Caterpillar boss welcomes new Rayong plants

The world's leading mining and infrastructure developer Caterpillar Group is enthusiastic about the two new factories worth US$300 million it will open in Rayong in October, which will employ up to 1,800 workers.

The two plants will be the company's largest in Asean.

During a short visit to Bangkok yesterday, group president Richard Lavin said he was very confident that the new factories would promote the company's growth and export to other countries.

Construction of one of the plants started in the first quarter of last year, and the other one in the third quarter. They are at Hemaraj Rayong Industrial Land in Rayong province.

Construction of the 60,000-square-metre underground mining factory will be completed next month and production will start in the fourth quarter.

It will produce four different models of articulated trucks and loaders used in hard-rock underground mining applications.

Construction of the 40,000sqm medium track-type tractor factory will be completed in the first quarter of next year and will begin producing four models shortly thereafter.

Total investment for the two facilities is about $300 million (Bt9.5 billion). Once they are fully operational, they will employ 1,800 people.

More than 95 per cent of the products will be for export, especially to Indonesia, India, the Asia-Pacific region, the Middle East, Russia, South Africa, Latin America and North America.

Lavin said the emerging growth of Asia and high competitiveness advantages of Thailand in terms of logistics and infrastructure, along with the strong support of the government, had encouraged the company to invest here.

The company has not yet finalised how many units will be produced in the first year of operation.

Lavin said the contribution to the company's sales from Thailand and elsewhere in the Asia-Pacific region was expected to increase gradually each year, boosted by these two new plants. Currently, sales in Asia and Australia contribute 25 per cent to the total.

He said the company expected to achieve about $70 billion in sales globally this year, higher than last year's revenue of $60.13 billion.

In the first quarter of this year, the group generated sales worth $15.9 billion.

He said Caterpillar decided to invest in Thailand as it foresaw long-term competitiveness. The upcoming Asean economic integration to eliminate trade barriers will promote the growth of the company along with that of the region's economy.

The recent increase in Thailand's minimum wage to Bt300 a day had no effect on Caterpillar's investment decision. However, Lavin said the company was concerned about labour shortages and a lack of skilled technicians, which could hamper its expansion. He called for the government to invest in training to ensure sufficient human resources to serve the growth of industries and investment in the Kingdom.

The Caterpillar president also expects that the government will continue to develop the country's infrastructure and logistics along with human resources.

Caterpillar: Thailand our Asean hub

With an investment of US$300 million, Caterpillar Inc, the world's top maker of construction equipment, is in the process of turning Thailand into its main Southeast Asian production base.

Two factories are being built in Hemaraj Rayong Industrial Land, with 95% of the output slated for export.

Richard Lavin, president of the Illinois-based Caterpillar Group, said one of these, a mining-equipment facility, will start producing the first prototype trucks and loaders in the fourth quarter.

The medium track-type tractor factory will start operating in next year's first quarter.

Caterpillar will employ 2,000 people in Thailand once the two facilities are running at full capacity three years from now, Mr Lavin said during a visit to Bangkok yesterday.

The facilities will be Caterpillar's two largest plants in Asean.

"We chose Thailand as a production base in order to serve the Asean market as well as Central and Eastern Europe," said Mr Lavin.

"We find the country to be cost-effective for manufacturing, and we'll consider upping our investment later on."

Caterpillar has urged foreign suppliers to invest in Thailand in order to be close to the company's new factories.

Local production will make Caterpillar products more competitive against Japanese and South Korean makers, said Mr Lavin.

"We intend to be the market leader in Thailand by the end of the year," he said.

Mr Lavin pointed out the decision to invest in Thailand was made at during last year's flood crisis.

"We're confident the Thai government has a good plan to prevent more flood damage this year," he said.

His remarks came after a meeting with Industry Minister M.R. Pongsvas Svasti in which he asked for government support in the form of improved transport routes to move parts and components from suppliers to the factories.

At present, Thailand is second after Indonesia in terms of Caterpillar plants.

DFSK eyes expansion in Asean

China's DFSK, which makes compact commercial vehicles, plans aggressive market expansion in Asean after a successful foray into the Thai market.

Thailand will be a production base for exporting DFSK vehicles to Asean.

Small trucks and minivans were the only two vehicle categories sold in the Thai market through its 100% Thai-owned authorised distributor, Dongfeng Motors Thailand (DFMT). The seven-seat microvan was introduced yesterday.

All three products are built at DFMT's plant in Chachoengsao.

Dongfeng Motors Corporation of China appointed DFMT exclusive distributor in 2008 and it initiated sales in 2009 under a five-year licence to produce, distribute and service DFSK vehicles in Thailand.

It sold 200 vehicles in 2009, 800 in 2010 and 1,800 units last year.

DFMT aims to increase sales by at least 50% every year starting in 2012, said managing director Pitaya Tanadamrongsak.

The sales target is 3,000 units this year and 4,500 next year.

To catch up with rising demand in Thailand and the capacity constraints of the auto plant, DFMT is talking with the Chinese company to expand its plant. The plant produces 400 vehicles per month, trailing customer orders and leaving a backlog of 1,500 units.

