This issue has been discussed many times in this thread.
This is fake information. Only a letter of intent was signed with the Chinese but the contract was not signed.
There is no need to build a second plane. The one single AN-225 aircraft can successfully handle all orders in its segment.

quite honestly I don't think the An-225 will ever be completed.
Aside from staffing and money issues.. the one thing people forget is why should it be completed?

Who needs it?

The An-225 was designed for a very very specific role with a very specific customer (Soviet Union to carry the Buran shuttle).

There are no more Buran shuttles anymore and the US stopped using their own shuttles either.
Rocket launches are cheaper.

Air freight can already be handled by existing transport aircraft that have a large number of spares and established logistic chains (747 variants, An-124, etc)

The existing 225 flies rarely nowadays, it is big news when it does have an outsize load to transport. I would be one of the few around here who ever even saw it, it was in SNN just before George W invaded Iraq.

The one in the hangar is in that state for around 30 years now and spent over half that time lying around outside until it was brought indoors and cleaned up some 10 years back.

I have never seen a photo of that hanger containing those incomplete Spamtonovs with a worker anywhere near a plane doing something useful. The whole world got the message by 2000, I think, and that hanger is only a peculiar sort of museum now.
