Gujjar ki Thadi, Ramniwas Bagh parking inaugurated

JAIPUR: Chief minister Ashok Gehlot on Sunday threw open the much-awaited Gujjar ki Thadi underpass and Ramniwas Bagh parking to the public during grand functions here. With the opening of the underpass, traffic congestion in the Walled City and GopalPura bypass is expected to reduce tremendously.

Gehlot inaugurated the Gujjar Ki Thadi underpass around 11 am. Speaking on the occasion, he said the 374-meter-long underpass connecting Mansarovar and New Sanganaer from Gopal Pura will provide a swift passage to the residents who are facing traffic jams since long. The CM then proceeded to the Ramniwas Bagh parking around 11.45 am, where inaugurated the project.

After extension of the deadline thrice, the Ramniwas Bagh parking project has finally seen light of day. Around 915 cars can be parked in the space provided and it will reduce congestion on the roads of the Walled City area. According to JDA officials, the project has been completed after spending Rs 50 lakh.

Addressing the gathering, the chief minister requested the shopkeepers to resolve the issue over parking in the newly inaugurated project and not to protest against the parking charges. The chief minister also advised the shopkeepers and the Walled City residents to walk everyday. "Though, there is a bus facility that will help the residents who will park their cars at Ramniwas Bagh, residents and shopkeepers should walk to their destination to stay healthy," he said.

Gehlot also said he had intended to make the Walled City a no parking zone had it been feasible. The market associations are protesting against the state government as they claim that the Jaipur Development Authority (JDA) is charging higher rates from its permanent customers. The market associations are demanding each monthly parking pass should not be more than Rs 300, whereas, the JDA has fixed Rs 1600 for the monthly pass. The shopkeepers have refused to use parking space at these rates.

Earlier, the two city projects were proposed to be opened along with the Ghat Ki Ghuni project on January 19. However, it was postponed at the last minute after Congress supremo Sonia Gandhi reportedly expressed some apprehensions.

Jaipur's autorickshaws to be fitted with GPS

Around 12,000 autorickshaws in the city will be fitted with global positioning system (GPS) to enable police track them down in case of emergencies or respond quickly if passengers, especially women, are harassed by auto drivers, officials said on Monday.

A senior police officer told sources that the need for keeping an eye on the city's public transport was felt after the gang-rape of a young physiotherapist in Delhi December last year.

"About 12,000 auto rickshaws ply in the city every day. In the state government's traffic control board meeting held recently, it was decided that these autos should be enabled with GPS," he added.

"After the implementation of the project, we would be able to track down any auto running in the city. In case of an emergency, like a passenger being harassed, the GPS would enable us to respond quickly."

The project is likely to be implemented from the next month, the official added.

The route on which an auto can ferry passengers will be fixed and a control room will be set up to keep watch on their movements.

"Autos plying on a particular route will be painted in similar colours to differentiate them from those running on other routes," the official said.

JMC all set to implement premium parking fees in Wall City area soon

Jaipur: The Jaipur Municipal Corporation (JMC) is all set to implement premium parking charges in the Walled City area soon as the deadlock between the shopkeepers and the civic bodies over the issue is nearly resolved. Once implemented, the premium parking fees will be imposed on all permanent, visitors and owners' vehicles, including both four- and two-wheelers.

Monthly passes can be made for shop and house owners under the scheme which will provide relaxation in charges for parking their two- wheelers. Permanent parking for four-wheelers will, however, be available only at the newly constructed multi-level parking at Ramniwas Bagh.

"The plan to implement the premium parking charges in the Walled City area has been completed. We are waiting for the nod from higher authorities to implement it," JMC chief executive officer (CEO) Jagroop Yadav said.

According to officials, owners will only be allowed to park their vehicles for two hours. For parking four- wheelers in the Walled City area, a vehicle owner has to pay Rs 10 for one hour after which the owner has to pay Rs 20 for the next hour. Similarly for two-wheelers, for the first one hour, the owner has to pay Rs 5 and Rs 10 for the next hour. It is expected that the monthly passes for two wheelers will be around Rs 300.

Meanwhile, the Jaipur Development Authority (JDA) has fixed Rs 1,200 per month for parking vehicles at Ramniwas Bagh parking. As the market associations were protesting against the government claiming that the JDA is charging higher rates from their permanent customers and demanded that rates has been reduced. The market associations still believe that the rates decided were not affordable.

