they don't need renovation like our commie blocks for better energy efficiency. sure they have some days below 0 degrees every winter, Madrid's January average is 6 degrees which is warmer than April in Riga. so called heating season could be 3 months and they could just use electricity or air-water heat pumps.

in EE we need to renovate buildings for better insulation because in commie time energy was cheap so house are not effective and loose heat energy. on the other hand renovated houses look much better like this one
