Supreme Infrastructure secures 2 new Road BOT projects

Supreme Infrastructure India Limited has added Two Road projects on BOT basis and a project in building vertical.

Jaipur Ring Road - This project is for the development of the outer ring road in Jaipur city. The project has been bagged by Supreme Infrastructure India Ltd. (SIIL) and its JV partner Constructora Spain S.A. (Sanjose ). The cost of the project is estimated at Rs. 1,045 crore and will be a 60:40 JV between Sanjose and Supreme Infrastructure India Ltd. (SIIL). The project is awarded by Jaipur Development Authority (JDA). The EPC work will be executed jointly by Supreme and Sanjose in equal proportion. This project will be housed in the SPV, Sanjose Supreme Tollways Development Private Limited.

Patiala Malerkotla Road - Supreme Infrastructure India Ltd. has taken over a partially completed project from the original concessioner. The project is in the State of Punjab and necessary approvals from Punjab Infrastructure Development Board has been taken by the Company in this respect. The project cost is estimated at Rs. 93 crore and is expected to get completed in 4 months. This project is housed in the SPV Supreme Infra Projects Private Limited. The entire equity of this SPV is held by Supreme Infrastructure BOT Private Limited, a 100% subsidiary of Supreme Infrastructure India Limited. The EPC work will be executed by Supreme Infrastructure India Ltd.

The company also received a work order for ESIC Hospital - Phase 2, Mumbai Work for the construction of 2nd Phase of ESIC Hospital, Mumbai has been awarded to the Company. The 2nd phase of the Hospital is in addition to the 1st Phase of the Hospital which is already under execution by the Company. Order size is Rs. 110 Crore and is expected to be executed by December - 2013.

The stock was trading at Rs.183, up by Rs.2.85 or 177%. The stock hit an intraday high of Rs.188.95 and low of Rs.177.

The total traded quantity was 10912 compared to 2 week average of 6825.
Ring road: JDA's woes continue

The problems of Jaipur Development Authority (JDA) in connection with the ring road project seem to be endless as now it can face a financial setback.

As JDA has not able to provide 60% possession of the land within given period of time it will be compelled to pay penalty to the awarded company, Sanjosh Supreme. A JDA senior official said, "As per the agreement the authority has to pay 20% of the project cost as penalty. The maximum amount of penalty is Rs 9 crore." He added, "The JDA has acquired around 1,620 hectares for the project and within 45 days it was mentioned that it has to provide 60% of the acquired land to start the work." It was given in the agreement that if the authorities fail to give possession of the land for the project within the stipulated time it has to bear a penalty. The commencement date of the project was July 28.

He added, "The issue will be discussed in the empowered committee meeting as the penalty is still on." An official explained that in the agreement it was also mentioned 0.01% of Rs 890 crore, which is the total project cost, would have to be given per day by JDA to the company as penalty, in case of failure.

An official said the penalty was not taken by the company on the late deposit of financial closure. To save some money the JDA will deduct the penalty amount.

An official source said, "The firm has deposited an amount of Rs 44.5 crore as performance guarantee and as it is paying interest it is forcing the authorities to give possession of the land. However, the JDA has possession of only 4 km for the 47-km ring road project. "With no land in hand the authorities have committed a mistake and it should be a lesson for future. To start survey and leveling process at least 60% land is required," said a source.

Though, the empowered committee is trying to resolve the farmers' demands, ambiguity looms large over the project as the Samiti farmers remain adamant that the ring road project must be constructed on 90 metres and refused to give 360 metres for it.

The JDA planned to construct road on 90 metres transport corridor and acquired 135 metres on either sides to develop it commercially. The idea has, however, not gone down well with the farmers. Under the banner of the Samiti they are demanding compensation at market price for 90 metres and return of excess land.

Also, for better benefits and compensation as per Land Acquisition Rehabilitation and Resettlement (LARR) Act 2011 the farmers continue to oppose the project till the bill is enacted.
Committee meeting fails to take any decision on ring road

The empowered committee meeting chaired by urban development and housing (UDH) minister Shanti Dhariwal on Wednesday failed to take any important decision over the ring road project.

