i looked in the pdf, and i wonder if the tracks in the middle are for a tram or a metro?

The tracks are for a tram.There will be a really nice tram station right on the flyover, near basarab train station.

Update - Parapets are being mounted, construction of the small bridge is completed, construction of the cable stayed bridge has begun.

I really like the shapely concrete box girders and piers, so different from the usual practice in Romania. Are you sure this isn't in the Czech Republic?
