Crown Sydney has been recommended for approval. Department of Planning and Environment has recommended that Crown does not need to reduce the size of the podium, amongst other recommendations made by the Design Panel.

Crown Sydney will however progress plans for an observation deck on level 65 (at approximately 250m)

James Packer's Crown Resorts has warned the NSW government that if it is forced to shrink the size of the podium on its proposed $1.2 billion Barangaroo casino resort the entire project will be at risk.

A reduction in the podium footprint of the 271-metre-high tower – to give the public better access to the harbour foreshore – was a key recommendation of an expert panel appointed by Planning Minister Rob Stokes.

But doing so would slash the number of gambling tables Crown could fit inside the casino planned for the podium.

Crown argued that it would "have a major impact on the scale, economic and financial viability of the VIP gaming facility within the podium and therefore the future of the project".


In a decision released on Tuesday, the Department of Planning recommended to the independent NSW Planning Assessment Commission that Crown not be forced to shrink the podium.

It said changes that break up its visual impact – such as introducing a new "recess" in the building and changing some of the cladding on the southern facade – would suffice.

Instead, the department said Waterman's Cove to the south of the Crown tower would be reconfigured into a semi-circular design to increase the surrounding public promenade and improve access to the foreshore.

However, the department did accept a major recommendation that the public be given access to the upper levels of the building, via a new observation area accessible by guided tours.

But the member for Sydney, Alex Greenwich, said the department's recommendations highlighted "the extent at which they have let Crown railroad this project".

"Instead of ignoring the wider public's needs, the government should start ignoring Crown's convenient excuses to overcommercialise and dominate this significant and unique Sydney harbour redevelopment project," Mr Greenwich said.

A Lend Lease spokeswoman said achieving design excellence had been a key focus and "we are thankful for the feedback that has been provided".

"The department has now made conditions for consent to the NSW Planning Assessment Commission and we look forward to progressing," the spokeswoman said.

A Crown spokesman said the updated designs, including the podium changes, "will help ensure Crown Sydney is embraced by the local community and visitors as one of the world's best hotels and architectural icons".

"The observation deck at the top of Crown Sydney will be an iconic experience for Sydneysiders and an additional tourism asset to attract interstate and international tourists."

“For too long Sydney has suffered from a lack of luxury tourism accommodation and Crown Sydney will help
turn that around. We will now move quickly to begin excavation work. We are expecting to complete
construction and open in early 2021.”
Commenting on the approval, Crown’s Chief Executive Officer, Mr Rowen Craigie, said:
“We are pleased that the NSW Planning Assessment Commission has given the green light for this important
piece of tourism infrastructure to go ahead. Everyone at Crown is looking forward to commencing construction
of Sydney’s first six-star hotel resort.”
The Mod 8 and Crown Sydney applications have been approved subject to a number of substantial
modifications and conditions which are currently being reviewed by Crown.
