Government approves Rs 6,013 crore road project in Rajasthan, Gujarat

NEW DELHI: The government today approved a Rs 6,013 crore project for widening of National Highways stretches in Rajasthan and Gujarat under Road Transport and Highways Ministry's flagship road building programme NHDP.

"The Cabinet Committee on Infrastructure today approved the implementation of the project for development of six laning of Kishangarh-Udaipur-Ahmedabad section... in Rajasthan and Gujarat," an official statement said.

Of the Rs 6,013.70 crore project cost, Rs 626.40 crore will be spent on land acquisition, rehabilitation and resettlement and preconstruction purposes, it said.

The widening will be undertaken on design, build, finance, operate and transfer ( DBFOT) basis in build, operate and transfer ( BOT) toll mode of delivery.

The project when completed will reduce the time and cost of travel for traffic plying between Kishangarh and Ahmedabad which will connect to Vadodara and Mumbai in the West and Delhi in the East.

It will develop tourism activities and would boost economic activities in the State of Gujarat and Rajasthan, the statement said.

GMR bags biggest highway deal thus far in India

GMR Infrastructure haswon a Rs5,700 crore national highway project running from Kishangarh in Rajasthan through Udaipur to Ahmedabad, according to an official of the National Highways Authority of India (NHAI).

This is the single-biggest highway project so far in the country, both in terms of value and length.

The stretch is 555 km-long. This is also the first of the nine planned mega highways. Mega highways are those with a length of over 500 km or costing Rs5,000 crore or more.

The official, requesting anonymity, said GMR offered a negative grant of Rs636 crore to win the toll-based project.

“The negative grant committed by the developer is more than double of the government estimate. That clearly shows the appetite among the private sector for highway projects,” he added. The finance ministry had earlier estimated that the winning bidder may have to shell out a premium of Rs300 crore to bag the project. The concession period in the project is of 26 years.

Negative grant is the money a bidder offers to NHAI to win a contract because it finds potential revenues that encouraging. In case of projects which are otherwise not viable, the NHAI offers up to 40% of the total project cost as viability gap funding.

The second most-preferred bidder for the Kishangarh-Ahmedabad project was a consortium led by GVK Power & Infrastructure, which offered a premium of Rs516 crore. The gap between the prices quoted by the L1 (or the most preferred) and L2 bidders has been widening in recent months owing to increasing competition. Some peg the number of players bidding for such projects at 35-40.

The largest project NHAI awarded before this one was the Rs3,600 crore Ahmedabad-Vadodara section of National Highway-8.

GMR officials confirmed the company has emerged L1 bidder for the project but wouldn’t comment till it received the letter of award (LoA) from NHAI.

GMR has six operational highways and three under development. The company’s scrip closed 1.83% higher at Rs30.65 on the BSE.

NHAI on Friday also awarded the 225 km-long Jabalpur-Katni-Rewa project to Soma Tollway. IL&FS Transportation Networks was the L2 bidder for the Rs1,900 crore highway in Madhya Pradesh.

ढाई साल बाद 1 घंटे 10 मिनट में पहुंच जाएंगे सीकर से जयपुर

सीकर/रींगस. नेशनल हाइवे अथॉरटी ऑफ इंडिया अपने तय करार पर खरी उतरती है तो ढाई साल बाद सीकर से जयपुर की दूरी महज 1 घंटा 10 मिनट में तय होने लगेगी। जयपुर से सीकर तक बनने वाले फोरलेन प्रोजेक्ट में रींगस-जयपुर के 52 किमी की सड़क निर्माण कार्य शुरू हो चुका है। फरवरी 2013 तक यह कार्य पूरा करने की बात कही जा रही है।

एनएचएआई के दावे के अनुसार सीकर रींगस की 44 किमी दूरी का काम चार महीने बाद शुरू हो जाएगा। इस कार्य को पूरा करने का निर्धारित समय 2013 के आखिर तक का है। एनएचएआई के परियोजना अधिकारी सुभाष जानू ने बताया कि जयपुर से सीकर फोरलेन कार्य राष्ट्रीय राजमार्ग उन्नयन फेज थ्री के तहत बीओटी योजना में पूरा होना है। इसमें कार्य की अवधि 910 दिन होती है। सीकर रींगस के लिए भी कंपनी से समझौता हो चुका है, जिसके लिए इंफ्रास्ट्रक्चर डवलपमेंट के लिए छह महीने मांगे हुए हैं। इसके बाद काम शुरू हो जाएगा।

45 मीटर खुद के पास बाकी अधिग्रहण: 60 मीटर चौड़ी बनने वाली सड़क के लिए सरकार के पास फिलहाल 45 मीटर जगह है। बाकी 25 मीटर को अधिग्रहण के जरिए हासिल किया जाएगा। इसके लिए यह देखा जाएगा कि कौनसी जगह किसी साइड में चाहिए। जरूरत के मुताबिक यह तय किया जाएगा। मुआवजा सरकार की निर्धारित दरों के आधार पर सरकार देगी।

