GM may make local cars FFV

General Motors has reiterated its readiness to manufacture all flexible fuel vehicle (FFV) models in Thailand after introducing the first E85 compatible Chevrolet Captiva sport utility vehicle (SUV) yesterday.


The new Captiva is the second mass-production FFV after the Mitsubishi Lancer Ex in the Thai market that can run on all types of petrol up to E85, a combination of 85% ethanol and 15% gasoline.

The Chevrolet Cruze compact sedan and Aveo subcompact will be the next E85-compatible models.

"We cannot confirm at the moment when we will launch them," said Martin Apfel, president of GM Southeast Asia Operations, GM Thailand and Chevrolet Sales Thailand.

Wanchana Unakul, director of product development, said it took about two years for GM to develop and produce the first Captiva FFV model as it had to prepare technology, engineering and execution procedures.

Mr Apfel said it was vital for GM to develop and manufacture vehicles running on alternative fuels, especially E85 vehicles because the fuel is cheap and environmentally friendly. More importantly, he said, the fuel is derived from the farm products that are abundant locally, which helps increase farmers' incomes.

Apart from E85 vehicles, GM also produces an Aveo running on compressed natural gas.

Despite GM's readiness to produce FFVs, E85 is available only at 23 PTT and Bangchak stations nationwide.

GM urged oil companies to expand E85 refuelling stations to accommodate the rising number of FFVs.

As well, he said, PTT was behind schedule in its plan to develop 100 CNG stations. "We urge PTT to expand fuel outlets to meet its plan." he said.

Antonio Zara, vice-president of sales, marketing and aftersales, said the new Captiva sported a new look and improved performance with a 2.4-litre inline four-cylinder gasoline engine.

Prices rage from 1.198 million to 1.58 million baht, and the public launch will be held at Siam Paragon from July 29-31.

Mr Apfel said GM hopes to sell 3,000 units of the new Captiva by the end of this year. The old Captiva model was selling at 300 units per month on average.

Chevrolet has set an overall sales target this year at 45,000 to 50,000 units, which would double its market share to between 4.6% and 5% from last year. It projects overall automobile sales this year at 920,000 units, above the forecasts of many others in the industry.

Thailand aims for top 10 carmaking status by 2015

Thailand's auto industry is targeting production of 3 million vehicles annually by 2015, pushing the country into the top 10 from its present 12th ranking.

Atchaka Sibunruang, secretary-general of the Board of Investment (BoI), last Thursday said automobiles are a core local industry, as evidenced by the 1.65 million vehicles produced last year.

She was speaking at the Automotive Summit 2011 hosted by Reed Tradex at the Bangkok International Trade and Exhibition Center on Bang Na-Trat Road.

Last year's success was in part thanks to Thailand's 2,300 automotive parts suppliers, said Dr Atchaka.

The local auto industry employs 520,000 workers involved in everything from parts manufacture to final assembly.

In the first four months of this year, Thailand produced and sold 550,000 vehicles - 55% were slated for domestic sales and 45% for export.

Dr Atchaka said 132 automotive projects worth a combined 34.5 billion baht applied for BoI privileges last year, mostly parts manufacturing.

Japanese investors accounted for the largest number of applications, followed by Americans, Germans, Australians and Singaporeans. "Last year's success could not have been achieved without cooperation from all concerned, especially the private sector," said Dr Atchaka.

She also credited policymakers with deciding against a national car policy in the past, choosing instead to promote free competition.

"Free competition directly resulted in development of the one-tonne pickup truck as the country's first signature auto product," said Dr Atchaka.

She said eco-cars, Thailand's second auto champion, is a clear example of how cooperation between government agencies can work.

"The Nissan March now runs through our streets along with the newly launched Honda Brio. Eco-cars from Mitsubishi and Suzuki will debut next year, with Toyota following later," said Dr Atchaka.

She said the requirement for makers to reach annual production of 100,000 eco-cars within five years will mean at least 500,000 units eventually produced each year, making Thailand a top 10 producer.

"What will be the direction of Thailand's auto industry after the eco-car? Fuel-efficient or energy-saving models with reduce the emissions for environmental friendliness," said Dr Atchaka.

Carmakers are now developing hybrid and electric vehicles, whose popularity is expected to increase due partly to technological breakthroughs that will bring down car prices while increasing performance.

Bangkok Bank, Tisco Bank Offer Ford Motor THB15.5 Billion Loan


BANGKOK 3/07/2011 -(Dow Jones)- Bangkok Bank PCL (BBL.TH), Tisco Bank, and Export-Import Bank of Thailand have jointly offered a THB15.5 billion ($509 million) loan to Ford Motor Co.'s (F) facility in Thailand's eastern Rayong province.

The new facility will strengthen Ford's local production and export capabilities, Bangkok Bank said in a statement Monday.

The U.S. auto maker plans to introduce eight new Ford vehicles in the Association of Southeast Asia region over the next five years, Thailand's largest bank by assets said.

With an initial capacity of 150,000 units per year, the facility will start building the Ford Focus in 2012 for Thailand and other markets in the Asia- Pacific region, it said.

Bangkok Bank didn't provide further details on the syndicated loan.