The associations are demanding that each monthly parking pass should not be more than Rs 300. Official sources at the JDA, however, said, "It is proposed that Rs 70 per day will be taken from a vehicle owner, which totals up to Rs 2,100 per month. Relaxation has already been provided. If the proposal of Rs 300 is approved, majority of parking space will be occupied by the shopkeepers only and it will be a huge loss."

जवाहर सर्किल पर दिखेगा वर्ल्ड क्लास जयपुर

यह होगा

जवाहर सर्किल के चारों ओर बड़े भूखण्डों पर ऊंची इमारतें ही बनेंगी। सर्किल से निकलने वाली जगतपुरा रोड, टी-2 रोड, स्टेट हैंगर रोड, ईपी रोड पर भी कुछ दूरी तक इसका ध्यान रखा जाएगा।

मकसद

एयरपोर्ट से निकलते ही शहर में प्रवेश का यही मुख्य मार्ग है। इसलिए इसका सुनियोजित और विशेष विकास होना जरूरी। टर्मिनल-दो से जेएलएन मार्ग तक के चारों ओर एकरूपता लाना।

जवाहर सर्किल के चारों को एकरूपता के लिए बड़े भूखण्डों पर कम से कम 15 मीटर ऊंची इमारत बनानी होगी। एयरपोर्ट के आस-पास एयरपोर्ट अथॉरिटी के नियमों के तहत इमारत की ऊंचाई होगी।

चौड़ी होंगी सड़कें

जवाहर सर्किल के चारों ओर की सड़क की चौड़ाई 3.5 मीटर बढ़ेगी।

इसके बाद 3 मीटर चौड़ी सर्विस रोड और पार्किग भी बनाई जाएगी।

सर्किल से सटी 3 लेन सड़क का उपयोग पार्किग और पाथ-वे के लिए।

सर्किल का मूल स्वरूप दिखाने के लिए चारों ओर का अलग प्लान बनेगा।

सर्किल के पीछे फूड कोर्ट प्रस्तावित है। जेडीए आयुक्त ने इससे चूहों की समस्या की बात कही। फैसला बाकी।

...तो अवाप्त हो जमीन

डवलपमेंट प्लान के आधार पर निर्माण न कराने वाले भू-मालिकों की जमीन अवाप्त हो सकती है। धारीवाल ने कहा, जो पालना न करे, उन्हें नोटिस देकर जमीन अवाप्त करें। इस परिघि में आ रहे मौजूदा निर्माण से अघिक निर्माण की अनुमति के लिए जेडीए प्लान बनाएगा। इसके पीछे ऊंची इमारतों की एकरूपता का हवाला दिया जा रहा है। धारीवाल ने पूर्ण निर्मित छोटे भूखंडों के नियमन की सलाह दी है।

चारदीवारी में बैटरी वाले रिक्शे चलाने पर विचार...

शहर में 16 फरवरी से पार्किग की नई व्यवस्था की जा रही है। इसके तहत जौहरी बाजार, चौड़ा रास्ता व त्रिपोलिया में दो घण्टे ही वाहन खड़े हो सकेंगे। पुलिस का मानना है कि चारदीवारी में जाम का बड़ा कारण साइकिल रिक्शा हैं। इसके अलावा डीजल वाले ऑटो प्रदूषण फैलाते हैं। इसीलिए जाम व प्रदूषण से निजात दिलाने के लिए बैटरी वाले रिक्शे चलाने पर विचार हो रहा है।


80 हजार रूपए कीमत

बैटरी रिक्शे की कीमत करीब 80 हजार रूपए है। एक बार बैटरी चार्ज होने के बाद यह 80 किमी. चलता है। इसमें चालक के अलावा चार सवारियां बैठ सकती हैं। पुलिस एनजीओ या सामाजिक संगठनों से सम्पर्क कर साइकिल रिक्शा चला रहे लोगों को ये रिक्शा उपलब्ध कराने पर विचार कर रही है।

गलियों में रहेगी नो-पार्किग

मुख्य बाजार में पार्किग शुल्क से बचने के लिए वाहन चालक गलियों का सहारा नहीं ले सकेंगे। दिन के समय गलियों में नो-पार्किग रखी जाएगी। स्थानीय निवासियों को वाहन घर के अन्दर ही खड़े करने होंगे। शहर में शनिवार से होने वाली विशेष व्यवस्था के तहत त्रिपोलिया, चौड़ा रास्ता, जौहरी बाजार व बापू बाजार में पार्किग शुल्क लगेगा।

