Thailand’s Bid to Host World Expo 2020 Placed on the National Agenda

Thailand’s ambition to host the World Expo 2020 has been included in the national agenda.

The decision was made by the Cabinet, during its meeting on 7 February 2012, when the Ministry of Foreign Affairs was assigned to serve as the core agency in the campaign for hosting the World Expo 2020.

A national committee, chaired by the Foreign Minister, will be formed to work out strategic and action plans for the campaign. The Government will call a meeting of related agencies to discuss ways to translate the plans into action. Among the related agencies are the Ministry of Foreign Affairs, the Ministry of Commerce, the Prime Minister’s Office, the Ministry of Finance, the Ministry of Interior, the Ministry of Transport, and the Office of the National Economic and Social Development Board.

The World Exposition, also known as the World Expo, is one of the world’s oldest and largest international events; it takes place every five years and each time it runs for six months. Since the first exposition, which took place in London in 1851, member countries have taken turns being the host when it joined the 1862 universal exhibition. Thailand became one of the first three Asian nations to participate in the exposition, along with China and Japan.

The Thai government on May 16, 2011 submitted a letter of intent to the Bureau of International Expositions in a bid to host the World Expo 2020 in Ayutthaya province, Thailand’s former capital. Ayutthaya has been cited as a city where industry and agriculture coexist and where tradition and innovation are seen going hand in hand.

Thailand is the only country in Asia that has been successfully nominated as an official candidate to host the World Expo 2020. It was among the five countries submitting a proposal to host this event. The four other countries include Turkey, Russia, Brazil, and the United Arab Emirates. The voting on the bid will be held in late 2013. The winner will have to gain the majority vote from 157 members of the Bureau of International Expositions.

The Ministry of Foreign Affairs informed the Cabinet that the campaign for the bid would last two years, from 2012 to 2013. During the period, Thailand needs to submit progress reports on its preparations for hosting this event.*

The Thailand Convention and Exhibition Bureau attended the General Assembly of the Bureau of International Exposition in November last year for the presentation of Thailand's bid to host World Expo 2020. It also proposed themes for side-events under the overall concept of "Redefine Globalization: Balanced Life, Sustainable Living", and highlighted progress in the awareness-building campaign for the bid. This was Thailand's second opportunity to join the General Assembly to present progress in the country’s bid to host World Expo 2020.*

The Ministry of Foreign Affairs added that the campaign was an urgent task and needed a clear policy from the Government.

Thailand bidding for the World Expo 2020

An inquiry mission of the World Expo Bureau met with Prime Minister Yingluck Shinawatra at the Government House, the main administration building.

Thailand is competing against four other candidate cities bidding to host the 2020 World Expo, including Brazil, Russia, Turkey and United Arab Emirates. The World Expo is regarded as the third most significant global event in terms of its economic and cultural impact after Olympic Games and FIFA World Cup.

The Bureau International des Expositions (BIE) is the intergovernmental organization in charge of overseeing the calendar, the bidding, the selection, and the organization of World and International Expos.

Ayutthaya was selected as the official host destination for Thailand’s bid.

The BIE was created by an international convention signed in Paris, France in 1928, which established the rights and responsibilities of the Expo organizers and participants. The role of the BIE is to supervise and ensure the application of this Convention.

The winning city will be announced in November 2013 following a vote by the 161 member nations of the BIE - the international body responsible for overseeing the bidding, selection and organisation of World Expos. The World Expo takes place every five years and lasts for six months

TCEB to bid for World Expo 2020

The Thailand Convention and Exhibition Bureau wants to bid for the World Expo 2020, which is expected to help promote the MICE business in the long run.

"TCEB will invite the private sector and representatives from the MICE business to hear details of the project on November 18," TCEB president Akapol Sorasuchat said yesterday.

The agency has started discussing with 12 tourism bodies to craft a joint bidding proposal to host the expo.

TCEB plans to submit the proposal to the organiser in 2011-2012, eight to nine years ahead of the event's schedule, but further decisions or advisories will come after the meeting next Wednesday. If all parties agree with the effort, TCEB will then ask the Cabinet for the green light to proceed further with the plan.