Recently, it was decided that the empowered committee will look into the problems and give a push to the delayed ring road project. However, no discussions took place.

Though the discussions regarding compensation demanded by the farmers were not made, the minister has given directions to file an FIR against the protesters who prevent government officials from carrying out their duties, said a source.

Sources also said the minister has also given direction to appoint three deputy commissioners who will be specially dedicated for the ring road project.

On Wednesday, during his inspection of the Ghat Ki Ghuni project, the minister gave directions to shift the houses of Azad Nagar Basti situated near Jawahar Nagar bypass to Meena Paladi. The officials also informed him that nearly 144 houses of the Basti have already been rehabilitated.

As the work on Ghat Ki Ghuni tunnel is at its peak, the minister also asked to take possession of the houses which are obstructing the tunnel to develop the ramp of the flyover proposed to be constructed outside the tunnel on Agra Road. There are 12 houses in the area where the ramp is to be constructed.

An official informed the minister that the JDA has taken possession of three acquired houses. The possession of the remaining houses will be taken soon.

While talking to media, Dhariwal has shown satisfaction over the progress of the project.

"The tunnel will be open for the public in the given deadline. The project was delayed as the permission from the forest department was not received. However, after receiving the permission, commendable work has been done," he said.

The authority has announced to open the tunnel by 2012.

Whenever they do decide to build the ring road, I hope it will be built with expressway specifications with enough right of way (80m, more at interchanges) to expand it in the future.

Ring road work to resume today

The work will start from Nevta village in zone 9 and Dadiya village in zone 14 on the land available with the JDA. "The company will start the work on the site from today amid police presence for the sake of law and order." JDA has not taken possession of the complete land but, the authorities have decided to start the work on available land. At present, JDA claims 14 Km land has been taken into possession.

The vehicles such an earth levelers, rollers and grinders will be mobilized by the company for the initial work. An official at zone 9 in Nevta village informed, the JDA had already started the work on project affected people (PAP) area and is leveling a patch of three kilometres, but the work was affected by protest. An official said, the JDA and the company will start the work simultaneously, the company will start construction of the 90 metre-wide transport corridor and the JDA will develop commercial corridors on 135 metre on either sides of the proposed road.

With the announcement of restart of work, the opposing farmers, too, are rolling up their sleeves. Ring Road Sangrash Samiti, president, Badri Prasad, said, "The farmers had called an emergency meeting at Balawala station on Diggi Road on Tuesday. And from Wednesday they will start a 47 km march and rouse other farmers to oppose till their demands are met." He added, "The farmers will not interfere in the work as it is not being done on their land, however, if the state government will tries to forcefully take possession, they will oppose."

The farmers continue to oppose the project for better benefits and compensation as per the Land Acquisition Rehabilitation and Resettlement (LARR) Act 2011 which is yet to be enacted.

रिंग रोड : जेडीए ने सरकार से मांगे 78 कार्मिक

जेडीए सूत्रों के मुताबिक सरकार को भेजे गए प्रस्ताव में भूमि अवाप्ति अघिकारी, जोन उपायुक्त के लिए 7 राजस्थान प्रशासनिक सेवा के अघिकारी के अलावा तहसीलदार, पटवारी, उप नगर नियोजक, अभियंता सहित अन्य कर्मचारी शामिल हैं। सभी को कम से कम 1 वर्ष की प्रतियुक्ति पर लगाने के लिए कहा गया है, जिनके वेतन सहित अन्य खर्च भी जेडीए ही वहन करेगा।