रींगस-जयपुर फोरलेन: अब तक 33 फीसदी काम पूरा

जयपुर से रींगस के लिए 14 अगस्त 2010 को शुरू हुए कार्य में अब तक लेवलिंग, मिट्टी डालने व डिवाइडर का काम हुआ है। कई जगह डामरीकरण भी कर दिया गया है। बताया जा रहा है कि पूरे काम का लगभग 33 फीसदी हिस्सा पूरा हो चुका है।

60 मीटर चौड़ी सड़क पर 54 हजार पौधे: फोरलेन प्रोजेक्ट के तहत बनने वाली सड़क की चौड़ाई 60 मीटर होगी। रींगस से जयपुर तक नौ हजार पेड़ काटे जाने हैं, जिसके बदले में तीन गुना 27 हजार पेड़ काटे जाएंगे। इस तरह से सीकर तक कुल 52 हजार पौधे लगाए जाएंगे। ये पौधे डिवाइडर के बीचोंबीच सौदर्यीकरण के मकसद से लगाए जाने हैं।

Expect better roads in rural Rajasthan soon

Jaipur: All the village roads which were constructed under the Prime Minister Gram Sadak Yojana (PMGSY) around a decade ago will get a facelift.

The 13th finance commission has allocated Rs 48 crore for repairing of rural roads. Besides, public works department will incur Rs 303 crore for the purpose this year. In the first phase 800 km roads would be repaired.

OP Saini Principal Secretary of PWD said, "Roads which were built a decade ago would be repaired in the first phase of the project.” The scheme was launched in 2001-02 for better connectivity in the villages.

The principal secretary has also demanded a status report on roads from all the districts which have completed the defect liability period. We will launch a nine-day campaign from June 7 to collect the status report on the roads built under the defect liability clause. After collecting the report, a massive road repair and strengthening campaign would be launched, said the principal secretary.

OM Metal company gets Rs 206 cr loan for road dev project

New Delhi, June 10 (PTI) Om Metal Infraprojects today said its associate firm Bhilwara Jaipur Toll Road (BJTR) has taken Rs 206 crore loan from two lenders to execute Jaipur-Bhilwara road development project.
In a filing to the Bombay Stock Exchange, Om Metal said that BJTR has received Rs 106 crore from the state-run Punjab National Bank and the rest Rs 100 crore from private sector lender ICICI Bank and achieved financial closure.
The company had in last July announced that the project for two-laning of the stretch connecting Jaipur and Bhilwara would be executed through a special purpose vehicle (SPV) in which it would have 49 per cent stake. The remaining would be with SPML Infra.
The project was awarded to the SPV by the Public Works Department (PWD) of Rajasthan.
The total cost of project was announced at Rs 300 crore and the concession period 22 years. Rajasthan government would provide a total of Rs 88 crore grant towards executing the project.source

L&T inks pact with NHAI for Rs 2600cr highways project

Larsen and Toubro (L&T) today said its arm -- L&T Infrastructure Development Projects Limited has inked a Rs 2,600 crore concession agreement with the National Highways Authority of India (NHAI) for widening of Beawar-Pindwara highway in Rajasthan.

"L&T BPP Tollway Private Limited, a SPV incorporated by L&T Infrastructure Development Projects Limited (L&TIDPL), has signed the Concession Agreement with NHAI today for four-laning of the 244 km stretch of NH 14 between Beawar and Pindwara situated in the State of Rajasthan," L&T said in a statement.

The Project would be executed on BOT DBFO (Design Build Finance & Operate) basis, with a concession period of 23 years.

"The estimated project cost is of the order of about Rs 2,600 crore, and the project is scheduled to be completed within a period of 30 months," the engineering and construction major said, adding that the developer is entitled

to collect toll from the users of the project.
The Project Corridor is one of the main evacuation routes for traffic from Kandla and Mundra Ports towards Northern India, extending to Rajasthan, Haryana, Delhi, Punjab and beyond.

The Project Corridor falls within the proposed Delhi-Mumbai Industrial Corridor (DMIC) and the four-laning of the 244 km stretch of NH-14 within this industrial corridor is expected to accelerate the development and growth prospects in

this region, the company said.
With this project, L&T currently has 16 projects in its BOT Roads Portfolio, out of which 7 are at present in operation phase, 8 in construction phase.
The project book size is of Rs 15,800 crore. Larsen & Toubro is a USD 11.7 billion technology, engineering and construction group, with global operations.source

Unity Infra bags Rs 198-cr road project in Rajasthan

Unity Infraprojects today said it has won a Rs 198-crore road project in Rajasthan to be built in 18 months.