Mitsubishi Motors to build Nissan pickups in Thailand

TOKYO, July 13 (Reuters) - Nissan Motor Co and Mitsubishi Motors Corp said on Wednesday they have agreed to a deal under which Mitsubishi will build Nissan's Navara pickup trucks in Thailand starting in the business year from April 2012.

The deal was widely expected after the two Japanese companies said they were discussing the deal as part of their deeper ties announced in December

อุตฯชิ้นส่วนยานยนต์กุมขมับ แรงงานขาด จ้างต่างด้าวแทน ระบุต้องการอีก1.5แสนคน




ฟื้นอุตฯยานยนต์ไม่รื่น ค่ายชิ้นส่วนบ่นอุบปัญหาแรงงานขาด กระทบภาคการผลิต ประเมินปี 2557 ยังต้องการแรงงานเพิ่มอีกกว่า 1.5 แสนคน เร่งจัดทำแผนยุทธศาสตร์รองรับ "ซัมมิท กรุ๊ป" เผยใช้แรงงานต่างด้าวมาปีกว่าแล้ว และมีแนวโน้มเพิ่มมากขึ้น ชี้ต่างด้าวก็หายาก เฟ้นหากลุ่มอาชีวะเสริม


นายถาวร ชลัษเสถียร อุปนายกฝ่ายบริหาร สมาคมผู้ผลิตชิ้นส่วนยานยนต์ไทย (TAPMA) เปิดเผย "ประชาชาติธุรกิจ" ว่า การฟื้นตัวของอุตสาหกรรมยานยนต์อย่างรวดเร็วนั้นยังมีเรื่องน่าเป็นห่วงที่สำคัญ คือปัญหาการขาดแคลนแรงงานในอุตสาหกรรมยานยนต์และชิ้นส่วนยานยนต์ โดยพิจารณาจากเป้าหมายการผลิตรถยนต์ในอีก 4 ปีข้างหน้า หรือปี 2557 ที่ประเทศไทย จะมีการผลิตรถยนต์อยู่ในระดับ 2.5 ล้านคัน ดังนั้นจึงมีความต้องการใช้แรงงานทุกระดับเข้ามาในระบบอีกอย่างน้อย 150,000 คน

ปัญหานี้รัฐบาลชุดใหม่จะต้องตระหนักและให้ความสำคัญเป็นพิเศษ เพราะอุตสาหกรรมยานยนต์เป็นส่วนสำคัญในการผลักดันความเจริญก้าวหน้าของประเทศ และเพื่อเป็นการรองรับอุตสาหกรรมยานยนต์ที่จะเติบโตในอนาคต สมาคมผู้ผลิตชิ้นส่วนยานยนต์ฯได้เตรียมจัดทำแผนงาน หรือยุทธศาสตร์ เพื่อรองรับปัญหาด้านแรงงานที่อาจ จะเกิดขึ้นในอนาคต โดยกำหนดเป็นยุทธศาสตร์ 10 ปี (2554-2563)

"กลุ่มชิ้นส่วนต้องทำแผนงานเพื่อเป็นโมเดลนำเสนอ ในแผนจะระบุไว้ชัดเจน มีรายละเอียดต่าง ๆ ตั้งแต่วิธีสร้างมาตรฐานฝีมือแรงงานอย่างไร หรือการกำหนดวิชาชีพ รวมไปถึงแรงงานต่างด้าวที่จะเข้ามาในกลุ่มอุตสาหกรรม ซึ่งในวันที่ 11 ก.ค.นี้จะมีการหารือและสรุปแผนงาน และในวันที่ 14 ก.ค.นี้ ก็จะมีการประชุมใหญ่เพื่อนำเสนอแผนงานทั้งหมดด้วย" นายถาวรกล่าว

ส่วนปัญหาเรื่องการเลือกใช้แรงงานต่างด้าวเข้ามาในภาคอุตสาหกรรมชิ้นส่วนนั้น นายถาวรยอมรับว่า ปัจจุบันมีกลุ่มผู้ประกอบการโดยเฉพาะผู้ประกอบการขนาดกลาง-เล็ก ที่เรียกว่า "เอสเอ็มอี" จะมีการใช้แรงงานในกลุ่มนี้เป็นจำนวนมาก และสมาคมยังไม่มีการจัดทำตัวเลขอย่างเป็นทางการเอาไว้ แต่หากจะให้ประเมินแบบคร่าว ๆ ในส่วนเอสเอ็มอีขนาดเล็กน่าจะมีอยู่มากกว่า 5,000-6,000 คน

ขณะที่แหล่งข่าวจากสมาคมผู้ผลิตชิ้นส่วนยานยนต์ไทยเปิดเผยถึงแผนงานยุทธศาสตร์เพื่อรองรับปัญหาด้านแรงงานนั้น จะมีแนวทางหลักของการแก้ไขปัญหาการขาดแคลนและการพัฒนาแรงงาน ด้วยการพยายามเข้าไปร่วมกับสถาบันการศึกษาภายใต้ความร่วมมือระหว่างกระทรวงแรงงาน กรมอาชีวศึกษา สถาบันราชมงคลต่าง ๆ เพื่อร่วมกันสร้างหลักสูตรขึ้นมาใหม่สำหรับนักศึกษา ปวช., ปวส. และปริญญาตรี เพื่อให้หลักสูตรดังกล่าวตรงกับความต้องการของผู้ประกอบการในอุตสาหกรรมยานยนต์อย่างแท้จริง