Expansion costs 200-300 million baht and is expected to commence next year, as higher sales are projected the next two years in Thailand and Asean.

Mr Pitaya said DFMT hopes to sell 10,000 vehicles in 2015 in Thailand and 30,000 units in 2020 in Asean including Thailand.

DFMT will continue to concentrate on compact commercial vehicles with engine sizes under 1,600 cc in Thailand, with no plans for passenger cars.

Rather than appointing new dealerships, DFMT will focus on enhancing service efficiency.

GM reports strong Southeast Asia sales

Thailand was the fastest growing market for General Motors in Southeast Asia last month as the economy recovered and the company's products appealed to local customers.

Chevrolet sold 5,944 vehicles in May, bringing the year-to-date total to 26,682 vehicles, said Antonio Zara, the vice-president for sales, marketing and after-sales service at GM Southeast Asia and Chevrolet Sales Thailand.

This is the most vehicles sold here over the first five months by Chevrolet.

Year-to-date sales are up by 117% from the same period last year. May 2012 sales were up by 112% from May 2011.

"This is our second-best sales month ever. Sales of the Colorado continue to be strong, accounting for 60% of our total sales," said Zara.

Chevrolet sold 3,551 Colorados and 1,001 Captivas last month. It also sold 884 Cruzes and 506 Aveos.

"We're confident of further growth in the coming months, with the launch of the Trailblazer sport-utility vehicle and the Sonic subcompact. This is in addition to the scheduled opening of new dealerships nationwide," said Mr Zara.

Chevrolet recorded encouraging growth in other Asean markets, notably in Indonesia and Malaysia.

Indonesia's May results were the best ever, with 648 Chevrolets sold. This year to date, Chevrolet has sold 2,231 vehicles in Indonesia, representing year-to-date growth of 14%.

GM reported year-to-date growth of 57% in Malaysia. Sales were buoyed by the recent launch of the Colorado and the continued popularity of the Cruze.

Sales in the Philippines have grown by 50% this year.

Country will be among world's Top-10 producers: TAIA chief

Association raises yearly sales forecast to 2.2m vehicles, up from 2.1m
Piangjai Kaewsuwan, Nissan Motor (Thailand) vice president for government affairs, has been elected president of the Thai Automobile Industry Association (TAIA) for a second consecutive term.

She was first elected as TAIA president in early 2010, succeeding Toyota Motor Thailand vice president Suparat Sirisuwannangkura.

It is interesting that Piangjai is the first female president of the TAIA in its 29-year history. She is also expected to run for presidency of the AAF (Asean Automotive Federation) that will convene later this year.

This will help build a strong foundation for Thailand before it becomes part of the Asean Economic Community in 2015 as well as pave the way for the country to be among the world's top 10 auto-makers in the near future.

The Nation talks to Piangjai about her views on the Thai auto industry.


THE SCENARIO

"In 2011 we couldn't do much, considering that the Thai auto industry was hit twice by major natural disasters - the tsunami in Japan and the massive flood in Thailand. This cost our auto industry as many as 300,000 vehicles worth more than Bt100 billion, not counting the other damages. However, everything is slowly getting back on track with auto-makers renovating their assembly plants and resuming production. That's why this year will be an outstanding year, especially compared to last year when production dropped to just 1.49 million vehicles [800,000 for the domestic market]."


2012 SITUATION

"I said this would be an outstanding year because after facing various crises during the past year, every single auto-maker could not afford to stay still. Each began trying their best to return to normal production. So during the first quarter of the year auto-makers were able to return to normal production, and now things are clearer as many new models have been launched at regular intervals. In particular, there are eco-car models from Suzuki and Mitsubishi that are creating a strong trend in the market, as well as other models along with the government's First Car Buyer Programme.

"The TAIA recently raised its auto production forecast to 2.2 million vehicles, up from the original 2.1-million projection announced in early 2012. This shows the activeness of the domestic as well as export markets this year. Production will be equally divided for these two markets."


FIRST CAR PROGRAMME

"The announcement by Deputy Prime Minister and Finance Minister Kittiratt Na-Ranong has led the public sector to ask the government to clarify whether it will extend the First Car Buyer Programme. We had earlier unofficially discussed the matter with the Excise Department and told them we wanted the programme extended for 3-6 months because of the flood crisis in 2011. The department said it would not extend the programme but would allow deliveries three months passed the deadline for brands that are unable to deliver vehicles right away. So if customers place orders in December, they would have the vehicle delivered during the first three months of 2013 and still enjoy tax returns. However, we will take a look at this issue again by the year-end, although everything should proceed as planned. The Excise Department and the public sector has agreed that approximately 400,000 vehicles will come under the programme, which is close to the initial 500,000-vehicle target."


WILL THE PROGRAMME AFFECT

2013 MARKETING PLANS?

"We must admit that this is a project that would stimulate future demand and not just this year. People are speeding up auto purchases, so although the market may be very good this year, auto-makers must plan harder, check the future scenario, and act accordingly.

"However, after the end of this year, true demand will return and Thailand will still have much room for growth since the auto ownership ratio here is still low."


