Moses Akena & Paul Amoru Gulu The push to elevate Gulu Municipality into a city has gone a step higher with the invitation of Australian experts who have started drawing structural plans. Daily Monitor has learnt that the structural plan is at the final stages after a team of international designers from Australia studied the town for two days. The 11-member team from Integrated Design Group Sydney, studied satellite images of the town and visited a number of sites to be redesigned. Mr Tony Mcburnay, the leader of the team, told Daily Monitor on Wednesday that the plan to make Gulu a model city is going according to plan. Mr Mcburnay said, “I see a possibility in that happening due to the response of the participants. The plan to make a collection of satellite towns within one big city is a very big vision indeed.” He revealed that many cities are trying to regain the plan of having satellite towns within one big city after realising that people have to move a long distance to access offices and necessary facilities. “Gulu’s plan is possible because due to the war, the town has not expanded much and therefore areas for the satellite towns are not much crowded,” he said. The group engaged participants in a two-day discussion at Kampala Pentecostal Church, Gulu. They were invited by KPC as part of their effort to help in the recovery of the north. The plan seeks to have four satellite towns, a library, and green spaces in the heart of the city. Other planned facilities are the beautification of the city and an international hotel. The town is the economic capital of northern Uganda. The town has 140,000 residents and is served by Gulu Airport. Gulu LC5 chairman Norbert Mao said, “It is coming at the right time for us because next year, Gulu town will be celebrating 100 years of existence. Besides, Local Government Minister, Honorable Adolf Mwesigye has given us a go ahead.” Pastor Joseph Ogwal of KPC Gulu said the church is supporting the north as part of its effort to give back to the community. The municipality has of recent demolished illegal structures and those built on road reserves as part of its effort to achieve a city status. We propose to invite a landscape consultant who has already offered assistance to take this as a project and show us some design possibilities in the coming few months. 2) A Demonstration Street - which KPC Gulu is keen to 'adopt', to show the potential for streetscape improvements. It would be ideal to engage the expertise of some Water Sensitive Urban Design specialists, Civil Engineers, Landscape Architects and ourselves to study technical and artistic possibilities, with a view to commencing work on Gulu street in the second half of next year. 3) A Celebration Space - as a significant community asset for social 'healing' and celebration - again, a largely landscape design exercise which might realistically come to frutition in time for celebrations by the end of 2010. 4) Hospital - (Watoto Surgical Hospital), intended to enable surgery for war affected women and children. Also, Gulu University is preparing to enter an agreement to provide land for what is expected to become a 25 acre hospital campus, which we will begin master planning for in early February. This is probably now our most pressing opportunity. 5) Library - Chairman Norbert Mao is keen for the children of the district to make a connection between stories and the books they are recorded in. Also, he intends to help build a love of reading for information and discovery of knowledge within the younger population. 6) Masterplan - this is our key objective, to provide a plan for Gulu to avoid its post war development resulting in creation of urban poor, or unsustainable patterns. We want to assist in remaking a community that can celebrate its diversity, its history, the lessons it has hard learned and the bright prospects for its future. This masterplan is to be a model of sustainable development socially, environmentally and economically. ![]() ![]() ![]() ![]() mayor nobert mao has taken note of all needs of gulu. he has done what they have done in kampala(atract lots of investors)on a smaller scale. when the austrian city planners are done with gulu it will be a model city they have lots of things planned(a hospital,international airport,international hotel,commercial buildings,celebration point,libary,a demonsation street,newly paved road networks,an industrial etc) a demostration street is a clean wide street with many buildings like kampala road,or mbarara main road.along with the austrian many other investor are in own building things. another new report Uganda: Gulu Town Needs Proper Planning 19 May 2010 Kampala — Gulu Municipality is one of the fastest growing towns in the country. There is almost a new building coming up at every corner of the town. Big hotels are sprouting as well as residential and commercial buildings. However, there is a danger of the town turning into a mammoth slum if no proper planning is made. The town authorities should clearly indicate which type of building should be constructed where. We should also have a clearly demarcated industrial area. Commercial areas should also be demarcated and residential ones clearly defined if we are to avoid chaos in this town. Rain water could solve city problems For more than 10 years, low-lying areas of the city have been experiencing floods every time it rains. The Government has been promising to find a lasting solution to this flooding. They, for example, said after the construction of the Northern Bypass, floods in the city and its suburbs would be history. The by-pass has long been completed but floods have persisted. Research shows that this water comes from hills like Kololo, Naguru, Makerere, Kazo, Rubaga and Mulago. All the water from the houses on those hills flows down the slope into valleys like Kalerwe, Bwaise, Namungoona, etc. Given that the water ways are already encroached upon by settlers in the swamps, the water stagnates, hence the flooding. My proposal is that KCC should encourage all building owners in the city to harvest rain water from their rooftops. This will be hitting two birds with one stone because then the flood problem will be partly tackled while at the same time the city dwellers will get free and clean water. ![]() ![]() ![]() one of gulus new multi story buildings there are over 200 buildings in the gulu cbd and almost 150 are being renovated reconstructed and bought for new use. the west district of gulu city gulu is made up of about 7 areas . the areas are :pece,the cbd,north gulu,south gulu,west gulu,east gulu,and the pabo areas. ![]() ![]() ![]() the town has grown to huge extent and is really showing signs of being a new city since the war ended.the town has new aparments coming up on the outksitrs and main inner city roads. look at the bottom right corner of this pic you can see some of gulus new public parks, in the middle bottom you can see new apartments blocks.. the seven areas have diffrent uses the cbd is for buisness,pece is an area of lesuire,pabbo is more cultural and the others are residential . a new housing estate Last edited by u.g boy; June 2nd, 2010 at 09:42 PM. |

Onek changes Gulu sky-line

But, even we had no idea about the magnitude of the project. Well, the picture on the right shows how far the project has gone. It is going to be the second Bomah Hotel in northern Uganda. The first was built in Kitgum district. We hear the minister intends to make it a five star hotel. It will be the first hotel in northern Uganda with elevators. Snoops who entered inside say the construction work is in the final phases. |

Roads to be maintained GULU -The district has identified 712km of feeder roads with three bridges for rehabilitation and routine maintenance. The work is to be funded by the Government and its development partners. According to Alex Otim, the district secretary for works, 133km of feeder roads are to be rehabilitated and 557km to undergo routine maintenance.