ด้านนายประสาทศิลป์ อ่อนอรรถ นายกกิตติมศักดิ์ และในฐานะกรรมการผู้จัดการ บริษัท โอ.อี.ไอ พาร์ท จำกัด ผู้ประกอบการผลิตชิ้นส่วนและอุปกรณ์ประกอบสำหรับยานยนต์และเครื่องยนต์ กล่าวยอมรับว่า ขณะนี้สถานการณ์ด้านแรงงานในภาคอุตสาหกรรมยานยนต์ถือเป็นปัญหาที่น่ากังวลอย่างยิ่ง โดยเฉพาะทำอย่างไรให้แรงงานที่จะเข้ามาในอุตสาหกรรมมีคุณภาพ ความสามารถตรงกับความต้องการของผู้ประกอบการมากที่สุด

โดยขณะนี้กลุ่มผู้ประกอบการขนาดกลางและขนาดเล็กได้หันมาพึ่งพาการใช้แรงงานต่างด้าวเพิ่มมากขึ้น จากการประเมินตัวเลขเบื้องต้นว่ามีการใช้มีแรงงานกลุ่มนี้เพิ่มขึ้นเรื่อย ๆ ประกอบกับช่วงวิกฤตเมื่อ 1-2 ปีก่อน มีแรงงานบางส่วนได้ไหลไปสู่อุตสาหกรรมอื่น ๆ

ด้านนายกรกฤช จุฬางกูร กรรมการผู้จัดการ บริษัท ซัมมิท โอโต บอดี้ อินดัสตรี จำกัด บริษัทในเครือซัมมิท คอร์ปอเรชั่น หรือในเครือซัมมิท กรุ๊ป กล่าวเสริมว่า ขณะนี้เครือซัมมิท ออโต้ บอดี้ฯ มีโรงงานอยู่ 4 แห่ง ซึ่งมี 3 แห่งที่อยู่ในเขตนิคมอุตสาหกรรมส่งเสริมการลงทุน ได้แก่ นิคมอุตสาหกรรมโรจนะ อยุธยา, นิคมอุตสาหกรรมแหลมฉบัง ชลบุรี และนิคมอุตสาหกรรมอีสเทิร์นซีบอร์ด ระยอง ซึ่งเป็นเขตพื้นที่มีการแข่งขันแย่งชิงแรงงานอยู่ค่อนข้างสูง

บริษัทจึงได้ตัดสินใจใช้นโยบายแรงงานต่างด้าวมาเป็นระยะเวลา 1 ปีกว่า ๆ ซึ่งมีอยู่ประมาณ 400 คน จากพนักงานที่มีอยู่ทั้งหมด 6,000 คน โดยจะเลือกใช้แรงงานต่างด้าวในส่วนของงานที่ไม่ต้องใช้ฝีมือ ซึ่งส่วนใหญ่มาจากประเทศลาว ซึ่งจากที่อุตสาหกรรมยานยนต์ไทยเริ่มฟื้นตัว ทำให้กระทบหนัก แรงงานฝีมือจากลาวก็หายาก ต้องหันไปเลือกใช้แรงงานจากเขมรมาทดแทน

เช่นเดียวกับนายเย็บ ซู ชวน ประธานกรรมการและประธานเจ้าหน้าที่บริหาร บริษัท อาปิโก ไฮเทค จำกัด (มหาชน) ผู้ผลิตชิ้นส่วนรถยนต์รายใหญ่ กล่าวว่า ปัญหาการขาดแคลนเรื้อรังมานาน บริษัทจึงได้ตัดสินใจเลือกจ้างแรงงานต่างด้าว โดยเฉพาะแรงงานจากเขมรประมาณ 30-40 คน และคาดว่าอนาคตอาจจะต้องเลือกใช้แรงงานกลุ่มนี้เพิ่มมากขึ้นด้วย

หลายโรงงานแก้ปัญหาด้วยวิธีนี้เพราะไม่มีแรงงานเข้ามารองรับ โดยเฉพาะผู้ผลิตชิ้นส่วนขนาดกลางและขนาดเล็ก ทั้งเทียร์ 1 และเทียร์ 2

ผู้สื่อข่าว "ประชาชาติธุรกิจ" รายงานเพิ่มเติมว่า จากการตรวจสอบข้อมูลจำนวนแรงงานไทยที่ขาดแคลนตามสาขาอาชีพในปี 2553-2554 ของกระทรวงแรงงาน ปรากฏว่าแรงงานในด้านการผลิตอื่น ๆ และแรงงานทั่วไป มีตัวเลขขาดแคลน 81,198 คน คิดเป็น 23.55%

ขณะที่ฝ่ายผลิต, ฝ่ายปฏิบัติการด้านการผลิต (อุตสาหกรรมการผลิตต่าง ๆ อาทิ เหมืองแร่, ไฟฟ้า, ก๊าซ และประปา และชิ้นส่วนยานยนต์) มีตัวเลขขาดแคลนแรงงานไทย 26,832 คน หรือคิดเป็น 7.78% ส่วนแรงงานด้านการประกอบอื่น ๆ มีตัวเลขขาดแคลน 5,911 คน คิดเป็น 1.71%