"The Public Works Department, Jaipur awarded a project worth Rs 198 crore for two-laning of section from Chomu to Mahal via Renwal, Jobner to Unity Infraprojects on Design, Build, Finance, Operate& Transfer (DBFOT) basis," the company said in a statement.


The concession period of the project is 25 years.
"With the inclusion of this contract, the order book of the company now stands at Rs. 3,860 crore," the civil contractors said.

It added that the company had recently secured two construction orders worth Rs 89.29 crore from the Ministry of Earth Sciences and Andhra Pradesh Industrial Infrastructure Corporation, Hyderabad for construction of new Buildings.

Commenting on the order, Abhijit K Avarsekar, Vice-Chairman and Managing Director, Unity Infraprojects said, "We will continually bid for similar projects and endeavour to create high quality infrastructure across the nation within stipulated deadlines."

Unity Infraprojects, flagship unit of the Mumbai-based KK Group of Companies, provides integrated engineering, procurement and construction services for civil construction and infrastructure sector projects.

It said the landmark projects done by it include expansion and modification at Chhatrapati Shivaji International Airport, Mumbai, Millennium Business Park in Navi Mumbai, housing Projects for DDA in Delhi besides new Secretariat Complex in Assam and Tsunami re-construction Project in Andaman & Nicobar Islands.

Center clears road project in Rajasthan

Jaipur, May 11 (PTI) The Union government has approved an important road project in Rajasthan which will be connected with inter-state road network, an official said here today. The construction work for the 61.20 km long 'Aaspur- -Doongerpur- Sarthuna' road section would begin this year and is scheduled to be completed by 2013-14 with an estimated cost of Rs 61.34 crore. This is an important section and interstate roads will be connected with the project, he added.

राजस्थान में इस साल बनेंगे 900 किलोमीटर के हाईवे

जयपुर. केंद्र सरकार ने इस साल राजस्थान के लिए 900 किलोमीटर हाईवे सड़कें बनाने की मंजूरी दी है। सड़क परिवहन पर बने मंत्री समूह ने इस वित्तीय वर्ष के लिए देश भर में 7300 किलोमीटर हाईवे बनाने को मंजूरी दी है। केंद्रीय सड़क परिवहन मंत्री डॉ. सीपी जोशी ने शनिवार को मीडिया से बातचीत में कहा कि इस साल देश भर के लिए मंजूर लक्ष्य में से 900 किलोमीटर हाईवे राजस्थान में बनेंगे। राजस्थान में हाईवे बनाने का काम पीडब्ल्यूडी करेगा। राज्य सरकार ने राष्ट्रीय राजमार्ग प्राधिकरण की ओर से खुद कार्यकारी एजेंसी बनने का प्रस्ताव भिजवाया है।


उन्होंने बताया कि राजस्थान में नए हाईवे घोषित करने का काम अंतिम चरण में है। राज्य के मुख्य सचिव के नेतृत्व वाले सरकारी प्रतिनिधिमंडल के साथ इस मामले में बैठक हो चुकी है और इस महीने एक बैठक और होगी। हाईवे बनाने का काम तेज गति से किया जाएगा। राष्ट्रीय स्तर पर अगले तीन साल तक हर साल 7300 किलोमीटर हाईवे बनाने का काम किया जाएगा। प्रधानमंत्री ने हर दिन 20 किलोमीटर हाईवे बनाने की घोषणा की थी।


डीएफसी के बराबर बनेगा दिल्ली जयपुर एक्सप्रेसवे : जोशी ने बताया कि नेशनल हाईवे डवलपमेंट प्रोजेक्ट के तहत जयपुर और दिल्ली के बीच नया एक्सप्रेसवे दिल्ली मुंबई इंडस्ट्रियल कॉरिडोर के समानांतर बनाया जाएगा। इसके लिए राज्य सरकार ने प्रस्ताव भेजा है। राज्य सरकार के प्रस्ताव पर एक बार बैठक में चर्चा हो चुकी है इस मामले में जल्द ही एक और बैठक राज्य सरकार के साथ होगी।
900 km of Highways to be built in Rajasthan this year. The center has given approval to this. 7300 km of Highways to be built all over the country. PWD will be building the highways in Rajasthan. Announcement of new highways in Rajasthan is in its last phase.

Joshi informed that the new expressway between Jaipur and Delhi will be built parallel to the Delhi Mumbai Freight corridor. The state govt has sent a proposal for this. More meetings to be done on this.

RIDCOR ties up Rs 814 cr for 7 road projects

Road Infrastructure Development Company of Rajasthan (RIDCOR), which is a 50:50 joint venture between Infrastructure Leasing & Financial Services and Rajasthan government today said it has tied up Rs 814 crore for the seven big size road projects in the state.

