Madagascar: Statement By Deputy Minister Marius Fransman On the Nominations for a Prime Minister of Consensus in Madagascar

The Southern African Development Community (SADC) Ministerial Committee of the Organ (MCO) Troika would like to once again congratulate all the political stakeholders, leaders, supporters and the Malagasy nation at large for implementing the Implementation Framework of the Road Map for Ending The Crisis In Madagascar (hereafter referred to as the Road Map) within the time frames agreed to.

We are encouraged by the commitment shown by all the political parties, including the President of the Transition Mr Andry Rajoelina for his decision to speedily implement Section 1 paragraph four and five of the Road Map yesterday (within the time frames agreed to).

The resignation of the existing Prime Minister and the Cabinet on Monday 18 October 2011, as required by Section 1 paragraph four and five of the Road Map and the call for nominations for a Prime Minister of Consensus from amongst other political stakeholders (parties) is a step in the right direction.

This act is a further indication of the bona fide (good faith) and confidence building measures shown by the parties and signatories concerned, that the Malagasies are committed to creating the necessary conditions, climate and space to ensure that Madagascar returns to constitutional normalcy.

The conclusion of this third key milestone (The first signing of the Road Map and second the signing of Implementation Framework) is further evidence that the political stakeholders, its supporters and the Malagasy masses have once again risen to the occasion and put the interests of the nation above the interests of individuals and groups.

We wish the signatories well in the nominations for a Prime Minister of Consensus today. We trust that all the political parties will continue to show good faith in ensuring that they also abide by both the letter and spirit of the Framework when nominating the Prime Minster of Consensus.

The Malagasy nation is on the verge of crossing the Rubicon in the long and difficult road to democracy and we therefore implore upon you to continue with the momentum that you have started. In this regard it is important to remind and reiterate that the soon to be appointed Prime Minister of Consensus cannot be someone from the Party of President Rajoelina. Equally that he /she should be someone that is acceptable to and have the confidence and support of all the opposition parties including the three Mouvances. This will give meaning to not just the letter of the framework but more importantly the spirit of the framework as well.

We furthermore appeal to all the political platforms/ parties to remain disciplined at this critical juncture in time and earnestly await the announcement of the Prime Minister of Consensus before 1 November 2011.

Finally the SADC (MCO) Troika urges you to continue on this positive path in taking Madagascar one step closer to constitutional normalcy and a democratic dispensation based on the principles of inclusivity, consensus, credibility and impartiality.

Zim- SA Engineers Sign MOU

President of the Engineering Council of South Africa, Mr. Christopher Campbell who signed the MOU on behalf of the South African government, challenged African States to create close partnerships.

Under the agreement, Engineering Council of Zimbabwe and the Engineering Council of South Africa are expected to ensure that a regional qualification framework for engineers and technicians is put in place and that standards, registration and accreditation of professionals are adhered to.

Tanzania to Open Embassy in Luanda

Dar es Salaam – The government of the United Republic of Tanzania will open embassy in Angola and its Minister of Foreign Affairs and International Cooperation, Bernard Membe, will soon visit Luanda to explore business and investments opportunities.

This was said to Angop last weekend in Dar es Salaam by the top diplomat of Tanzania, Bernard Membe, in the ambit of the festivities of the 36th anniversary of the Angolan independence.


“President Jakaya Kikwete agreed to open the embassy in Luanda”, said Bernard Membe.

In addition, the official said that Angola is one of the African countries that is recording a fast economic growth, as well as the betterment of the people’s well-being.

The Tanzanian minister appealed his fellow countrymen to invest in Angola when the embassy is officially opened.

He said that Angola is rebuilding the railway that will link Zambia and it might also connect Tanzania.


On his turn, the Angolan ambassador to Tanzania, Ambrósio Lukoki, guaranteed that the executive of Angola is encouraging in a gradual and sustained way the direct participation of private investment in the national economy, strengthening its regulating role of providing the growth of public and private partnership.

The group recently announced it had discovered reserves of 22.5 trillion cubic feet of natural gas in Mozambique, in the Rovuma basin, and Scaroni, on returning to Milan after a visit to East Africa, told Dow Jones Newswires that ENI was considering building a number of units to produced liquid natural gas (LNG) to sell to Asia.

ENI said it was planning to build two or three LNG units in Mozambique and that natural gas would first be processed in 2016, but on Friday Scaroni said it was too soon to give dates and figures.

“We are still drilling,” said ENI’s chairman.

Scaroni was received Thursday in Maputo by the President of Mozambique whom he told that it was necessary to build a town near the location of the gas discovery.

US company Anadarko Petroleum also recently announced the discovery of huge natural gas reserves in the same area as the Italian group is prospecting. (macauhub)

Natural gas reserve discovered by ENI in Mozambique is 50 pct bigger than first announced News

According to a statement issued Thursday, this estimate has risen to 22.5 trillion cubic feet of natural gas, following the discovery of a new reserve with potential of up to 7.5 trillion cubic feet.