PRESENT AND FUTURE

INVESTMENT SCENARIOS

"Although there have been numerous investments by auto-makers totalling as much as Bt500 billion in the past 50 years, there is more room for investment, especially in expanding existing projects for both auto and parts production.

"While Japanese companies face the risk of natural disasters and strengthening of the yen [both uncontrollable factors], they need to lower their risks by looking for new production venues. And Thailand is a country that is attractive for landing investments. But I want to stress that this attractiveness depends on the Thai government's long-term plan to strengthen investor confidence. Initially, we think that as much as Bt100 billion will be invested."

URGENT POLICIES

"As we all know, the third 'champion product' for Thailand will be low CO2-emitting vehicles - hybrid and full-electric vehicles. Production of these types of vehicles will keep Thailand firmly in the world automotive orbit. We are presently a major pickup truck and eco-car manufacturer, but we must also prepare ourselves to minimise risk. In order for the parts industry to develop along with the auto industry, the government should be aware of the scenario and prepare the country for more investment. We should not walk too fast, but at the same time if we do nothing the country will lose its momentum.

"We recently met with the Senate sub-committee on science and technology and talked about the time needed for Thailand to produce electric cars. Participants were from both government and private sectors, including the Energy Ministry, PTT, Egat, the PEA and the MEA, and everyone was very excited, except the Energy Ministry has not included this project in its 15-20 year master plan. But there should be a good way out if we meet more often. It is up to the government how it wants to move ahead, but right now nothing is clear. Indonesia and Malaysia have already started with the 0% import duty for auto companies bringing in vehicles for research and development. So if the Thai government wants to maintain this industry's momentum, it needs to speed up the project. Thinking positively, we'll be driving electric cars in no more than five years."


AUTO INDUSTRY's FUTURE

"In 2020, global auto production is expected to reach 130 million vehicles per year, and although it would be difficult to predict how much of this will come from Thailand, it should be at least 3 million vehicles per year. At this point, no auto-maker would want to move out of the country, although they have the chance to look at other markets as well. After all, Thailand, as the centre of auto production in Asean, is one of the strongest choices.

"The Asean Economic Community (AEC) will give Thailand, which is the largest auto production base in the region, more advantages than other members. The AEC will spark a sharp rise in Thailand's domestic and export markets, more than any other Asean

country. And the auto parts industry will grow accordingly because we have a strong

industry as well as high use

of local content.

"The Thai auto industry will be at least five years ahead of other Asean nations, and whether it is in the next 2-3 years or in 2020, we would still be the number one auto producer in Asean. According to our plans, we will produce 2.5 million vehicles per year in the next few years and become one of the world's top 10 auto producers."

Forklift maker eyes Thai base

Anhui HeLi, a giant Chinese forklift maker, is eyeing Thailand as its production base for industrial vehicles.

Zhang Dejin, chairman of Anhui HeLi, said yesterday that it planned to expand its business into Southeast Asia to reap benefits from the coming Asean Economic Community in 2015. The company will set up a forklift assembly plant that year, with total sales expected to reach 3,000 units.

"The new plant is expected to cost US$30 million [more than Bt900 million] and its output is to serve the Asean market," he said.

Anhui HeLi is the No 1 forklift maker in China and No 8 in the world. "We don't want to miss this opportunity to use Thailand as our production base," he said .

The company has introduced Heli forklifts in Thailand through Siam Sun Autosales, its local dealer - an experienced marketer of industrial vehicles equipped with a great service team.

The sales rate in Heli forklifts is increasing, said Zhang.Akradech Wongpituchroj, managing director of Siam Sun Autosales, said it signed a memorandum of understanding to import and market Anhui HeLi's Heli brand in Thailand and also in Laos, Cambodia and Myanmar.

He said the company also imported Chinese G-series forklifts, which share the same standard production technology as Japan and Europe. The G-series has a low-emissions engine. Akradent said the company expected to sell 400 of the forklifts - up from 200 in 2011. For the Heli forklifts, the company expected to see total sales of Bt1.5 billion this year, up from Bt900 million last year.

Thai Rung sees strong 2012

Dramatic automotive industry growth is expected to boost Thai Rung Union Car's consolidated revenue by 40% this year.

The impressive growth is due to automobile output expansion, the launch of many new small cars and the tax rebate for first-car owners.

Automobile production is projected to grow by 37-44% year-on-year to more than 2 million units this year due partly to strong growth in domestic sales spurred by eco-car launches for many carmakers.

In addition, foreign investors and especially Japan shifted their bases into Thailand for use as worldwide export bases for pickup trucks and eco-cars.

"It is quite certain that automobile production in Thailand will grow to 2.5 million units over the next two or three years as forecast by the Federation of Thai Industries," said Sompong Phaoenchoke, the president of Thai Rung, a vehicle parts maker.

Thai Rung's new auto parts manufacturing plant in Rayong is scheduled to commence commercial production in the second quarter, also contributing to revenue growth this year. Once it reaches full capacity, it will help generate sales of 600 million baht a year.

Mr Sompong said the company is expanding its operations to cope with automotive growth, with an investment of 400 million baht.

