and provide a rough guide to human circulation. Amongst a highly dense urbanized environment, the architecture hopes to relate to the existing buildings, yet create a community space injecting character into the vicinity.

The three-day event was also fruitful for Chengdu, the host city, which aspired to use this forum to raise its international profile and become a growth hub in China's west region.

According to the Chengdu government, at least 74 business deals were signed between the capital city of Sichuan province and Fortune 500 companies or large multinationals, with the combined value surpassing 112 billion yuan ($18.26 billion).

Of this, 12 major projects worth 25.6 billion yuan were sealed on June 7 at a contract signing ceremony at the city's Jinjiang Hotel.

Semiconductor design and manufacturing company Texas Instruments Inc announced its long-term strategy for manufacturing facilities in Chengdu in conjunction with officials of the Chengdu High-Tech Industrial Zone at the ceremony.

Its future plans include a new assembly and testing operation and the expansion of its existing wafer fabrication factory.

Texas Instruments' investment in the operation could total $1.69 billion over the next 15 years for more facilities, manufacturing equipment and land.

Schneider Electric SA of France is planning to establish its first subsidiary for Southwest China in Chengdu.

Sam Chum, vice-president of Schneider Electric China, said the company will soon upgrade its representative office to a branch in the Chengdu High-Tech Industrial Zone as the market in western regions attracts more and more attention from the company's top management.

The branch's business will cover sales, management, coordination and service support, and there are plans for it to become a regional hub that could reach other cities in Sichuan province, Chongqing and the Tibet autonomous region by the end of 2014.

Ellen Kullman, chief executive officer of E I Du Pont De Nemours and Co, said that the company built a plant in Chengdu last year, while jointly founding a research institute with Sichuan University to develop new fire- and heat resistant materials.

"The western city is now a hub for many manufacturing industries and we are glad to have set up a plant here," she told China Daily in an earlier interview.

Shi Lei, an economics professor at Fudan University, said cities such as Chengdu in Western China are maintaining resilient momentum,

"Looking to the future, they may become engines of growth when export-oriented coastal cities encounter more headwinds from shrinking external demand," Shi said.

Railway unit breaks Chengdu land record

The property unit of China Railway Construction Corporation (1186) broke this year's land auction record in Chengdu by acquiring a plot for 2.15 billion yuan (HK$2.72 billion).

After spirited bidding yesterday, state-owned China Railway Construction Real Estate Group beat COFCO, winning the site in the Sichuan provincial capital by paying double the opening price. State-owned firms such as Poly, China Resources and China Merchants as well as privately owned Vanke took part.

Land prices are heating up across China with total deals hitting 762.9 billion yuan in 100 major cities during January to June, up 47 percent from a year back, said land information platform K8.cn.

In its latest monthly survey out yesterday, the China Land Surveying and Planning Institute said the sudden boom in land prices has expanded from the big cities to lower-tier ones.

"We have found many government and property developers plotted together to hoard parcels undeveloped or underdeveloped," said land and resources vice minister Hu Cunzhi, adding that 284 sites were suspected of being hoarded.

Chengdu Special: Wenjiang to become new hub for business

This year, more than a dozen large-scale business projects were launched in Wenjiang, with combined investments totaling 37 billion yuan ($6 billion).

Wenjiang, best known as the "golden city", aims to position itself as the new CBD of western Chengdu, according to a statement from the local government.

The government is now putting emphasis on developing Wenjiang's service, technology and tourism industries. These three are playing an increasingly important role in the district's economies.

Wenjiang's projects have significant meaning for China's Western Development Strategy, which mainly focuses on boosting economic growth in the western region, an official from the local government said.

Accounting for 57.5 percent of the district's total tax revenue in 2012, the service industry is becoming its pillar industry.

According to the urban development plan of the city, a commercial area consisting of multiple shopping malls, hotels and supermarkets has been mapped out in the blueprint of the district.

"It will help to facilitate Wenjiang's service industry," the official said.

Shin Kong Place, a shopping mall built by department store Shin Kong Mitsukoshi from Taiwan, finished construction in September.

"Wenjiang is a good place to do business because it has a mature transportation system and a developing commercial area," an employee from Shin Kong Mitsukoshi said.

"Both factors will bring us a lot of business opportunities in the future."

In addition to Shin Kong Place, there are more than 450 service projects that have been introduced to the district.

"The service industry is growing rapidly, making it possible for Wenjiang to become the new business center of Chengdu," the local official said.

Wenjiang is an ideal location for many high-tech companies as well.

The Chengdu Cross-Straits Science Park, which is located in Wenjiang, is an important investment target in western China for technology businesses from the Chinese mainland and Taiwan.

Chongqing Lummy Pharmaceutical Corporation, a high-tech pharmaceutical enterprise involving drug research and manufacture, has set up their research base in the park this year.

The park also attracted food companies such as Uni-President, Tsingtao Beer, Tingyi Holding Corporation (Master Kong) and Hangzhou Wahaha Group.

"We have diversified the park in recent years, it is now the hub of medical care, electronic products and healthy food," the official said.

The Wenjiang government has also focused on developing its tourism in recent years.

The 2013 China Equestrian Festival, which opens on Nov 9 in Wenjiang's Jinma Racecourse, has already grabbed great attention from across the nation. The festival will run for four days.

"Wenjiang has successfully hosted the event for two years. Now it is the permanent host of the festival," the official said.

Wenjiang's beautiful environment is also a credit to the tourism industry, according to the local government.

Official statistics show that foliage coverage of the district is more than 90 percent.

The environment has helped Wenjiang earn several accolades.

The district was granted the International Garden City award by Westminster Hall of London in 2007, and the International Award for Best Practices for Improving the Living Environment by the United Nations Center of Human Settlement in 2009.

"Building a perfect ecosystem is an important part of the district's urban planning," the official said.

"Wenjiang is a great place for both traveling and doing business," the official said.