The concession holders of area 4 of the Rovuma basin, the production contract for which was signed in 2006, are ENI East Africa – Moçambique, which is the operator and has a 70 percent stake, Mozambican state company Empresa Nacional de Hidrocarbonetos (ENH), with 10%, and Portugal’s Galp Energia and South Korea’s Kogas, each with 10 percent. China, Tanzania sign $1-billion gas pipeline deal
DAR ES SALAAM, TANZANIA - Sep 30 2011 14:17

China and Tanzania have signed a $1-billion loan agreement to build a major natural gas pipeline in East Africa's second-biggest economy, a Tanzanian newspaper quoted the country's energy minister as saying on Friday.

The deal involves the construction of a 532km pipeline from Mnazi Bay and Songo Songo Island in southern Tanzania to the country's commercial capital, Dar es Salaam.

"The completion of the project will enable the 36-inch [91.4cm] gas cylinder to produce 784-million standard cubic feet of gas per day, capable of powering 3 900MW," Energy and Minerals Minister William Ngeleja was quoted saying.

Tanzania's current natural gas reserves have risen to more than 10-trillion cubic feet from a previous estimate of 7.5-trillion cubic feet following major gas discoveries in its deep-water offshore region.

An existing 16-inch (40.64cm) natural gas pipeline owned by private investors has been facing capacity constraints amid growing energy demand in the country.

Ngeleja said the engineering, procurement and construction deal was signed in the Chinese capital, Beijing, on Tuesday.

China Export-Import Bank will provide a soft loan to cover 90% of the project cost, while the Tanzanian government will finance the remaining cost, the paper reported.

The minister said the project would be jointly implemented by the China Petroleum and Technology Development Company, a unit of China National Petroleum, and state-run Tanzania Petroleum Development Corporation.

Tanzania has asked the Chinese financiers to fast-track implementation of the project to ensure construction of the pipeline was concluded by December 2012 from the initial schedule of March 2013 to curb the country's chronic power crisis.

Ngeleja said Tanzania's energy demand was expected to grow to 1 583MW by 2015 from the current demand of around 1 000MW.

Tanzania's economy is blighted by chronic energy shortages that have resulted in rolling power outages, undermining economic growth.

The Tanzanian government said it plans to shift its focus to investment in thermal plants fuelled by natural gas and coal in attempts at weaning itself off weather-dependent hydropower, which accounts for 55% of the country's energy sources. -- Reuters

The Citizen newspaper for so long has been in a forefront to cause chaos in the country by publishing bias stories.

Kenyans are Mad and so are the Nigerians; they are being blinded by the west with economic “STATISTICS”.

PROBABILITY: there are three kinds of probabilities: STATISTICAL, Subjective and La Placian (Mathematical).

Clearly, it’s stupid to side with STATISTICS alone, coz Japan, Libya were all having their own future economic forecast (STATISTICS); would those STATISTICS translate any economic reality based on their previous forecast?? NO, no! Because, the forecast bent on STATISTICS alone, and excluded the Possibilities of Wars, Natural Disasters and so on…

Kenya: a half desert country, with a history of genocide attempt, where superior tribal groups have military wings; with thousands of INTERNALLY DISPLACE PEOPLE still in the camps, while the general election is months away. With the degree of extreme Tribal warfare in Kenya and Political instability, it’s very ridiculous for anyone to count on STATISTICS alone and ignore the everlasting Kenyan Political instability and extreme tribalism; since Kenyan or Nigeria have never achieve the status of a nation, but are just group of ethnics trying to live together with number of mayhem, atrocities and at times genocide attempt…among themselves (Hausa-Fulani with Igbo, Luos with Kikuyu and Kamba and other minor tribes)

Anadarko Petroleum hires drilling ships for prospecting activities in Mozambique

Oslo, Norway, 21 Nov – US oil company Anadarko Petroleum has hired the services of the Bedford Dolphin drilling ship from Dolphin Drilling and another ship that is currently being built for a four-year period, the company said in Oslo Norway.

According to a statement issued in the city, the contract for the Bedford Dolphin ship will begin on 1 January 2012 and is the continuation of a contract with Anadarko Petroleum and the contract relating to the chip being built by South Korean group Hyundai Heavy Industries is expected to come into force in the fourth quarter of 2013.

The two contracts are worth US$701 million and US$727 million, respectively, and the drilling ships will support prospecting activities at sea in Mozambique.

Dolphin Drilling has its headquarters in Aberdeen, Scotland and, together with Dolphin a.s., headquartered in Stavanger, Norway, make up the drilling business of Norwegian group Fred. Olsen Energy ASA.

Anadarko is the operator of a block in the Rovuma basin with a 36.5 percent stake, with the remainder in the hands of Mitsui E&P Mozambique Area 1 (20 percent), BPRL Ventures Mozambique (10 percent), Videocon Mozambique Rovuma 1 (10 percent) and Cove Energy Mozambique Rovuma Offshore (8.5 percent) and state Mozambican company Empresa Nacional de Hidrocarbonetos (ENH) with 15 percent.