นอกจากนั้นจากการประชุมแผนนโยบายเรื่องแรงงานต่างด้าวของกระทรวงแรงงาน เมื่อเดือนมิถุนายนที่ผ่านมา ปรากฏตัวเลขการกำหนดทางเลือกนโยบาย (Policy Option) ต่อเรื่องการเพิ่มแรงงานต่างด้าวจากปี 2554-2560 ดังนี้

ปี 2554 มีความต้องการเพิ่มแรงงานต่างด้าว 4 ล้านคน และมีแนวโน้มเพิ่มขึ้นเรื่อย ๆ จนปี 2560 น่าจะมีความ ต้องการแรงงานต่างด้าวเพิ่มขึ้นถึง 4.3 ล้านคน

Toyota lifting capacity by 40% B3bn for more pickup and SUV output

Toyota Motor Thailand is raising the capacity of its Ban Pho plant in Chachoengsao by 40% to accommodate fast-growing vehicle demand abroad and at home.

The country's biggest automaker will invest 3 billion baht to expand the Ban Pho plant, which was designed to produce Hilux Vigo pickup trucks and Fortuner sport utility vehicles (SUV). The plant is currently capable of producing 18,000 to 20,000 vehicles per month.

Toyota has also been investing to improve vehicle assembly speed at its Samrong plant in Samut Prakan to increase production volume since there is no room for expansion.

The Ban Pho expansion would start in September.

"Even though pickup truck and SUV production has been expanded, we believe the total cumulative supply remains short of local and overseas demand," said TMT president Kyoichi Tanada.

As a result, Toyota expects to expand the plant again next year.

Toyota builds more than 45,000 pickup trucks and SUVs per month at the Samrong and Ban Pho plants.

Mr Tanada said Toyota would let its affiliate in Indonesia continue producing Fortuner SUVs even after the Ban Pho plant capacity has been expanded.

Some SUV production was shifted from Thailand to Indonesia earlier because the capacity was strained and the supply could not meet the domestic and overseas demand.

Mr Tanada also congratulated Mitsubishi Motors and Nissan Motor for reaching an agreement to produce Nissan Navara pickups at Mitsubishi's Thailand plant at Laem Chabang.

The agreement will help develop and promote the automotive industry in this region and Thailand, he said.

Yesterday, Toyota launched updated Hilux Vigo and Fortuner models to build on their steady popularity since their introduction in 2004.

Toyota sold about 2.3 million units of the Hilux Vigo and Fortuner in domestic and overseas markets from 2005 to 2010. The vehicles are expected to be exported to some 113 countries.

The updated pickup has been named the Hilux Vigo Champ and features proprietary technology that improves the precision of fuel injection in all driving conditions. The Fortuner features a new diesel commonrail engine.

Both models are available with 2.5- and 3.0-litre diesel engines and 2.7-litre gasoline engines. Retail prices of the Hilux Vigo Champ range from 487,000 to 988,000 baht. The new Fortuner retails from 1.219 to 1.501 million baht.

Nissan to relocate Asean HQ to Thailand

Nissan Motor will close its regional headquarters in Singapore and establish a new one in Thailand to conform with its mid-term business plan dubbed Nissan 88 running from 2011-16, says a senior executive of Nissan Motor Thailand.Nissan 88 aims to achieve a global market share of 8% and increase its corporate operating profit to a sustainable 8% by March 2017.

Toru Hasegawa, president of Nissan Motor Thailand, will officially announce the new headquarters next Monday as part of its midyear business plan to develop Thailand as a strategic industrial base and export hub in Asean.

Numerous free trade agreements between foreign countries and Thailand are in place and more are likely coming soon, while Thailand aims for top 10 automaker status by 2015 with production of 3 million vehicles annually, outpacing countries in Europe and the US. Thailand currently ranks 12th with 1.65 million vehicles produced last year.

In addition, Thailand's auto industry involves 2,300 parts suppliers and 520,000 employees.

Thailand is a major manufacturing hub for Nissan, building March eco-cars for export to many countries including Japan.

The regional headquarters will move to Thailand by integrating with Nissan Technical Center South East Asia Co, currently operating in Thailand, and forming Nissan Motor Asia Pacific, said the executive.

Nissan Asia Pacific was established in 2005 in Singapore with an initial capitalisation of US$10 million. It is regional headquarters for Asean and Hong Kong, managing and coordinating Nissan's core corporate functions, including regional marketing and sales, product planning, corporate communications, aftersales and franchise management.

Nissan Technical Center South East Asia is responsible for making sure vehicles meet local market requirements in Asean and other countries.

Nissan will also introduce a new model in conjunction with its mid-term business plan, which the executive believes will be a four-door March.