Thai Rung will add machinery to produce automotive metal and plastic parts, expand moulds, dies and jigs production and build a new paint shop for automakers, industrial and farm machinery manufacturers.

"We're confident in our growth momentum over the next few years with our potential and ability in the automotive industry," said Mr Sompong.

Thai Rung's consolidated sales rose to 2.3 billion baht last year, slightly below its target growth of 20% due to the floods.

Net profit was 186 million baht, down from 219 million in 2010.

But for the first quarter of this year, the company reported consolidated revenue of 822 million, up by 201 million or 32% year-on-year, for a net profit of 125 million, up by 67%.

Some 86% of total sales were from molds and parts supplies to carmakers, vehicle assembly and painting services. Another 10% was from other businesses while 4% was sales of modified vehicles.

TRU shares closed yesterday on the SET at nine baht, down five satang, in trade worth 1.27 million baht.

ส.อ.ท. เผย เดือนพ.ค.มียอดผลิตรถยนต์ทะลุ 2 แสนคัน ขยายตัว 105% สูงสุดในรอบ 50 ปี

นายสุรพงษ์ ไพสิฐพัฒนพงษ์ โฆษกกลุ่มอุตสาหกรรมยานยนต์ สภาอุตสาหกรรมแห่งประเทศไทย (ส.อ.ท.) เปิดเผยว่า ยอดการผลิตรถยนต์ในเดือนพ.ค. 2555 มีทั้งสิ้น 2.02 แสนคัน ซึ่งถือเป็นครั้งแรกที่ผลิตรถยนต์ได้มากกว่า 2 แสนคันต่อเดือนสูงที่สุดในรอบ 50 ปี โดยปรับตัวเพิ่มขึ้นจากช่วงเดียวกันของปีก่อน 105.29% ที่มียอดการผลิตอยู่ที่ 9.88 หมื่นคัน แบ่งเป็นการผลิตรถยนต์นั่งได้ 8.16 หมื่นคัน เพิ่มขึ้น 130.66% รถยนต์โดยสารขนาดต่ำกว่า 10 ตัน และมากกว่า 10 ตัน จำนวน 57 คัน เพิ่มขึ้น11.76% รถยนต์บรรทุกจำนวน 1.21 แสนคัน เพิ่มขึ้น 91.19% และรถกระบะขนาด 1 ตัน จำนวน 1.17 แสนคัน เพิ่มขึ้น 89%

ทั้งนี้ หากแบ่งเป็นการผลิตเพื่อส่งออกในเดือนพ.ค. ผลิตได้ 8.9 หมื่นคัน คิดเป็น 43.9% ของยอดการผลิตทั้งหมด เพิ่มขึ้นจากช่วงเดียวกันของปีก่อน 73.4% และผลิตเพื่อจำหน่ายในประเทศจำนวน 1.13 แสนคัน คิดเป็น 56.08% ของยอดการผลิตทั้งหมด เพิ่มขึ้น 139%

รวมการผลิตรถยนต์ทั้งหมดตั้งแต่เดือนม.ค.-พ.ค. ผลิตได้จำนวน 4.83 แสนคัน เพิ่มขึ้น 33.5% เป็นการผลิตเพื่อส่งออก 3.71 แสนคัน เพิ่มขึ้น 12.41% และผลิตเพื่อจำหน่ายในประเทศจำนวน 4.72 แสนคัน เพิ่มขึ้น44.7%

ด้านการส่งออกในเดือนพ.ค. 2555 ส่งออกรถยนต์สำเร็จรูปได้ 8.59 หมื่นคัน เพิ่มขึ้นจากปีก่อน 122.4% ที่มีการส่งออกอยู่ที่ 3.86 หมื่นคัน เนื่องจากสามารถผลิตรถยนต์ได้มากขึ้น โดยมีมูลค่าการส่งออกอยู่ที่ 4.14 หมื่นล้านบาท เพิ่มขึ้น 138% จากปี 2554 ที่มีมูลค่าการส่งออก 1.73 หมื่นล้านบาท

สำหรับประมาณการผลิตรถยนต์เดือนมิ.ย. – ส.ค. 2555 มีจำนวน 5.82 แสนคัน เปรียบเทียบกับยอดผลิตจริงเดือนมี.ค.-พ.ค. 2555 ซึ่งมีจำนวน 5.35 แสนคัน เพิ่มขึ้น 4.66 หมื่นคัน หรือ 8.7% และเมื่อเทียบกับยอดผลิตจริงในเดือนมิ.ย.-ส.ค. 2554 ซึ่งมีจำนวน 4.54 แสนคัน เพิ่มขึ้น 1.28 แสนคัน หรือ 28%

“เชื่อว่ายอดการผลิตรถยนต์ในปีนี้ทั้งปีน่าจะอยู่ที่ 2.2 ล้านคัน เพิ่มขึ้นจากปีก่อน 51% แบ่งเป็นการผลิตเพื่อส่งออก 1 ล้านคัน และจำหน่ายในประเทศ 1.2 ล้านคัน ซึ่งเป็นการเติบโตที่สูงมากกว่าตอนต้นปีที่คาดว่าการผลิตจะเติบโตประมาณ 30% เนื่องจากยอดจำหน่ายในประเทศสูงขึ้นมาก เพราะค่ารถยนต์เร่งผลิตให้ส่งมอบได้เร็วที่สุด” นายสุรพงษ์ กล่าว

Auto sales set monthly record

The local automobile market set a monthly record in May, with new vehicle sales more than doubling from the same month last year, says Toyota Motor Thailand.