बताया जा रहा है कि नगरीय विकास मंत्री शांति धारीवाल और अतिरिक्त मुख्य नगरीय विकास सचिव पी.के. देब की प्रस्ताव को स्वीकृति मिल गई है। नजरें अब वित्त और कार्मिक विभाग पर टिकी है। जेडीए ने भूमि अवाप्ति अघिकारी और उपायुक्तों के अलावा अन्य स्टाफ के लिए सेवानिवृत्त कर्मचारियों की सेवाएं लेने का विकल्प भी सुझाया है।

प्रभावित हो रहे हैं नियमित काम
फिलहाल जेडीए में नियुक्त उपायुक्त व कर्मचारियों पर ही इन योजनाओं से जुड़े हैं। चूंकि, रिंग रोड परियोजना के तहत प्रभावित गांवों में नियमित शिविर लग रहे हैं और इसमें जोन अघिकारी-कर्मचारी दिनभर मौजूद रहते हैं। ऎसे में जोन स्तर के अन्य कार्य प्रभावित हो रहे हैं। आमजन को भारी परेशानी का सामना करना पड़ रहा है। रिंग रोड परियोजना में अब तक 30 फीसदी ही पट्टे जारी हुए हैं, जबकि करीब 6 हजार जारी होने हैं।

यहां अलग से उपायुक्त : स्पेशल इकोनॉमिक जोन (सेज) व नींदड़ आवासीय योजना के लिए अलग से उपायुक्त काम करेंगे। सेज महिन्द्रा वल्र्डसिटी के लिए अवाप्त की गई जमीन के चलते प्रभावित करीब 12 हजार किसान-काश्तकारों को आवंटन पत्र जारी करने हैं। जेडीए के मुताबिक इस काम के लिए जितना स्टाफ लगेगा, उसका खर्च वहन करने के लिए महिन्द्रा वल्र्ड सिटी प्रबंधन ने सहमति दे दी है। वहीं, करीब 2 हजार बीघा में प्रस्तावित नींदड़ आवासीय योजना में धारा 6 (1) की अघिसूचना जारी हो चुकी है और एक साल में अवार्ड जारी करने में भी अलग स्टाफ की जरूरत है।

अब मुनाफे में हिस्से का अलाप

सांसद का समर्थन

किसानों की इस मांग पर सांसद महेश जोशी का भी समर्थन शामिल है। इस मामले में जल्द ही जेडीए अघिकारियों के साथ वार्ता भी होगी, जिसमें सांसद जोशी के नेतृत्व में जेडीए और किसान दोनों ही मुनाफे की स्थिति पर अपना-अपना पक्ष रखेंगे। बताया जा रहा है कि गुरूवार को मुख्यमंत्री के साथ जोशी और रिंग रोड भूमि बचाओ संघष्ाü समिति की बातचीत के बाद यह फैसला किया गया। समिति का कहना है कि उनकी मांगों पर मुख्यमंत्री के आश्वासन के बाद धरना समाप्त किया है। हालांकि, जेडीए पहले ही साफ कर चुका है कि परियोजना में जमीन अवाप्ति से कोई मुनाफा नहीं हो रहा है। स्टे मामले में हाईकोर्ट के फैसले के बाद समिति पदाघिकारियों ने शुक्रवार को जेडीए सचिव को प्रतिवेदन दिया।

किसानों का हित सर्वोपरि

सांसद जोशी ने कहा है कि परियोजना में यदि मुनाफा होता है तो उस पर प्रभावित किसानों का हक है। वार्ता में मुख्यमंत्री ने भी किसान हित को सर्वोपरि बताते हुए उनकी मांगों के अनुरूप जेडीए के से बातचीत करने के लिए कहा है।

'विकसित करे जेडीए'

रिंग रोड भूमि बचाओ संघष्ाü समिति के संयोजक बद्रीनारायण शर्मा का कहना है कि रिंग रोड परियोजना तो 90 मीटर में ही होगी, लेकिन इसके दोनों ओर 135-135 मीटर के कॉरिडोर बनाने पर राजी हैं। ऎसे में 270 मीटर चौड़ाई में सारी जमीन पर किसान-काश्तकारों का ही हक हो, जिसे जेडीए विकसति करके दे। जमीन की नीलामी व उससे मिलने वाली राशि पर हक किसान का ही होगा।