It will be the first time for the government to chase after one of world's biggest events.

Thailand has the potential to organise such a big event as the country already has good infrastructure and also tourist attractions, he said.

The World Expo would be a catalyst for the meeting, incentive, convention and exhibition industry, as it would draw millions of visitors from around the world. It would also be a huge shot in the arm for the domestic economy. Huge investment will come along the project.

Japan, Spain and China have been home to an expo and all the countries succeeded in overall economic development.

"If we could get that big event, the MICE business would be developed automatically," he said.

Some private sector bodies are worried about domestic instability, which is discouraging foreign groups from locating events or investing in the country.

Some of the events planned for Thailand have been postponed due to the internal problems. Some have already moved to the Middle East or other countries where the organisers feel more confident.

The Thailand Convention & Exhibition Bureau is ramping up efforts for Thailand to host the World Expo 2020.

It will put the project on its national tourism agenda which is pending government approval.

Akapol Sorasuchart, the TCEB president, said the bureau would propose the government leads Thailand's team in its bid to host the world event.

The World Expo allows participating countries to showcase their products and technologies.

"If Thailand can host this big expo, it will get a lot of benefits especially in terms of tourism and employment. The Mice-related sector will fully support this project," he said.

The expo project should be included in the national agenda for the meetings, incentive, convention and exhibition (Mice) sector as well.

TCEB would co-ordinate between government agencies and the private sector.

But winning the bid is no mean feat. Contending countries must draw up action plans which detail the facilities and infrastructure developments that will be made to support the Expo.

China will host the World Expo 2010 at Shanghai during May to October. There will be 33 to 35 venues which are expected to draw some 70 million visitors to the six-month event.

"If we want to host it, we need an investment budget as high as 100 billion baht to build a new city to support the event under a unique theme like energy saving," he said.

The private sector wants TCEB to take a leading role in co-ordinating Thailand's efforts to host the 2020 event, he said.

สสปน. ฝันรัฐทุ่ม กว่า 1 หมื่นล้านบาท สร้างเมืองใหม่รองรับเป็นเจ้าภาพจัดงานเวิลด์ เอ็กซ์โป ปี 2563

นายอรรคพล สรสุชาติ ผู้อำนวยการสำนักงานส่งเสริมการจัดประชุมและนิทรรศการ (องค์การมหาชน) สสปน. เปิดเผยภายหลังการประชุมหารือร่วมกับภาคเอกชน เพื่อหาแนวทางในการพัฒนาอุตสาหกรรมการ จัดประชุมและนิทรรศการ (ไมซ์) ว่า สสปน.ได้เสนอแนวคิดในการร่วมประมูลสิทธิการเป็นเจ้าภาพจัดงานเวิลด์ เอ็กซ์โป ปี 2563 เพื่อผลักดันศักยภาพความพร้อมการเป็นเจ้าภาพจัดงานใหญ่อีเวนต์ระดับโลก

ทั้งนี้ สสปน.เตรียมจัดทำแผนงานนำเสนอคณะกรรมการสสปน. (บอร์ด) ในวันที่ 18 พ.ย.นี้ ก่อนนำเสนอแผนดังกล่าวเข้าที่ประชุมคณะรัฐมนตรี (ครม.) พิจารณาต่อไป

สำหรับการเป็นเจ้าภาพจัดงานดังกล่าว ประเทศไทยต้องเข้าร่วมการประมูลสิทธิในปี 2553-2554 ซึ่งการจัดงานนี้ในเบื้องต้นรัฐบาลต้องสร้างโครงสร้างพื้นฐานในด้านต่างๆ ทั้งการขนส่งทางบก ทางอากาศ รองรับนักท่องเที่ยวที่จะเดินทางมาทั่วโลก โดยอาจเป็นเมืองใหม่ที่มีความพร้อมในการรองรับ เช่น ศูนย์ประชุมนานาชาติขนาดใหญ่

“เบื้องต้นรัฐอาจต้องลงทุนหลายหมื่นล้าน เพื่อให้โครงการนี้เกิด แต่ถ้าทำได้จริง จะสร้างผลประโยชน์กลับมายังประเทศไทยได้อย่างมหาศาล” นายอรรคพล กล่าว