Senior vice-president Vudhigorn Suriyachantananont yesterday said automobile sales in May jumped by 108% year-on-year to 115,943 units thanks to strong demand and the government's first-car buyer tax rebate.

In addition, all carmakers have fully restored their production to pre-floods levels.

Sales of passenger cars in May also hit a monthly high of 55,983 units, up by 138% year-on-year, while commercial vehicles sales rose by 85.8% to 59,950 units including 52,155 one-tonne pickup trucks and passenger pickup vehicles, up by 89.4%.

Motor vehicle sales have soared 33.5% year-on-year for the first five months to 483,052 units, with passenger car sales surging by 22.6% and commercial vehicles 42.2% on the back of the economic recovery.

Mr Vudhigorn expects the momentum to continue this month.

"The fragile European economy may not directly affect Thailand, but we still must closely monitor the situation," he said.

นางศรีรัตน์ รัษฐปานะ อธิบดีกรมเจรจาการค้าระหว่างประเทศ กระทรวงพาณิชย์ เปิดเผยว่า กรมเจรจาการค้าระหว่างประเทศ กระทรวงพาณิชย์ ซึ่งกำกับดูแลการดำเนินการตามพันธกรณีของฝ่ายไทยและญี่ปุ่น รวมทั้งดำเนินการเจรจาต่อเนื่องภายใต้ความตกลง JTEPA ชี้แจงว่า ความตกลง JTEPA มีผลบังคับใช้ตั้งแต่ 1 พฤศจิกายน 2550 ปัจจุบันมีรายการสินค้าของญี่ปุ่นและไทยที่อัตราภาษีนำเข้าลดลงเป็นศูนย์ คิดเป็นสัดส่วนร้อยละ 81.11 และ 72.33 ของรายการสินค้าที่ค้าขายกันทั้งหมด ตามลำดับ

ทั้งนี้ เมื่อวันที่ 15 พฤษภาคม 2555 กระทรวงการคลังได้ออกประกาศยกเว้นอากรและลดอัตราอากรศุลกากรสำหรับชิ้นส่วนรถยนต์นำเข้าจากญี่ปุ่น เพื่อนำมาประกอบเป็นรถยนต์หรืออุปกรณ์รถยนต์ ภายใต้ความตกลง JTEPA เพิ่มเติม โดยมีสินค้าชิ้นส่วนรถยนต์มากกว่า 140 รายการ ที่ได้รับการลดภาษีนำเข้าจากอัตราเดิมร้อยละ 10-20 ให้เหลือศูนย์ตั้งแต่ปี 2555 และปี 2557แล้วแต่ชนิดสินค้า เช่น เพลาและข้อเหวี่ยง เกียร์และเครื่องเกียร์ สตาร์ตเตอร์ เครื่องกำเนิดไฟฟ้า อุปกรณ์ควบคุมและส่วนประกอบ เข็มขัดนิรภัย เบรก กระปุกเกียร์ เพลาขับ ล้อ โช้กอัพ หม้อน้ำ คลัตช์ ท่อไอเสีย พวงมาลัย ถุงลมนิรภัย ถังเชื้อเพลิง เครื่องยนต์เบนซิลหรือดีเซล และส่วนประกอบของเครื่องยนต์ เป็นต้น ทั้งนี้ การลดอัตราภาษีนำเข้าให้เหลือร้อยละศูนย์สำหรับสินค้ากลุ่มแรกจะมีผลย้อนหลังไปตั้งแต่วันที่ 1 เมษายน 2555

ภายใต้พันธกรณีความตกลง JTEPA สินค้าชิ้นส่วนรถยนต์ดังกล่าวจัดเป็นสินค้าอ่อนไหวของไทย ซึ่งจะต้องทยอยยกเลิกภาษีหลังจากที่สมาชิกดั้งเดิมของอาเซียน 6 ประเทศ ได้ลดภาษีสินค้าทุกรายการ (ยกเว้นสินค้าอ่อนไหว/อ่อนไหวสูง) ภายใต้เขตการค้าเสรีอาเซียน (AFTA) ลงเป็นร้อยละศูนย์แล้วตั้งแต่วันที่ 1 มกราคม 2553