सब्सिडी पर करेंगे बात

चारदीवारी में प्रदूषण कम करने के लिए बैटरी रिक्शा ही विकल्प है। कीमत कम करने तथा सब्सिडी के लिए सरकार से बात की जाएगी।

वन-वे पर सहमति, होगा विचार

ट्रैफिक पुलिस के साथ गुरूवार को हुई व्यापारियेां की बैठक में चारदीवारी के बाजारों में वन-वे पर भी सहमति बनी है। पुलिस इसे मूर्त रूप देने की संभावनाओं पर विचार करेगी। बैंक कर्मचारी भी तैयार : बैठक में यह भी निर्णय किया गया कि चारदीवारी स्थित विभिन्न बैंक की शाखाओं में कार्यरत अधिकारी व कर्मचारी भी रामनिवास बाग पार्किग में ही वाहन खड़ा करेंगे।

फर्म ही वसूलेगी शुल्क

नगर निगम ने वैकल्पिक व्यवस्था के नाम पर रामनिवास बाग पार्किग की अनुबंघित फर्म को परकोटे के बाजारों में ग्राहकों के वाहन का पार्किग शुल्क (प्रीमियम शुल्क) वसूलने का काम देने की तैयारी कर ली है। इस सम्बंध में गुरूवार को राज्य सरकार को प्रस्ताव भेज दिया गया। सरकार से प्रस्ताव स्वीकृत होते ही 16 फरवरी से परकोटे के तीन बाजारों में यह फर्म प्रीमियम शुल्क वसूलेगी।

HFO Architects recently submitted this design for Jaipur's new ISBT. No idea if it was selected or not.

An National Open Design Competition to reimagine the existing and almost defunct bus terminal in the heart of present day Jaipur.

The design uses vertical segregation of pedestrian and vehicular traffic to arrive at a design where there is minimal crossing of paths of the three major traffic types – pedestrian, local private and public transport, and interstate bus traffic. The ground is treated as large pedestrian plaza that fronts the site, and continues as an edge strip thereby integrating the site into the everyday hustle-bustle and consciousness of the city. Activity specific to Bus travel and support functions are housed in a single terminal building lifted above the plaza, that feeds passengers to the two platform areas through over head or subterranean conduits that bypass the bus causeway and the pedestrian plaza for efficient access. The buses, on two levels are covered with huge tensile roof that shades and protects from rain. To the centre and rear of the site are a hotel and office complex that similarly float over the pedestrian plaza and bus platforms. The fašades removes any notion of scale from the outside by a carefully designed repetition of single unit.

The design seeks to examine a new possibility in design for transportation, a new building type which we hope will transform architecture for across India.

Jaipur Municipal Corporation told to re-invite tenders for ducting in Walled City

JAIPUR: The project for ducting (underground tunnel for wiring) in the Walled City continues to move at snail's pace as the Jaipur Municipal Corporation (JMC) has once again invited the tenders after the state government rejected the proposal.

A senior JMC official explained, "Since only a single tender was received, the state government has rejected the proposal and directed to invite tenders again, so the process has been started once again."

The project was surrounded by controversies from the time it was proposed. The urban development and housing (UDH) minister, Shanti Dhariwal expressed his anger over the officials' unilateral decision to give a go-ahead to the company for preparing a detailed project report (DPR) of the ducting project. The minister termed the project "infeasible" and claimed that JDA and JMC did not have funds for the project at present.

However, after the empowered committee was constituted to develop Pink City as a world-class one, the state government decided to start a pilot project from Sanjay Nagar market on a smaller scale. "The estimated cost of Sanjay Nagar ducting project was Rs 35 crores and the company asked 2% of the amount to prepare a DPR. Since only company working on it, the process became longer," added an official.

Earlier, the UDH department did not start the ducting pilot project in the entire Walled City due to shortage of funds.

In a seven-point letter addressed to the empowered committee, the department has mentioned the reasons for not initiating the Rs 3,404 crore pilot project.

The department is struggling to arrange funds for the ongoing projects in the city. In such circumstances, initiating construction work for the Rs 3,404.72 crore ducting project will be a difficult task," read the letter.

Currently, projects such as, Jaipur Metro, Ring Road, overbridges, underpasses and parking areas are underway. As a result, the roads in the city are congested making it infeasible to initiate any new project, the letter further said.

According to the department, the project will not be feasible in the Walled City which is not only densely populated but also has narrow lanes and old buildings.