रिंग रोड मामले में किसानों की आपत्तियां खारिज

नगरीय विकास मंत्री शांति धारीवाल की अध्यक्षता में उनके निवास पर हुई बैठक में ये फैसले किए गए। बैठक के बाद धारीवाल ने बताया रिंग रोड प्रोजेक्ट से जेडीए को कोई लाभ नहीं होने वाला है। इसे विकसित करने में करीब 2275 करोड़ रुपए का खर्चा आएगा। जबकि जेडीए को उपलब्ध भूमि से केवल 1500 करोड़ रुपए की ही आय होगी। इस तरह 725 करोड़ रुपए जेडीए को विकास कार्यों पर अपने पास से खर्च करने होंगे।

धारीवाल ने कहा कि संभावित यातायात दबाव को देखते हुए रिंग रोड की चौड़ाई 360 मीटर से कम नहीं की जा सकती। इधर, किसान रिंग रोड की चौड़ाई 90 मीटर ही रखने की मांग कर रहे हैं। किसानों की यह भी मांग थी कि उन्हें केन्द्रीय भूमि अधिग्रहण कानून आने के बाद उसी के अनुसार मुआवजा दिया जाए। इस मांग को भी एम्पावर्ड कमेटी ने यह कहकर खारिज कर दिया कि तब तक रिंग रोड प्रोजेक्ट को रोककर नहीं रखा जा सकता।

उल्लेखनीय है कि राजस्थान हाईकोर्ट ने रिंग रोड से प्रभावित किसानों को निर्देश दिए थे कि वे अपनी मांगों के संबंध में पहले एम्पावर्ड कमेटी को अपने प्रतिवेदन दें। कमेटी को निर्धारित अवधि के करीब एक सप्ताह बाद 360 प्रतिवेदन मिले थे। कमेटी की बैठक में अतिरिक्त मुख्य सचिव पीके देब, जेडीए आयुक्त कुलदीप रांका, जेडीए सचिव, निदेशक (वित्त) समेत कई अधिकारी मौजूद थे।

Ring Road viable if built only on 360m-wide land: Shanti Dhariwal

JAIPUR: The state government is hell bent on constructing the ring road on 360-metre wide land despite continuous protest against it by the farmers. During the empowered committee meeting on Wednesday urban housing and development minister (UDH) minister Shanti Dhariwal announced the ring road will only be constructed on the proposed 360 metre land.

Under the ring road project, government had proposed a 90-metre-wide transport corridor and 135-wide development corridors on both side of the transport corridor. The idea has, however, not gone down well with the farmers who are demanding market price compensation for the 90-metre stretch and return of the excess land.

"The construction of ring road is only viable if the development corridors are constructed on either side. The ring road will only be constructed on 360 metres," Dhariwal said.

Recently, protesting farmers have suggested to the state government that the JDA should give back 25% of developed land and return the acquired land. Also, the government should auction land from 135-metre land acquired from the farmers and distribute the profit among them.

Dhariwal, however, said, "The JDA has to spend around Rs 2,275 crore to construct the development corridor and the revenue earned from the acquired land will be only around Rs 1,500 crore and the authority has to bear around Rs 700 crore. As JDA will not earn any profit, the demands of the farmers are unjustified."

Along with the transport corridor, the JDA will also have to construct slip lanes, flyover underpasses, gas lines, electricity lines on the development corridor of which the farmers are demanding back 25% after its development.

Dhariwal said around 80% of the affected farmers are in favor of the project as the state government has already accepted to their demands. "The JDA has accepted the farmers' demand that the lease money of the new land given to them in return for their acquired land will be Re 1 per metre. Also, we have allowed mixed use of the land which the farmers will get in lieu of the development corridor."

During the empowered committee meeting, a decision was taken so that owners whose land acquired under 90B for the project can use 40% of the land for residential purposes and 10% for commercial purposes.