นางเพียงใจ แก้วสุวรรณ นายกสมาคมอุตสาหกรรมยานยนต์ไทย กล่าวว่า ปีหน้าคาดว่า ยอดผลิตรถยนต์ฐานการผลิตในไทยจะเพิ่มเป็น 2 ล้านคัน เพิ่มจากปีนี้ที่มั่นใจว่า ยอดผลิตจะทำได้จริงถึง 1.8 ล้านคัน แม้เกิดผลกระทบจากสึนามิที่ญี่ปุ่น เนื่องจากการความต้องการตลาดยังคงสูง โดยเฉพาะตลาดในประเทศ และหากรัฐบาลใหม่ดำเนินนโยบายเศรษฐกิจไม่ต่างไปจากรัฐบาลปัจจุบันก็จะยิ่งส่งผลดีต่อเศรษฐกิจและกำลังซื้อของคนไทย และหลังเกิดภัยสึนามิ ทำให้หลายบริษัทญี่ปุ่นพิจารณาย้ายฐานการผลิตออกมา และไทยเป็นประเทศฐานการผลิตสำคัญประเทศหนึ่งที่นักลงทุนญี่ปุ่นพิจารณา ซึ่งล่าสุดบริษัทผลิตเกียร์ CVT ได้ตัดสินใจเข้ามาลงทุน ในประเทศไทยแล้ว และอีกปัจจัยที่จะพิจารณาย้ายฐานคือ ปริมาณความต้องการสินค้านั้น ๆ ต้องมีมากเพียงพอด้วย


ส่วนการปรับขึ้นค่าแรงขั้นต่ำเป็นวันละ 300 บาททั่วประเทศนั้น ไม่กระทบกับอุตสาหกรรมยานยนต์ในประเทศไทย เนื่องจากโดยภาพรวมมีการจ่ายค่าแรงตามทักษะแรงงานอยู่แล้ว และค่าเฉลี่ยของอุตสาหกรรมนี้ จ่ายค่าแรงสูงกว่าแรงงานขั้นต่ำอยู่แล้ว ส่วนการที่รัฐบาลใหม่มีแนวนโยบายปรับลดภาษีเงินได้นิติบุคคลลง เป็นสิ่งที่อุตสาหกรรมยานยนต์ไม่ได้คาดหวังอยู่แล้ว หากทำได้ก็จะเป็นสิ่งที่ดีและเชื่อว่า จะเป็นปัจจัยดึงดูดการลงทุนอีกปัจจัยหนึ่ง.

JATCO to Become the First CVT Manufacturer in Thailand

Production is slated to begin in the middle of fiscal year 2013 with volume estimated at 500,000 CVT units per year. This marks JATCO's third overseas plant following Mexico and China. JATCO will also become the first manufacturer of CVTs in Thailand.

The new company, JATCO (Thailand) Co., Ltd., will become an important base for JATCO to further grow its business and to become a truly global company. JATCO is also determined to contribute to the environment by manufacturing environmentally friendly CVTs in ASEAN, one of the fastest growing markets in the world along with China.

Takashi Hata, newly appointed president of the company said, 'The CVT JATCO (Thailand) will produce is highly recognized as one of the major environmentally friendly technologies to improve fuel consumption and CO2 reduction. JATCO is determined to further contribute to Thailand by producing environmentally friendly CVTs, as well as making investment and creating employment. Launched in 2009, the JATCO CVT with auxiliary gearbox has an original structure with the addition of auxiliary gearbox to the standard belt CVT.

This CVT design significantly expands the transmission gear ratio while gaining improvements such as reduced size and weight, as well as high efficiency. This further enables responsive starting and acceleration at the same time as noise reduction at high speeds, greater ease of vehicle installation and higher fuel efficiency. This CVT has received FY2010 JSME Medal for New Technology and the 61st JSAE Technological Development Award. Cumulative production stands at 700,000 units and it is now installed in such vehicles as Nissan's Juke, March (Micra), Suzuki's Swift and Wagon R.

Since JATCO started manufacturing belt CVTs in 1997, the company has maintained its leading position in the industry through consistent efforts to cultivate and develop global markets, as well as through commercializing world-first technologies. Currently JATCO is the only manufacturer that has a full lineup of CVTs from mini to 3.5-liter class vehicles. In 2010, JATCO recorded the largest share in global CVT production at 48 percent.

Nissan revs up Asean engine Indonesia, Thailand to take the wheel

Nissan has marked Thailand and Indonesia as its strategic growth drivers in Asean under its six-year business plan announced yesterday.

The plan aims to more than triple automobile sales to 500,000 units with a 15% market share in Asean by March 2017, up from 150,000 units and 6% market share in 2010.

Nissan's regional automobile production capacity will be doubled to 700,000 units per year over the period to serve growing demand in the regional market.

A low-cost green car project initiated by the Indonesian government is one of the strategies to boost sales and increase the production capacity in the region.

Nissan Motor Thailand president Toru Hasegawa said the green car is different than its eco-car in Thailand, but did not elaborate on details. The green car is in preparatory stages as the Indonesian government has not yet officially announced the investment promotion.

Another key strategy is offering over 10% more models during the next six years, as well as collaboration with governments to gain competitive advantages, said Mr Hasegawa.

Targeted markets for the plan include Thailand, Indonesia, Malaysia, the Philippines and Vietnam.

Nissan kicked off the regional plan to support the global direction of Nissan Power 88, the corporate mid-term plan announced recently at its headquarters in Japan that aims to achieve 8% global market share and 8% sustainable operating profit by the end of 2016.