อย่างไรก็ตาม ในวันที่ 20 พ.ย.นี้ จะร่วมแถลงข่าวกับกระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์ ซึ่งเตรียมจัดงานไทย พาวิลเลียน เพื่อเข้าร่วมงานเวิลด์ เอ็กซ์โป ระหว่างวันที่ 1 พ.ค.– 31 ต.ค.ปีหน้า ที่สาธารณรัฐประชาชนจีน

สสปน. มั่นใจดึงรายได้เข้าประเทศแสนล้าน ชูจุดขายไมซ์ไทย ครีเอท เหนือประเทศคู่แข่ง

เดินหน้าปูทางไทยเจ้าภาพ “เวิลด์ เอ็กซ์โป 2020” ไม่หวั่น 7 ประเทศคู่แข่ง เชื่อมั่น "ความคิดสร้างสรรค์" จุดขายไมซ์ไทย ประเมินลงทุนเบื้องต้น 2 หมื่นล้านบาท กรุยทางเพิ่มรายได้ 5 เท่าทะลุแสนล้าน เตรียมหารือเอกชนร่วมมือ ก่อนชงรัฐบาลลุยเต็มสูบต้นปีหน้า

นายอรรคพล สรสุชาติ ผู้อำนวยการสำนักงานส่งเสริมการจัดประชุมและนิทรรศการ (สสปน.) เปิดเผยถึงแผนการเตรียมการเป็นเจ้าภาพงาน เวิลด์ เอ็กซ์โป 2020 ว่า จากการศึกษางานของคณะทำงานพบว่า ขณะนี้มีประเทศที่พร้อมเข้าประมูลสิทธิจัดงานเวิลด์เอ็กซ์โปในปีเดียวกันนี้แล้วรวม 10 เมือง จาก 7 ประเทศ ได้แก่ ฟิลิปปินส์ ออสเตรเลีย เดนมาร์ก สหรัฐอาหรับเอมิเรตส์ บราซิล แคนาดา และ อเมริกา สสปน. มองว่าประเทศคู่แข่งที่สำคัญ คือ สหรัฐอาหรับเอมิเรตส์ ที่มีเงินลงทุนในการจัดงานสูง

อย่างไรก็ตาม คณะทำงานของ สสปน. ได้มีการเดินสายพบปะภาคเอกชนที่เกี่ยวข้องในเพื่อหาแนวร่วมสนับสนุนรัฐบาลไทย ประมูลงานดังกล่าว พร้อมหารือในการเตรียมการ คาดว่าจะสามารถเสนอแผนและแนวคิดการประมูลงานเวิลด์ เอ็กซ์โป 2020 ต่อรัฐบาลได้ภายในไตรมาสแรกปีหน้า

สสปน. ประเมินการลงทุนเบื้องต้นสำหรับการเป็นเจ้าภาพงานดังกล่าว ราว 2 หมื่นล้านบาท เฉพาะส่วนการจัดงาน ไม่รวมระบบสาธารณูปโภคและการคมนาคม ซึ่งจะเป็นการพัฒนาบนพื้นที่จัดงานประมาณ 1,500 ไร่ คาดว่าจะได้ผลตอบแทนกลับคืนมา 5 เท่า หรือมากกว่า 1 แสนล้านบาทขึ้นไป และมีกลุ่มนักท่องเที่ยวในประเทศ ต่างประเทศและนักเดินทางไม่น้อยกว่า 30 ล้านคน

ทั้งนี้ สสปน.ยังต้องมีแผนในการร่วมมือกับหน่วยงานต่างๆ ของภาครัฐ เพื่อหามาตรการและแนวทางในการลงทุน โดยเฉพาะการเปิดโอกาสให้เอกชนร่วมลงทุน และหาเมืองที่เหมาะสมในการจัดงานครั้งนี้ไม่น้อยกว่า 3 เมืองด้วยกัน