Badri Prasad Sharma, president of the Ring Road Sangarsh Samiti, said, "The farmers can develop the corridors on their own. For the purpose, we are ready to pay administrative, development and auction charges to the state government."

47 किलोमीटर का रिंग रोड का कॉरिडोर जितना जल्दी बनेगा किसानों के विकसित जमीन से करोड़ों की आमदनी होगी। उन्होंने रिंग रोड पदाधिकारियों को निर्देश दिए कि समय सीमा में रिंग रोड की जमीन लेने की कार्रवाई की जाए। जितनी देरी होगी रिंग रोड प्रोजेक्ट अटके गा। उन्होंने अब तक केवल 40 फीसदी ही जमीन जेडीए के कब्जे में लिए जाने पर चिंता प्रकट की और कहा कि जमीन लेने क कार्रवाई के लिए सभी जोन युद्ध स्तर पर काम करे।

अप्रैल तक शुरू हो रिंग रोड का काम : संधु

जेडीए में शनिवार सुबह रिंग रोड की प्रगति को लेकर नगरीय विकास विभाग के प्रमुख सचिव जीएस संधु ने रिव्यू बैठक की। संधु ने रिंग रोड के काम में विलंब पर नाराजगी प्रकट करते हुए कहा कि अप्रैल के अंत तक किसी भी सूरत में रिंग रोड का काम शुरू हो जाना चाहिए। सभी किसानों को 30 अप्रैल तक कब्जे मिल जाने चाहिए। उन्होंने किसानों से अभी तक 40 फीसदी ही जमीनों का अधिग्रहण किए जाने पर अधिकारियों की कार्यप्रणाली पर सवालिया निशान लगाया। इस पर जेडीसी कुलदीप रांका ने कहा कि जोन अधिकारियों को गांवों में कैंप बढ़ाने के निर्देश देकर किसानों को ज्यादा से ज्यादा विकसित जमीनों के कब्जे दिए जाएंगे। संधु ने कहा कि रिंग रोड सरकार का महत्वाकांक्षी प्रोजेक्ट है। इसे गंभीरता से लिया जाना जरूरी है। उन्होंने किसानों के प्रति अधिकारियों के रवैये पर भी एतराज किया। जब अधिकारियों ने कहा कि जोन 9 व 10 में फसलें खड़ी होने के कारण किसानों से जमीन अधिग्रहण में देरी हुई तो संधु बोले फसलों के सिवाय बची जमीनों पर क्या कब्जे ले लिए। इस पर सभी अधिकारी चुप रह गए। उन्होंने कहा कि रिंग रोड के लिए जमीनों की लेवलिंग तक अभी तक प्रगति पर नहीं है।

JDA rings road project with land acquisition

Jaipur: Six months ago, the protests by farmers with the backing of political leaders, had almost derailed the chances of Ring Road project, a 47-km corridor connecting Agra Highway with Ajmer Highway. However, the strategic efforts of Jaipur Development Authority (JDA) has in a way revived the project.

Amidst protest and politics, the Authority has made a claim to take possession of 18-km stretch, which is almost 40 percent possession of the entire stretch of 47-km.

By this month-end, the JDA is hopeful to take 10-km more land in possession and therefore the 28-km land will be available for civil works of the project. The Authority has handed over 60 percent of land of the project to the contracted company- Sanjosh Supreme. “Now, the 60 percent land, that is 28-km, will be in possession by the month end and it will be handed over to the contracted company immediately,” said a senior engineer with the Authority on the condition of anonymity.

When asked about the reasons behind the possession drive by Authority, the engineer replied that the farmers wanted to hand over the land willingly. “Most of the farmers were protesting against the project as their acquired lands were covered with crops. Now, the harvesting has been done and the land is vacant. So, we are expected to get 10-km land this month from zone 9 and 10 when the farmers will remove the heaps of harvested crops from their land,” he said.