The department said the residents of the Walled City are already facing problems due to the ongoing project of developing Chaura Rasta and Johari Bazaar as model roads. At many places, cables for telephone and electricity have been recently laid. These projects will be hindered if the ducting project is initiated now, it said.

The letter also said that if the DPR is prepared now, there will be a difference in the actual project cost later. "The work for the ducting project can be started only after the completion of the Jaipur Metro and the Bus Rapid Transit System (BRTS) projects. There will be difference in the project cost, if it is prepared now," it said.

Rajasthan Housing Board to come up with 24-floor housing complex

AIPUR: For Jaipur it seems sky is the limit, literally. The Rajasthan Housing Board (RHB) is all set to enter reach up to the sky with a 24-floor residential complex that is to be built in Mansarovar area. The building will be the tallest to be built by any civic body in the history of Rajasthan.

A senior official source confirmed the news and said, "The RHB is planning to launch the scheme by next year. Around 600 flats will be developed on vacant land on VT Rad." Before this, tallest buildings constructed by the RHB were Pratap Apartments and Mewara Apartments in the city i.e. G+11.

According to the official, RHB had 2 lakh square metre of land, out of which 1 lakh square metre was given to the Jaipur Metro to develop the casting yard. After this, 10,000 square metre land was sold to a private developer in an auction.

Officials said that many other departments are eyeing this piece of land for their project. Earlier, the board had allotted land for Jaipur Metro and Bus Rapid Transit System (BRTS) projects. The scheme is being launched by the board to benefit the residents. "The same land was reserved for commercial usage, however, after changing the land use it will be used for residential purpose," a source said.

Not to be left far behind sources confirmed that permission has been given to a private builder for a 25-floor skyscraper on Ajmer Road. Also on the anvil is another one with 22 floors in close proximity to the RHB complex. According to officials, the height of the residential building will approximately be between 65-70 metres.

With the land space shrinking and availability of land for independent houses facing a huge shortage RHB has adopted the concept of vertical growth. The Jaipur Development Authority (JDA) is planning to allow builders to construct more flats. "We are planning to make some changes in Floor Area Ratio (FAR) bylaws. A proposal to changes in building bylaws to increase the FAR will also be drafted soon," said a JDA official.

"This will be beneficial for the residents as well as for JDA. If changes are made in bylaws, the authority land will be auctioned at higher rates," he added.

Cabinet clears Rs 3260cr investments; sports car manufacturing unit near Jaipur by Eicher Polaris

JAIPUR: The state cabinet on Wednesday cleared proposal for eight industries that promise to bring investments worth Rs 3,260 crore and generate employment opportunities for around 2,900 people. One of the investment proposals is related to setting up a sports car manufacturing unit near Jaipur by the Indo-US joint venture company Eicher Polaris. The other investment proposals are about automobile parts, batteries, cement factories, steel and ATM machine parts.

Proposals related to amendment in the Rajasthan Universities' Teachers and Officers (Selection for Appointment) Act, 1974, amendment in various Universities' Act for having common rules and initiate inquiry into their financial matters got the cabinet nod. The medical university vice-chancellor's retirement age would be brought at par with that of the other universities' V-Cs, which is at 70 years. The amendment bills would be tabled during the assembly budget session beginning Thursday.

Other proposals that received cabinet clearance related to the urban development and housing, revenue, forest, finance and education departments. Yet another decision taken was about reinstituting the Bapi rights to marginal quarry miners whose licences (bapi patta) were cancelled post independence. "The government till date has neither acquired these quarry lands nor is earning any royalty from them. Moreover, they are small-time and traditional miners engaged in manual labour and dependent entirely on quarry mining. The cabinet decision will give them employment and generate revenue for the government," industries minister Rajendra Pareek said. The decision would affect 152 quarry mines in Nagaur's Makrana region. A couple of matters related to the urban development and housing (UDH) department in Jaisalmer and Udaipur also got the cabinet nod on Wednesday.

The Eicher Polaris Pvt Ltd would invest Rs 500 crore for its manufacturing unit to be set up at Kukas on Jaipur's outskirts. "They will manufacture a special-wheeler for the desert areas as there is a growing interest in desert car rallies here," the industries minister said. The investment promises employment for around 700 people. The draft of Rajasthan Lands (Restrictions on Transfer) Bill, 2013, that restricts acquisition interest in lands situated in border areas notified under the Criminal Law Amendment Act, 1961, was also approved. The proposal to increase Jaisalmer's Urban Improvement Trust area too was cleared.