“ผลประโยชน์ที่จะได้กลับมายังประเทศไทย จากงานเวิลด์ เอ็กซ์โป มีมหาศาล ไม่ว่าจะเป็นการจ้างงาน ระบบสาธารณูปโภค รถไฟฟ้าความเร็วสูง ถนน ไฟฟ้า ประปา รายได้จากการเข้าชมงาน ค่าลิขสิทธิ์และโฆษณา โอกาสการชักจูงนักลงทุนมาลงทุนในไทย รายได้ต่อจีดีพี และภาพลักษณ์ที่ดีต่อประเทศไทย ซึ่งเชื่อว่ามีความเป็นไปได้สูง" นายอรรคพล กล่าว

เพื่อเป็นการปูทางสู่การเป็นเจ้าภาพดังกล่าว ล่าสุด สสปน.ได้ร่วมกับกระทรวงพัฒนาสังคมและความมั่นคงของมนุษย์ ร่วมแสดงศักยภาพของประเทศไทยในงานเวิลด์ เอ็กซ์โป 2010 เซี่ยงไฮ้ ไชน่า ครั้งล่าสุด ปี 2553 ที่ประเทศจีน ในวันที่ 1 พ.ค.-31 ต.ค. 2553 ภายใต้รูปแบบอาคารทรงไทยที่นำเสนอนิทรรศการ 3 ส่วนเกี่ยวกับวิถีไทย ซึ่งใช้งบลงทุนกว่า 600 ล้านบาท ทั้งนี้การเป็นเจ้าภาพ เวิลด์ เอ็กซ์โป ของจีนครั้งนี้ถือเป็นครั้งที่ใหญ่ที่สุด จัดงานบนพื้นที่มากกว่า 3,300 ไร่ ภายใต้การลงทุนกว่า 1.39 แสนล้านบาท ตั้งเป้าหมายผู้ชมงาน 70 ล้านคน

สสปน. เผยใช้งบ บิดดิงงานเวิลด์เอ็กซ์โปขั้นต่ำ 150 ล้านบาท เล็งชงแผนเข้าครม.พิจารณาม.ค.นี้

นายอรรคพล สรสุชาติ ผู้อำนวยการสำนักงานส่งเสริมการจัดประชุมและนิทรรศการ (องค์การมหาชน) หรือ สสปน. เปิดเผยว่า สสปน.จะเสนอแผนการประมูลสิทธิเป็นเจ้าภาพจัดงานเวิลด์เอ็กซ์โป ปี 2562 มูลค่าเบื้องต้น 150 ล้านบาท ต่อที่ประชุมคณะกรรมการสสปน. (บอร์ด) ในวันที่ 23 ธ.ค.นี้ เพื่อผ่านความเห็นชอบ ก่อนนำ เรื่องดังกล่าวเสนอในที่ประชุมคณะรัฐมนตรี (ครม.) ในเดือนม.ค. ปี 2553

งบดังกล่าวเพื่อจัดทำขั้นตอนการดำเนินการเตรียมความพร้อม แบ่งเป็นเฟสแรกสำหรับศึกษา จัดทำแผนจำนวน 50 ล้านบาท และเฟสสอง สำรวจพื้นที่ที่มีศักยภาพการจัดงาน จำนวน 100 ล้านบาท ซึ่งสสปน.จะรวบรวมพื้นที่ที่อยู่ ในการครอบครองของภาครัฐ เช่น กรมธนารักษ์ กระทรวงการคลัง พื้นที่ทหาร ฯลฯ โดยคาดว่าสถานที่ของการจัดงานจะมีเนื้อที่กว่า 1,000 ไร่

สำหรับการลงทุนด้านโครงสร้างพื้นฐานในด้านต่างๆ เพื่อรองรับการเดินทางของนักท่องเที่ยว จะเสนอรัฐบาลเปิดกว้างให้ภาคเอกชนเข้ามาลงทุนร่วมกับภาครัฐ ซึ่งการลงทุนในส่วนดังกล่าวจะมีมูลค่าราว 2 หมื่นล้านบาท