As car demand in emerging markets rises rapidly, we expect it will soon comprise more than half of global sales volume, said Mr Hasegawa.

Nissan Motor Asia Pacific Co (NMAP) was established in Thailand as Nissan's strategic regional headquarters in place of the previous one in Singapore.

The new facilities, which are scheduled to start operations early this month, plan to focus on Thailand and Indochina.

NMAP became the first company in the industry to use the government's new international procurement centre scheme to enjoy lower corporate income tax - halved to 15% - and other non-tax privileges from the Board of Investment.

Mr Hasegawa said Nissan will accelerate expanding the Nissan Technical Southeast Asia Centres in Thailand and Indonesia by tripling the number of engineering staff to 370 in 2016 from 120 currently.

Jatco, a Nissan-affiliated company, will invest 20 billion Japanese yen (7.1 billion baht) to produce continuously-variable transmission (CVT) units in Thailand. The CVT is part of the powertrain system and Nissan will become the first automaker in Thailand to produce CVTs.

The new CVT plant is to be built at Amata Nakhon in Chon Buri and will produce 500,000 units per year, mostly slated for domestic demand. Production is scheduled to start in mid-2013.

In 2011 Nissan sales in Thailand are projected to top 80,000 units with a 9% market share. Nissan had sales of 65,000 units for a 7.4% market share in 2010.

Its dealer network will be expanded with 50 new outlets by 2013, lifting the total to 210.

Mr Hasegawa said Nissan will introduce the first four-door eco-sedan in October. Nissan launched the first eco-car, a March hatchback in March 2010, and sold 27,000 units domestically and 20,000 units overseas last year.

Caterpillar Purchases Another 138 Rai in Hemaraj RIL

Caterpillar Inc. – the world’s leading manufacturer of construction and mining equipment and a Fortune 500 company – recently signed a second contract within 6 month period, with Hemaraj Land And Development Plc., to purchase land of 138 rai in Hemaraj Rayong Industrial Land (Hemaraj RIL). Scheduled to begin production in late-2013, the new 40,000-square-meter factory will produce Caterpillar Medium Tractors for customers around the world and will increase the global production to respond to the growth in demand. Once in full operation the factory is expected to employ about 900 people.

In January this year, Caterpillar had purchased 140 rai in Hemaraj RIL for its first manufacturing facility in Thailand to produce a full range of underground mining articulated trucks and loaders. Construction of the plant is now underway and production is expected to start in late-2012.

Output to reach 1.8mn units

The local automobile industry is expected to achieve solid manufacturing growth of 12 per cent to 1.8 million units this year, despite facing supply-chain disruption following the Japanese earthquake and tsunami in March

Speaking at yesterday's "Thai Automobile Industry Outlook" seminar held by KGI Securities (Thailand), Wallop Tiasiri, president of the Thailand Automotive Institute, said production in the second half was now predicted to reach 1 million units, after posting 800,000 units in the first six months of the year.

The figures break down equally between production for domestic sales and exports.

"The recovery of many auto manufacturers has been faster than expected, resulting in the better-than-expected production of cars in March at 150,000 units, instead of 100,000 units as targeted previously," he said.

Wallop said the Thai automobile industry still had bright prospects, with average annual growth of 10 per cent expected.

"We could be in the top 10 of the world's car production-base countries, as we are now in the top five in the region," he said, adding that in the regional market there is a combined production capacity of 3.1 million units, of which 2.5 million are sold.

Thai production capacity is expected to reach 2.3 million units this year and 3 million in 2014, mainly driven by the eco-cars set to be produced by five giant automakers.

Wallop said there would be many opportunities for the Thai automobile industry to grow further, both locally and internationally.

Currently, the Kingdom's population-to-car ratio is 6.8, while the regional figure is 3.2 and that for developed markets, two.

Meanwhile, the top-three export markets for Thai-based production are Asia, at 32 per cent of auto exports, Oceania at 22 per cent and the Middle East at 21 per cent.

Sales of pickups to the US are currently subject to an import duty of 25 per cent.

As regards the baht's recent appreciation as a result of capital moving out of the US and EU markets due to sovereign-debt concerns, Wallop said this would have both advantages and disadvantages for Thai operators, in equal size.

Continental: Kick-start India trade talks

To cash in on India's booming car market, Continental Automotive Thailand has urged the new government to press ahead with expanded free-trade negotiations with India to conclude a pact by the end of this year.

The local affiliate of the global automotive parts supplier Continental AG currently exports commonrail injectors produced at its powertrain plant in Rayong to customers in India, but the normal tax rate is still applied.

Concerned that negotiations will be prolonged, Continental wants the deal finalised by the end of the year so it can export injectors and high-pressure pumps to India with zero tariffs under the free-trade agreement.

Thomas Chambers, the managing director of Continental's Thai unit, said Thai auto parts would be more competitive with no tariffs, which would be mutually beneficial: It would help India gain access to high-tech powertrain parts while giving Thai suppliers wider access to India's rapidly growing market, a component of the emerging BRIC economies, along with Brazil, Russia and China.

Continental is also targeting exports of powertrain parts to China, where production of commonrail diesel engines is growing.