Fred Jacan Omach said the Government had given sh100b to the Peace, Recovery and Development Programme, which will run from 2009-2010 and sh200b for the second phase of the northern Uganda Social Action Fund (NUSAF 2) programme. Omach was addressing Christians from northern Uganda during the peace and unity prayers held at Our Lady of Africa Church, Mbuya in Kampala on Monday. He said under the NUSAF 2 programme, the Government will release the money directly to the sub-counties to enable people at the grassroots establish income-generating projects under the Prosperity-For-All programme. He appealed to the district, cultural and religious leaders to sensitise the people on how to use the money in order to fight poverty, adding that over 50 districts will benefit from the programmes. Omach noted that: “The Government has brought peace and security in the north. We are going to sustain it and use it to fight poverty in the communities.” He said with the start of the East African Common Market on July 1, the five countries will open borders and have one market, which will allow traders to sell their products freely. |

Gulu LCs celebrate

For this, Gulu chairpersons hailed the Government, saying it would reduce corruption in the LC courts. The LC1 chairman of Green Valley in Gulu town, Stephen Olanya, said: “This is very good. It will reduce corruption in the LC system.” He suggested that the Government considers paying gratuity of dead LCs to help their families and orphans. Olanya added that the LCs should also be paid arrears from the time the Government came to power. The LC1 chairperson of Kasubi village in Bardege division, Pauline Ayoto, said the Government had finally recognised the work of LCs. “Now it will be useless for the LCs to continue charging members of the community for services as they have done in the past,” she said. The LC5 councillor of Bardege Division, Martin Ojara Mapenduzi, on his part, said: “This is a good initiative because I know the hardships that LCs go through in serving the community.” He said many LCs had abandoned work because they saw no gain from it. “This allowance will motivate the LCs to do their work,” Ojara added. Ojara, who is also the speaker of Gulu district, said there have been many complaints against LCs who levy high fees for their services. He said he got complaints from the people of Koro sub county about an LC chairman who charges sh20,000 to hear a case. Another LC1 in Gweng-Diya in Awach sub-county charges sh50,000. Ojara stated that the Government should consider giving allowances to LC1 executives. “The move to pay the LC1 chairpersons will enable members of the public hold them accountable,” he added. Atyaba village in Bungatira sub-county LC1 said the LCs will now be able to send their children to good schools. |

Construction of new Aswa bridge starts

Works state minister John Byabagambi commissioned the construction on Tuesday. He said building the sh4.5b bridge was a milestone towards the rehabilitation of roads and bridges in northern Uganda. the minister also told the people of Acholi region that the Government would upgrade the Olwiyo-Gulu-Kitgum-Sudan border road. “The government will upgrade the Olwiyo-Gulu-Kitgum road up to the Sudan border to boost trade between the two countries,” Byabagambi explained. The director of Uganda National Roads Authority (UNRA), Peter Sebanakita, said the contractor, Spencon services, should complete construction within 12 months. The new bridge will be located about 200 metres south of the old one. it will have a length of 600m and a width of 10m. “It will be possible for two vehicles to travel side by side. it also has walkways for pedestrians,” Sebanakita added. The EU ambassador, Vincent De Visscher, asked the contractor to do quality work so that the bridge lasts long. |

Give investors land, RDC tells residents By Cissy Makumbi (email the author) Posted Wednesday, December 9 2009 at 12:10 Mr Odong’s comments follow reports that politicians in the region have continued to dissuade land owners from giving land for an industrial park establishment in Gulu and other districts. Gulu The Gulu deputy resident district Commissioner, Mr Milton Odong, has urged residents of Acholi sub-region to give land to investors. He said the investors would create jobs. Addressing residents over the weekend, Mr Odong said denying investors access to land is not developmental. Mr Odong’s comments follow reports that politicians in the region have continued to dissuade land owners from giving land for an industrial park establishment in Gulu and other districts. Industrial parks The Uganda Investment Authority recently unveiled plans to establish industrial parks in four major towns in the country including Gulu which was expected to create over 30,000 jobs for local people in the district alone. But Mr Odong expressed fears that the plan to establish the industrial park in Gulu could be shifted to another town whose residents are willing to offer land to investors. |

Gulu dairy group to produce yoghurt Thursday, 24th June, 2010 E-mail article E-mail article Print article Print article By Chris Ocowun THE Gulu District Women Dairy Farmers Association has received yoghurt-making machines from the Government through NAADS. “This yoghurt-making machine will greatly improve the quality of our products,” Margaret Odwar, the chairperson said. Odwar who was on Wednesday receiving the machines from McMlot Kitara, the Gulu district vice chairman, said the association produces over 300 litres of milk daily and sells to hotels, banks, Gulu University and the public. Odwar disclosed that the association had 100 dairy cows which were given to them by the Heifer Project International, adding that, through the Northern Uganda Social Action Fund phase one, the district bought them a 300-litre milk cooler. Odwar told journalists that each of the 100 members of the association had dairy cows and sold milk to the association at sh1,000 per litre while the association sells at sh1,200. The production quota of yoghurts would start at 200 daily with the 500ml packets to be sold at sh1,000 each. |