कंपनी ने प्रिजेंटेशन में बताया कि दिल्ली की तर्ज पर जवाहर सर्किल पर चारों दिशाओं में निकलने वाली रोड पर जेब्रा क्रॉसिंग, टेबल टॉप डिजाइन तैयार करके दुर्घटनाएं रोकी जा सकती हैं। सर्किल से गुजरने वाली सड़कों पर हर समय भारी वाहन तेज रफ्तार से चलते हैं, ऐसे में पैदल यात्री सौ फीट चौड़ी सड़क पार कर ही नहीं पाता, उससे पहले दूसरा वाहन आ जाता है।

सर्किल पर पहुंचने वाली सड़कों और सर्किल की सर्विस रोड के बीच एक जेब्रा क्रॉसिंग देकर टेबल टॉप डिजाइन बनानी होगी। इससे जेब्रा क्रॉसिंग से होकर पैदल यात्री टेबल टॉप पर चढ़ जाएगा। इससे बिना दुर्घटना व्यक्ति निश्चित स्थानों से सर्किल तक पहुंच पाएंगे। पिछले दिनों नगरीय विकास मंत्री शांति धारीवाल ने जवाहर सर्किल का दौरा कर दुर्घटनाएं रोकने के लिए रिडिजाइन के निर्देश दिए थे।


> बनेंगे फूड कोर्ट

जवाहर सर्किल के चारों तरफ सर्विस रोड के सहारे ऐसे फूट कोर्ट विकसित किए जाएंगे, जिनसे मशीन द्वारा पेमेंट कर व्यक्ति खाने-पीने की वस्तु खरीद सकेगा। फूट कोर्ट में सामग्री वही उपलब्ध कराई जाएगी, जिन पर कौए-चील मंडराकर वायुयानों से नहीं टकराए। ऐसे करीब 45 फूड कोर्ट पर विचार चल रहा है।

> सेंट्रल पार्क की तर्ज पर वाक-वे का प्रस्ताव

जवाहर सर्किल पर सेंट्रल पार्क की तर्ज पर मिट्टी का जॉगिंग वाक वे विकसित करने का भी प्रस्ताव है। विशेष प्रकार की मिट्टी बिछाकर इसे तैयार किया जाएगा।

33.5 मीटर ऊंची बन सकेगी इमारत

भारतीय विमानपत्तन प्राघिकरण ने जमीन पर इमारत की अघिकतम ऊंचाई 33.5 मीटर तय कर दी है। लिखित अनुमति आनी है।

JDA plans extension of Ramniwas Bagh underground parking to accommodate 2,500 cars

JAIPUR: The Jaipur Development Authority (JDA) is planning to connect three nearby markets of the city to the Ramniwas Bagh parking by constructing subways.

The move came after directions were made by the empowered committee constituted to develop Jaipur as a world-class city.

"Directions have also been made to propose shops in the subways for auction on either side as this will ensure safety and upkeep the maintenance," a senior official said.

Initially, it is proposed that the subways will be constructed at Sanganeri Gate, Ajmeri Gate and Chaura Rasta after the parking is extended. An official also explained the state government may also launch phase II of RamniwasBagh parking soon by extending the area to accommodate nearly 1,500 more cars. If implemented, the project is set to become the country's largest underground parking with space for 2,500 cars.

The current parking capacity of Ramniwas Bagh is 950 cars. "At present only 500 Walled City residents and shopkeepers can permanently park their four-wheeler vehicles, whereas, the number of vehicles coming to the city is more than two thousands. The expansion will give a major boost to the ongoing efforts for decongestion of roads, especially in the Walled City markets and MI Road that bustle with traffic," the official said.

If everything goes according to plan, the urban development and housing (UDH) department will construct the underground parking parallel to MI Road. An underpass to facilitate the underground traffic is also being considered. "The proposal is under serious consideration. We are looking at the possibilities and if it happens, the parking space will be almost doubled," a senior UDH official said.

Agencies have been asked to make a detailed project report of the plan. The officials are convinced that the project can be conceived and it won't take much time kick off the second phase. "The idea came only after the current parking space was created. There are technical issues involved but the expansion is practical and possible," sources in the department said.

The project will be one-of-its-kind in the country. At present, the biggest public multi-level parking is at Indira Gandhi Airport, New Delhi, which has a parking space for 4,300 cars. But in the five-storey parking only two slots are underground while rest is at or above ground level.