Continental's Thailand plant was built in 2009, and powertrain parts were first exported in 2010 to India and Europe. In the local market, output was first delivered to AutoAlliance Thailand, the manufacturer of Ford and Mazda vehicles, in May this year.

More carmakers have chosen Continental diesel injectors for their pickup projects in 2015, and more makers will use Continental safety technology such as the tyre pressure monitoring system (TPMS) by 2012-14. Continental says the new excise tax regime under consideration should take into account safety in cars.

According to Mr Chambers, Continental will invest an additional 450 million baht next year to buy new machines to increase the production of powertrain parts for domestic and export sales.

In 2012, production of commonrail injectors will rise to 180,000 units and high-pressure pumps to 250,000 units.

Under the powertrain parts project, Continental has committed with the Board of Investment to produce 2.5 million injectors and 500,000 pumps at full capacity over the next three years.

The upshot is that Continental is required to invest a total of 5 billion baht in the project.

So far, Continental has invested 80% of the total investment required in Thailand, excluding the 450 million baht to be invested next year.

Continental entered Thailand in 2008 and employs more than 400 workers.

นายพงษ์ภาณุ เศวตรุนทร์ อธิบดีกรมสรรพสามิต เปิดเผยว่า ได้มอบหมายให้รองอธิบดีและผู้อำนวยการสำนักที่กำกับดูแลงานตรวจสอบป้องกันและปราบปราม จัดทำแผนกำกับติดตามการชำระภาษีรถยนต์และรถจักรยานยนต์ที่ประกอบจากชิ้นส่วนเก่า เพื่อติดตามตรวจสอบโรงงานอุตสาหกรรมรถยนต์และรถจักรยานยนต์ที่ประกอบจากชิ้นส่วนเก่า โดยเฉพาะความถูกต้องในการชำระภาษี และการจัดทำบัญชี เพื่อนำไปสู่การเรียกเก็บภาษีย้อนหลังและการคำนวณเบี้ยปรับ ซึ่งเชื่อว่าช่วยลดการหลบเลี่ยงภาษีที่เกิดจากการแจ้งราคาที่ต่ำกว่าความเป็นจริง อย่างไรก็ตาม แผนดังกล่าวสอดคล้องกับยุทธศาสตร์กรมสรรพสามิตในด้านการจัดเก็บภาษีเพื่อส่งเสริมฐานะการคลังอย่างยั่งยืน

“กรมฯ ดูแลการจัดเก็บภาษีรถยนต์ ทั้งรถยนต์นำเข้าและรถยนต์ที่ผลิตภายในประเทศ ซึ่งภาษีรถยนต์ทำรายได้ให้กรมฯเป็นอันดับ 2 รองจากภาษีน้ำมัน เนื่องจากปัจจุบันรถยนต์และรถจักรยานยนต์ที่ประกอบจากชิ้นส่วนใช้แล้ว โดยนำเข้ามาจากต่างประเทศนำมาประกอบในโรงงานอุตสาหกรรมที่จดทะเบียนกับกรมสรรพสามิต แต่บางโรงงานเลี่ยงภาษี มีการลักลอบขายใช้ทะเบียนปลอม ในบางรายแจ้งราคาภาษีต่ำกว่าเกินจริง สร้างความไม่เป็นธรรมให้กับผู้ประกอบการที่ทำถูกต้องทั้งยังทำให้กรมสรรพสามิตจัดเก็บภาษีไม่ได้ตามเป้า”

ทั้งนี้ที่ผ่านมาพบว่าขบวนการนำเข้ารถจดประกอบจะนำรถเหล่านี้เข้ามาในลักษณะผ่าแยกชิ้นส่วนใส่ตู้คอนเทเนอร์ และสำแดงต่อศุลกากรเป็นการนำเข้าอะไหล่รถยนต์ เมื่อนำเข้ามาแล้วจะประกอบขึ้นเป็นรถใหม่ถูกกว่านำเข้ารถทั้งคัน บางรายทำการฟอกรถเพื่อขอจดทะเบียน ด้วยการติดตั้งแก๊สเพื่อเลี่ยงการตรวจของสำนักมาตรฐานผลิตภัณฑ์อุตสาหกรรม จากนั้นนำไปเสียภาษีสรรพสามิต และอาศัยช่องกฎหมายประเมินค่าปรับในราคาที่ต่ำ ซึ่งเมื่อรวมค่าปรับและภาษีแล้วจะถูกกว่าราคาภาษีของรถยนต์นำเข้าปัจจุบัน

นอกจากนี้กรมฯได้สั่งการให้สำนักมาตรฐานและพัฒนาการจัดเก็บภาษี 2 เป็นผู้กำหนดมูลค่าราคารถยนต์และรถจักรยานยนต์ในแต่ละรุ่นให้เป็นมาตรฐานเดียวกันทั้งประเทศเพื่อกำหนดค่าภาษีและคำนวณค่าปรับ เชื่อว่าจะแก้ปัญหาที่เกิดขึ้นได้ รวมทั้งเตรียมเสนอรัฐบาลใหม่พิจารณาจัดหารายได้จากภาษีสรรพสามิต สิ่งแวดล้อม เพื่อชดเชยกับรายได้ภาษีนิติบุคลลที่คาดว่าจะปรับตัวลดลง ด้วยการออกกฎหมายภาษีสรรพสามิต สิ่งแวดล้อมรวมทั้งยังใช้ภาษีสิ่งแวดล้อมเป็นเครื่องมือในการปรับเปลี่ยนพฤติกรรมผู้บริโภคด้วย