นางศรีรัตน์ กล่าวว่า การลดภาษีนำเข้าชิ้นส่วนรถยนต์ภายใต้ JTEPA ดังกล่าว จะช่วยให้ผู้ประกอบการในประเทศไทยสามารถประหยัดต้นทุนการผลิต เนื่องจากสามารถนำเข้าชิ้นส่วนรถยนต์ที่มีคุณภาพสูงจากประเทศผู้นำด้านรถยนต์อย่างญี่ปุ่นได้ในราคาที่ถูกลง ซึ่งจะช่วยให้ไทยสามารถพัฒนาอุตสาหกรรมยานยนต์และชิ้นส่วนยานยนต์ให้แข็งแกร่งยิ่งขึ้นไปสู่เป้าหมายการเป็นศูนย์กลางการผลิตรถยนต์ที่สำคัญในภูมิภาคอาเซียน ซึ่งจะพัฒนาเป็นประชาคมเศรษฐกิจอาเซียนในปี 2558


ในช่วง 3 ปี ที่ผ่านมา ญี่ปุ่นเป็นแหล่งที่ไทยนำเข้าสินค้ากลุ่มดังกล่าวมากที่สุด โดยมีมูลค่านำเข้าเฉลี่ยต่อปีมากกว่า 3,000 ล้านเหรียญสหรัฐฯ และนำเข้าเพิ่มขึ้นทุกปี ในปี 2554 ไทยนำเข้าจากญี่ปุ่นสูงถึง 5,868 ล้านเหรียญสหรัฐฯ คิดเป็นสัดส่วนกว่าร้อยละ 63 ของการนำเข้าจากทั่วโลก ซึ่งเป็นผลจากการที่ญี่ปุ่นเข้ามาลงทุนในอุตสาหกรรมยานยนต์และชิ้นส่วนของไทยเป็นเวลานาน เป็นผู้ผลิตยานยนต์รายใหญ่ของไทย สร้างการจ้างงานและประโยชน์ให้แก่ไทยอย่างมาก

โดยการลงทุนสะสมของญี่ปุ่นในไทยระหว่างปี 2548-2554 มีมูลค่าสูงกว่า 36,000 ล้านเหรียญสหรัฐฯ คิดเป็นสัดส่วนร้อยละ 24 ของการลงทุนของญี่ปุ่นทั้งหมดในภูมิภาคเอเชียในอุตสาหกรรมเดียวกัน ส่งผลให้ไทยเป็นฐานการผลิตยานยนต์ที่สำคัญในภูมิภาคเอเชียตะวันออกเฉียงใต้ เพื่อที่จะใช้สิทธิประโยชน์ด้านภาษีนำเข้ากลุ่มสินค้าดังกล่าวได้อย่างเต็มที่ ผู้ประกอบการที่ต้องการนำเข้าชิ้นส่วนรถยนต์ดังกล่าวจากญี่ปุ่น จะต้องแสดงหนังสือรับรองการใช้สิทธิตาม JTEPA ที่ออกโดยสำนักงานเศรษฐกิจอุตสาหกรรม กระทรวงอุตสาหกรรม พร้อมหนังสือรับรองถิ่นกำเนิดสินค้าที่ออกโดยหอการค้าและอุตสาหกรรมของญี่ปุ่นควบคู่กันด้วย

Car Manufacturing, domestic Sales and Exports from Thailand

After a dismal 2009, the car industry in Thailand rebounded in 2010 with a vengeance. Total production, local sales, and exports of cars, all reached new highs. Total exports of cars have now surpassed domestic sales. The heavily promoted Thai car industry may be well on the way to become one of the top 10 car producers in the world in the not so distant future. 2011 looked like becoming a good follow-up to the higher production in 2010. Figures below only cover the period Januari-September 2011. Obviously the major flooding (with submersion of many car and car parts factories) will make for a dismal 4th quarter of 2011.

General Motors (diesel engine plant) and Ford (new car plant), as well as Mercedes-Benz Thailand (engine plant) all announced substantial investments. The overall market is still well dominated by Japanese brand cars. All Japanese manufacturers seem to have decided to concentrate on small, eco-friendly car production, to drive production in the future.

At the end of November 2010 there were 28,287,374 vehicles registered for road use in Thailand.

Private cars (can seat no more than 7 persons) : 4,479,310. See list of brands below. Japanese smaller cars dominate the overall market. European cars, except in the up-market segment, are conspicuous by their absence. However, Mercedes-Benz has a long-standing reputation in the country, and the Thai market is a substantial one for the company. Ford and General Motors also sell a reasonable amount of cars.
Luxury brands (Jaguar, Alfa Romeo, Porche, Ferrari, MG, Rolls-Royce, Maserati, Lotus, Bentley, Lamborghini) are well presented.
Note that there are more cars in Bangkok than in the rest of the country.

Pick-ups (or similar) : 4,882,861 : Pick-up trucks are almost all either Toyota or Isuzu.

Motorcycles : 17,094,099 : Honda, Yamaha and Suzuki (in that order) completeley dominate the motorcycle market.

Public Buses : 87,255.

Car manufacturing (and car parts manufacturing) is an important component of total Thai industry. The value of exports (cars and car parts) in 2010 (preliminary figures with last month of the year not included) was 538 billion baht (about 18 billion U.S. Dollars at exchange rate at the end of 2010). Thailand has no car brand of its own. Many foreign companies are producing or assembling cars and car parts in the country.