Till now, the contracted company were engaged in levelling the ground to develop 360 metres width of the ring road corridor in which 90 metres will be the transport corridor whereas the developed corridor planned to be constructed in 270 metres stretch.

But, the company is expected to start concrete civil works in a planned manner with the availability of the 60 percent land in its possession.

Jaipur Development Authority tries to win villagers support for ring road project land

JAIPUR: In order to give a push to the ring road project, senior officials of the Jaipur Development Authority (JDA) on Monday visited the site and met villagers protesting to surrender their acquired land.

As deadlock continues between the Ring Road Sangrash Samiti and state government, the Jaipur Development Commissioner (JDC) N C Goyal along with officials visited four villages to appease the owners whose land has been acquired. An official said, "To convince the villagers to give possession of the acquired land we went to Chimanpura, Peepla, Muhana and Achrawala villages."

He added, "We educated the villagers about how they would be benefited if project is completed on time." According to the officials, around 50% of the affected farmers favour the project and accepted the allotment letter issued by the local authority.

Under the ring road project, JDA has proposed a 90-metre wide transport corridor and 135-wide development corridors on both sides. The idea has, however, not gone down well with farmers who are demanding market price compensation for the 90-metre stretch and return of excess land.

Appreciating the efforts of the officials this time, Ring Road Sangrash Samiti president said, "This is for the first time the representatives of the state government have come forward to redress problems of the villagers." He claimed, "We have demanded that the profit of 135-metre acquired land be given to the farmers. The JDC has assured the farmers that a proposal will be prepared in this regard and forwarded to the state government."

However, an official source said during the empowered committee meeting, urban housing and development minister Shanti Dhariwal announced that the ring road will only be constructed on the proposed 360 metres and dismissed the allegations that JDA is earning extra profit from the land acquired for developing corridor. These conditions have contributed to the deadlock.

An official said, "The JDA has to spend around Rs 2,275 crore to construct the development corridor and the amount from sale of the acquired land will be around Rs 1,500 crore and the authority has to bear nearly Rs 700 crore. As JDA will not earn profit, the farmers' demands are unjustified."

Along with the transport corridor, the JDA will also have to build slip lanes, underpasses, gas and electricity lines on the development corridor of which the farmers are demanding back 25%.

San Jose officials to meet chief minister Ashok Gehlot

JAIPUR: With the fate of the multi-crore ring road project hanging in balance, chairman of the San Jose-Supreme Jactino Ray will be coming to the capital to meet the chief minister Ashok Gehlot and urban development and housing (UDH) minister Shanti Dhariwal.

The company has been awarded the contract to construct the 47 - KM Ring Road. However, with the Jaipur Development Authority (JDA) is struggling to get possession of the land acquired, the chances of starting the project in near future looks bleak.

San Jose-Supreme, business development manager Vineet Gehlot said, "The chairman will fly down from Spain on May 19 to meet the chief minister and UDH minister. The appointment is not fixed yet, however, it will be done during his three-day stay here."

The company sources said the chairman is especially coming to discuss the future of the project as the situation is not clear yet. "It's very necessary for the company to know the strategy and the planning of the state government and in how much time project will be started."

The JDA had to hand over 60% of the acquired land to the company to commence the project.[/COLOR] However, it was mutually decided by the JDA and the company to start the project on the available land. Gehlot said, "As the chairman is coming to the city, we are positive to start the work soon."

Last year, the company began work at the project site after 146 days of the scheduled date of July 28 owing to farmer protests. The company finally started work on December 21, 2011 and began leveling the land in Dadiya and Nevta village. However, regular protests by farmers for better compensation the work was stalled many a times.

According to the company official, it has the possession of approximately 22 bigha of land in stretches and expecting possession of six bigha soon. "The work of leveling the land has started. But we can start with the survey only when more land is acquired. The construction can take off once 26-bigha acquisition is done," said the official.

चंडीगढ़ से सीख कर रिंग रोड को हरा-भरा बनाएगा जेडीए