รายงานข่าวจากกระทรวงการคลัง กล่าวว่า จะเสนอให้รัฐบาลชุดใหม่พิจารณาปรับโครงสร้างภาษีสรรพสามิตรถยนต์อีกครั้ง หลังจากที่ครม.ชุดที่ผ่านมาให้ความเห็นชอบในหลักการไปแล้ว และได้มอบหมายให้กระทรวงการคลัง กระทรวงพลังงานและกระทรวงอุตสาหกรรมไปหารือร่วมกันเพิ่มเติม เพื่อให้ได้ข้อสรุปภายใน 3 เดือน.

Auto-parts industry expecting 20% growth

The Thai auto-parts manufacturing industry expects to enjoy 20-per-cent growth this year, due to strong demand both at home and overseas.

We have seen further improvement in the automobile sector in the Kingdom after the delays in vehicle delivery affecting major Japanese brands resulting from the earthquake and tsunami disaster in Japan. It [Japanese production] is expected to resume fully by the end of this year," Achana Limpaitoon, president of the Thai Autoparts Manufacturers Association, said

In the first six months, the industry saw a 15-per-cent surge in sales of auto parts, split evenly between domestic consumption and exports, she said.

According to the Department of Export Promotion, auto-parts exports rose 16.4 per cent year on year to Bt138 billion during the period.

Thailand's top five auto-parts export markets in the first half were Indonesia with Bt20 billion, up 28.79 per cent year on year; Japan, unchanged at Bt16.7 billion; Malaysia with Bt10 billion, a drop of 3.64 per cent; Vietnam with Bt9.7 billion, up 34.6 per cent; and Brazil with Bt8.77 billion, a rise of 67.88 per cent.

"Our key export markets are mainly in Asia, so we strongly believe that the financial crisis in the United States and European countries may not have a direct impact on the Thai auto-parts industry," she said.

For this reason, Achana expects to see 20-per-cent sales growth this year, from the Bt361 billion generated last year.

"However, I am a bit concerned about the new government's policy to raise the daily minimum wage to Bt300 for labourers, as this would affect manufacturers' production costs next year." She said such a move was estimated to imply at least a 10-per-cent hike in overall production costs for auto-parts makers.

As the industry's representative, she urged the incoming government to work closely with all related sectors that might be affected by such a policy.

Volvo to build local truck and bus hub

Volvo will join the raft of global vehicle manufacturers planning to make Thailand its regional truck and bus production hub.

Local production of the vehicles will increase exponentially over the next two years in a bid to serve rising local and international demand, said Burint Opassetthakul, vice-president for commercial vehicles and marketing at Volvo Truck & Bus (Thailand) Co.

The company's facilities on Bang Na-Trat Road km 24 produces 1,000 trucks and buses annually.

Established in 1991, the Volvo unit will also double its number of service centres to 20 during the same period in preparation for demand rising in line with the expected higher sales.

The new service centres will also display truck and bus models with sales staff on hand.

"Volvo is perceived as a leading provider of total transportation solutions, and we now have 10 professional service centres and two independent parts dealers nationwide," said Mr Burint.

Volvo owns six of the 10 service centres and dealers the other four. There is no space to display truck and bus models.

Mr Burint said most of the new centres will be company-owned, but some will belong to the dealers.

Volvo has two Southeast Asian facilities _ the other one is in Malaysia _ for assembling trucks and buses from imported kits.

The subsidiary is wholly owned by Swedish parent AB Volvo, one of the world's largest suppliers of commercial vehicles.

Volvo in Thailand is responsible for commercial vehicles and aftermarkets in the Philippines and Indochina as well as Thailand, while Volvo in Malaysia covers that country and Singapore.

Volvo trucks in Indonesia are now imported from Sweden.

In Thailand, Volvo has delivered 256 trucks year-to-date, up by 60% year-on-year.

First-half sales in Asia saw 6,470 trucks delivered, up by 51% year-on-year.

Volvo expects to sell 500 trucks in Thailand this year on top of 150 buses from the the Swedish manufacturer.

Bus chassis are directly supplied by Volvo to the Cherdchai Group, which then builds the bodies in Nakhon Ratchasima province.

Volvo delivered 236 trucks locally last year.

Volvo in Thailand assembles truck tractors and rigid trucks for the local and neighbouring markets.

About 500 trucks will be shipped to the Philippines and Indochina this year.

The company will also introduce a new truck model this year, but details are not yet available.

Mr Burint said overall truck demand in Thailand is sound this year, with competition not much of a worry considering market growth of 13% year-on-year in the first seven months.

Industry sales of truck tractors and rigid trucks will exceed 10,000 units this year for the second consecutive year, growth of more than 13%, said Mr Burint.

He attributed the performance to confidence in the growing economy among entrepreneurs, a stable domestic political scene that encourages them to buy trucks and growing cross-border trade.