Motorcycles :
The motorcycle industry shows a somewhat different picture. As the graph above shows domestic sales are flat over the last few years (since at least 2007), indicating that the market is saturated with more than 17,000,000 motorcycles on the road at the end of 2010. What is also striking is the almost complete disappearance of export sales. Taking into consideration that 2011 only cover the Januari to September period, exports of motorcycles increased substantially in 2011 though. The overall picture however indicates that probably production has shifted to lower-wage countries, and local production presently serves mainly the local market.

Auto parts import tax under JTEPA to be slashed to 0%

BANGKOK, 24 June 2012 (NNT) – Thailand will decrease the import duty for more than 140 more items of Japanese auto parts to 0% with retroactive effect from 1 April 2012. The tariff cut is expected to help speed up the recovery of the Thai automotive industry hard hit by the floods crisis last year.

Director-General of the Department of Trade Negotiations Srirat Ratthapana said the Ministry of Finance had issued an announcement on the tax reduction for auto parts from Japan under the Japan-Thailand Economic Partnership Agreement (JTEPA). The auto parts’ import duty of 10-20% will be reduced to 0%.

The director-general said Thailand hoped that the tax cut would help save the cost of production for Thai entrepreneurs and contribute to the country’s goal to be a hub of automobile production in ASEAN. The duty reduction would also help boost export volume of the flood-affected industries.

Thailand’s imports of auto parts over the past three years came mostly from Japan, with the average import value of more than three billion USD a year. Japan’s long investment in Thai automotive and auto parts industries has made Thailand one of the most important automobile production bases in Southeast Asia.

วันที่ ๕ กรกฎาคม ๒๕๕๕ ได้มีการเผยแพร่ประกาศกระทรวงพาณิชย์ เรื่อง กำหนดให้ตัวถังของรถยนต์นั่งที่ใช้แล้ว และโครงรถจักรยานยนต์ที่ใช้แล้วเป็นสินค้าที่ต้องห้ามในการนำเข้ามาในราชอาณาจักร พ.ศ. ๒๕๕๕


ทั้งนี้ เพื่อความมั่นคงทางเศรษฐกิจและเพื่อประโยชน์ของรัฐในด้านความปลอดภัยของสาธารณชน อันเนื่องจากการนำตัวถังของรถยนต์นั่งที่ใช้แล้วและโครงรถจักรยานยนต์ที่ใช้แล้วเข้ามาประกอบเป็นรถยนต์นั่งและรถจักรยานยนต์ เพื่อจำหน่ายโดยไม่ได้มาตรฐานการผลิต




ประกาศดังกล่าว อาศัยอำนาจตามความในมาตรา ๕ วรรคหนึ่ง (๑) และมาตรา ๒๕ แห่งพระราชบัญญัติการส่งออกไปนอกและการนำเข้ามาในราชอาณาจักรซึ่งสินค้า พ.ศ. ๒๕๒๒ อันเป็นกฎหมายที่มีบทบัญญัติบางประการเกี่ยวกับการจำกัดสิทธิและเสรีภาพของบุคคล ซึ่งมาตรา ๒๙ ประกอบกับมาตรา ๓๒ มาตรา ๓๓ มาตรา ๔๑ และมาตรา ๔๓ ของรัฐธรรมนูญแห่งราชอาณาจักรไทย บัญญัติให้กระทำได้ โดยอาศัยอำนาจตามบทบัญญัติแห่งกฎหมาย รัฐมนตรีว่าการกระทรวงพาณิชย์โดยอนุมัติของคณะรัฐมนตรี ออกประกาศไว้ ดังต่อไปนี้




ข้อ ๑ ประกาศนี้เรียกว่า “ประกาศกระทรวงพาณิชย์ เรื่อง กำหนดให้ตัวถังของรถยนต์นั่งที่ใช้แล้วและโครงรถจักรยานยนต์ที่ใช้แล้ว เป็นสินค้าที่ต้องห้ามในการนำเข้ามาในราชอาณาจักร พ.ศ. ๒๕๕๕”




ข้อ ๒ ประกาศนี้ให้ใช้บังคับเมื่อพ้นกำหนดหกสิบวันนับแต่วันประกาศในราชกิจจานุเบกษาเป็นต้นไป


ข้อ ๓ ในประกาศนี้



“รถยนต์นั่ง” หมายถึง รถยนต์นั่งส่วนบุคคลไม่เกินเจ็ดคน และรถยนต์บรรทุกส่วนบุคคลที่มีน้ำหนักรถไม่เกินหนึ่งพันหกร้อยกิโลกรัม ตามกฎหมายรถยนต์


“รถจักรยานยนต์” หมายความว่า รถที่เดินด้วยกำลังเครื่องยนต์หรือกำลังไฟฟ้า และมีล้อไม่เกินสองล้อ ถ้ามีพ่วงข้างมีล้อเพิ่มอีกไม่เกินหนึ่งล้อ




“ตัวถังของรถยนต์นั่งที่ใช้แล้ว” หมายความรวมถึง แชสชีส์ หรือแค้ปของรถยนต์นั่งที่ใช้แล้วไม่ว่าจะนำเข้าในสภาพสมบูรณ์หรือในสภาพที่ถูกตัดออกเหลือเพียงบางส่วน


