I also inspected the construction of the 48km long Ngong-Kiserian-Isinya road & the 43km long Kajiado-Imaroro road. The entire project is ahead of schedule with the progress at 57% compared to the time elapsed of 46% & is planned for completion in May 2020. -CS Transport

Lessons we could learn from Uganda on the urban roads construction.

I have realised the quality of road especially urban in neighbouring countries is continuously improving but our roads have either deteriorating or remaining same standard. I think this is because of mediocrity and mostly because of corruption. if someone received a kickback, they are satisfied, they will never follow up to ensure that the road was done to best quality and value for money was delivered.

Some updates to roads that had been on the table for upgrading since 2014 .. I suppose better late than never:

Macharia is just the worst. Dude has a 300+B budget but has somehow been able not to have a great impact. With over 1.5Trillion in last 5 years under his watch and thika road still remains the "wonder" road

Road projects thread (minor)

I like how youíve put it altogether in total funding. Shs 1.5 trn over five years and whatvti dhow got it!! My point has been that constructed roads donít move elsewhere such that if you build this year next year it wonít be there but we have had terrible or nonexistent roads for so long. Some roads exist on govt. budgets and reports but nowhere on google maps if tried to locate them. Iíve seen one budgeted for in 1988 that has never been built to date. Itís embarrassing to live in such a country of thieves, yet itís home so only we can fix it.

To be honest nowhere near the 300B that is in the budget gets disbursed.Only about 50-100B gets disbursed and out of that a fraction is used, some is stolen by the ministry or contractors and some is actually returned to the Exchequer unused

The problem is the Treasury disburses the money close to the end of the financial year. Its the same thing the County Govts have been complaining about. Imagine receiving the cash with only three months to go before the year is over? How much can realistically be done in three months?

This practice of the treasury breeds corruption and looks suspect. How does the treasury expect the implementing agency to utilize the money on that short window of time. Iíd say if it comes that close, move that project and the money allocated to it into the next financial year and allocate it first month of the fiscal year and the implementing agency to begin implementing immediately. The other way is to dissociate project implementation timeline with the budget, that is even if money is allocated last month of fiscal year, give the agency money they need for one month for the project and put the rest in the next fiscal yearís budget then pay beginning of next fiscal year. This seems quite simple and I donít understand the issue.