อย่างไรก็ตาม การเข้าร่วมประมูลสิทธิ ซึ่งมีขึ้นในปี 2554 พร้อมตัดสินผู้ที่ได้รับสิทธิการเป็นเจ้าภาพ 2557 เชื่อว่าเวทีดังกล่าวจะช่วยโฆษณาประชาสัมพันธ์ภาพลักษณ์ความพร้อมของประเทศไทยในการเป็นเจ้าภาพจัดงานนิทรรศการระดับโลก

ฝันสูงคว้า"เวิลด์เอ็กซ์โป" สสปน.จัดทีมพรศิริประธาน

สสปน.เดินหน้าเข้าร่วมประมูลจัดงานเวิลด์ เอ็กซ์โป ตั้งคณะทำงานศึกษาแนวทางให้ ครม.พิจารณาในเดือน ก.พ.พร้อมเผยผลประมาณการเบื้องต้นดันรายได้กว่าแสนล้านบาท

นายอรรคพล สรสุชาติ ผู้อำนวยการสำนักงานส่งเสริมการจัดประชุมและนิทรรศการ (องค์การมหาชน) หรือ สสปน.เปิดเผยว่า การประชุมคณะกรรมการ (บอร์ด) เมื่อวันที่ 23 ธันวาคมที่ผ่านมา ได้เห็นชอบแต่งตั้งคณะทำงานเตรียมการเสนอคณะรัฐมนตรี (ครม.) เพื่อพิจารณาการเป็นเจ้าภาพการจัดงาน "เวิลด์ เอ็กซ์โป 2020" ซึ่งมีนางพรศิริ มโนหาญ ที่ปรึกษาบอร์ด สสปน.เป็นประธาน

นอกจากนี้ยังมีผู้แทนจากกรมส่งเสริมการส่งออก กระทรวงพาณิชย์ กรมสารนิเทศ กระทรวงการต่างประเทศ และตัวแทนสมาคมที่เกี่ยวข้อง อาทิ สมาคมส่งเสริมการประชุมนานาชาติ (ไทย) หรือทีก้า สมาคมโรงแรมไทย เป็นต้น ได้ร่วมเป็นคณะทำงาน อย่างไรก็ดีคาดการณ์ว่าจะสามารถนำเสนอแผนดังกล่าวให้ ครม.พิจารณาได้ประมาณ ก.พ.ปี 2553

สำหรับกรอบหน้าที่ของคณะทำงานชุดนี้มีขึ้นเพื่อศึกษาการเตรียมการจัดงานเวิลด์ เอ็กซ์โป งบประมาณที่ต้องใช้จ่าย และขั้นตอนการดำเนินการ การกำหนดแนวทาง รวมถึงการศึกษาการจัดงานอินเตอร์เนชั่นแนล เอ็กซ์โปไว้เป็นทางเลือก ควบคู่กับการจัดงานเวิลด์ เอ็กซ์โปด้วย เพื่อให้ ครม.พิจารณาว่าแนวทางใดที่มีความเป็นไปได้สูงสุด

ทั้งนี้ผลการศึกษาเบื้องต้นหากมีการจัดงานเวิลด์ เอ็กซ์โป จะต้องมีการลงทุนเบื้องต้น 2 หมื่นล้านบาท แต่จะทำให้เกิดความคุ้มค่าในการลงทุนได้ถึง 8 เท่า โดยสามารถสร้างรายได้ 167,250 ล้านบาท มีผู้เข้าชมงาน 30 ล้านคน แบ่งเป็นผู้เข้าชมงานในประเทศ 70% ผู้เข้าชมงานต่างประเทศ 30%

นายอรรคพลกล่าวว่า นอกจากนี้ยังได้รายงานผลการดำเนินงานของอุตสาหกรรมไมซ์ในช่วง พ.ย.ซึ่งมีแนวโน้มที่ดีขึ้น โดยกลุ่มที่เดินทางเข้ามาประชุมและท่องเที่ยวเพื่อเป็นรางวัล (MI) มีทั้งสิ้น 490 งาน ชนะประมูลการจัดงานคอนเวนชั่น 2 งาน และได้งานการจัดนิทรรศการอีกจำนวน 3 งาน.