ข้อ ๔ ให้ตัวถังของรถยนต์นั่งที่ใช้แล้วและโครงรถจักรยานยนต์ที่ใช้แล้ว เป็นสินค้าที่ต้องห้ามในการนำเข้ามาในราชอาณาจักร




ความในวรรคหนึ่งไม่ใช้บังคับกับโครงรถจักรยานยนต์ที่ใช้แล้วที่มีขนาดความจุภายในกระบอกสูบตั้งแต่ ๕๐ ลูกบาศก์เซนติเมตรลงมา ตะเกียบรถ และวงล้อ ที่มีขนาดเส้นผ่าศูนย์กลางตั้งแต่ ๑๐ นิ้วลงมา




ข้อ ๕ ความในข้อ ๔ วรรคหนึ่ง ไม่ใช้บังคับในกรณีการนำสินค้าดังกล่าวเข้ามาเพื่อเป็นต้นแบบในการผลิตหรือการศึกษาวิจัย ทั้งนี้ ในปริมาณเท่าที่จำเป็น

US parts supplier makes Thailand its Asean hub

Dana Holding Corporation, a global supplier of automotive parts, is making Thailand its Asean hub as it focuses on growing its business in the region, says Robert Pyle, the president of Dana Asia-Pacific.

"We know Thailand will continue to be a leading production hub in Asia and our customers are continuing to invest in the region," said Mr Pyle, adding that the company is optimistic about Asia despite the slowdown in China.

The US-based firm produces axles and driveshafts for automakers.

It has 19 manufacturing facilities and four research and development centres located in Asia-Pacific.

Sales last year totalled US$7.6 billion, with Asia-Pacific sales contributing 20%.

Michael Diamente, managing director of Dana Spicer (Thailand), said although production was down significantly during last year's floods, full employment was maintained, and now production is back to normal. "Thailand is the 14th largest vehicle producer in the world, and in 2015 it aims to be a top-10 producer. Based on that, we expect to grow to support our customers," he said.

Dana has three assembly facilities in Thailand.

Its customers in Thailand include AutoAlliance Thailand, Ford, Mazda, Nissan, Suzuki and Tata.

Mr Pyle declined to provide details on investment, but said he expects the company's sales in Asia to grow significantly.

He added that one key area will be innovation, as Dana's customers are focused on green technology to make vehicles more efficient and durable. The company is looking to expand its technical centres in the region.

Yesterday marked the company's 20th anniversary in Thailand. It has been in Asia-Pacific for 50 years.

Toyota leading way to projected auto-industry sales record of 1.2m

Toyota, the largest auto-maker in the country, says overall car sales in Thailand could reach a record 1.2 million units this year.


Toyota itself now plans to build 50,000 more units in the Kingdom than previously projected, hitting a record of its own.



Toyota Motor Thailand (TMT) president Kyoichi Tanada said yesterday during the company's half-year press conference that it had decided to raise projections for the auto market from the initial forecast of between 1 million and 1.1 million units to the 1.2-million mark, based on increasing demand.



During the first six months, auto sales in Thailand reached a record 606,523 units, surging by 40.4 per cent over the same period last year.



"The growing domestic sales have been contributed by strong demand in the market boosted by government stimulus programmes," he said, adding that vehicle production affected by last year's flood has returned to normal and is growing as well.



Among boosters for the auto industry are the government's eco-car and first-car-buyer programmes. The latter offers rebates of up to Bt100,000 per vehicle for people buying their first car or pickup truck.



"As much as 50 per cent of sales for models such as the Vios and Yaris are to first-time buyers," said Wichien Emprasertsuk, senior vice president at TMT, referring to the company's two subcompacts.



Toyota remained the top-selling brand in Thailand during the first six months with sales of 241,245 units, up 54.3 per cent from the first half of 2011.



The company also exported 204,554 vehicles worth Bt92 billion during this period, up by as much as 50.3 per cent because of the increasing number of markets. OEM (original equipment manufacturing) exports reached Bt31.3 billion. Toyota CBU (completely built-up) exports are expected to rise by 61 per cent this year to 405,000 units worth Bt177 billion, in addition to OEM parts worth Bt65.7 billion, totalling Bt242.7 billion.



"With the capacity of our plants being raised over the years, our intention is also to expand both domestic sales and exports, using Thailand as the manufacturing base," Wichien said.



TMT exports only 3 per cent of its production to Europe, while a large number of Vigo pickups are shipped to the Middle East.



Tanada said Toyota initially planned to assemble more than 815,000 vehicles in Thailand this year, but has raised the target by 50,000 units to 865,000. Additional capacity will come from the Thai Auto Works and Gateway factories, which have undergone expansion worth a combined Bt8 billion. TMT's previous full-year production record was 631,000 units in 2010.



"In 2012 Toyota's [domestic Thai] sales target is projected at approximately 480,000 units, divided into 182,100 passenger cars and 297,900 commercial vehicles," 244,100 of which will be 1-tonne pickup trucks, he said.



The company plans to introduce an improved version of the Hilux Vigo and commence production of a van this year. It is scheduled to launch its eco-car in 2013.