"RIDCOR has achieved financial closure for seven road projects under the Mega Highways Project in Rajasthan," IL&FS Transportation Networks, which holds stake in RIDCOR, said.


The cost of the project (seven roads project) as per loan agreements is Rs 814 crore.

Allahabad Bank is one of the main bankers for the loan agreement.

The project is on toll basis with a concession of 32 years, including construction period of two years.

Cabinet approves four laning of Kota-Teendhar highway

The Cabinet Committee on Infrastructure today approved the implementation of the project for the development of four laning of 88.09 kms. long Kota Teendhar (Jhalawar) section on National Highway NH-12 in the State of Rajasthan under NHDP Phase III on Design, Build, Finance, Operate and Transfer (DBFOT) basis in BOT (Toll) mode of delivery.

The total project cost is estimated at Rs. 580.79 crore under DBFOT pattern. The concession period is 25 years including construction period of 30 months. The project is covered in the Districts of Kota and Jhalawar in the State of Rajasthan.

The main object of the project is to expedite the improvement of infrastructure in the state of Rajasthan and also in reducing the time and cost of travel for commercial and other traffic plying between Kota -Teendhar (Jhalawar). This is an important corridor which links major cities of Rajasthan with important cities of Madhya Pradesh. It will also increase the employment potential for the local labourers.

BRO plans 243 roads on Indo-Pak border

New Delhi, Mar 14 (PTI) Under the Long Term Perspective Plan (LTPP) for construction of road network on borders, Border Road Organization (BRO) has planned 243 roads on the Indo-Pak border, with probable date of completion in 2022, Defence Minister A K Antony told Parliament today.

"243 roads are planned for construction in Indo-Pak border areas under LTPP with probable date of completion in 2022," he said.

He informed about the length of border roads in Rajasthan,"The length of Indo-Pak border in Rajasthan is 1037 km. Out of 64 roads planned for construction, five roads are completed, on nine roads work is in progress and in respect of remaining 50 roads work is yet to commence," he said.

Connecting Rural Roads in Rajasthan

The Ministry of Rural Development has released grant in aid worth Rs. 173,71,00,000/- (Rs. One hundred seventy three Crore seventy one lakh only) as part payment of 2nd installment of Phase VII for construction of rural roads in Rajasthan under Pradhan Mantri Gram Sadak Yojana (PMGSY). The sum is from the special window created in NABARD (National Bank for Agriculture & Rural Development) under RIDF as grants in aid to the Rajasthan Rural Road Development Agency (RRRDA). RRRDA is the agency executing the works taken up under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the state.

Pradhan Mantri Gram Sadak Yojana is a 100 % centrally sponsored scheme to provide road connectivity in the rural areas of the country. PMGSY envisages connectivity to all habitations with a population of 500 persons and above in the rural areas and about 250 persons and above in respect of the hilly states, tribal areas and desert areas through good and all weather roads.

NHAI ready to begin work on Rs 9K-cr projects

The National Highways Authority of India is all set to start work on Rs 9,000-crore road projects in Gujarat and Rajasthan in the next 3-4 months.

The projects are the 570-km highway project from Kishangarh near Jaipur in Rajasthan to Ahmedabad in Gujarat through Udaipur and six-laning of the Ahmedabad-Baroda highway and Beawar-Pali-Pandwara.

“Bids for these three projects have been received...they are being evaluated,” a Road Ministry official said.

The Ahmedabad-Baroda and Beawar-Pali-Pandwara are six-laning projects worth Rs 2,000 crore each and the Kishangarh-Udaipur-Ahmedabad mega road project is likely to entail an investment of Rs 5,000 crore.

NHAI has received 13 bids for the Kishangarh-Udaipur-Ahmedabad project, including from reputed international players like Britain’s Balforur Beatty.

In 2009, the then Road Minister Mr Kamal Nath had announced that the Government would invite bids for the construction of nine mega road projects, entailing an investment of around Rs 5,000 crore each.

The Government has set a target for constructing 35,000 km of highways in the next five years under the National Highways Development Programme (NHDP), which will require an estimated investment of about $60 billion (Rs 2,79,000). Of this, $40 billion (Rs 1,86,000) will come from the private sector.

The country at present has a network of 71,000 km of National Highways.

New, smooth road linking Jaipur to Nagaur, Phalodi

Jaipur: Pegged at a cost of Rs 21,000 crore, the state government will soon start projects for developing and repairing state and national highways within Rajasthan. There is also a plan to develop a new road connecting Jaipur with Nagaur and Phalodi with a cost of Rs 200 crore, which is a part of the budget.

Chief Minister Ashok Gehlot informed about these projects while inaugurating Jodhpur-Phalodi state highway on Sunday. Addressing a gathering, Gehlot said that government has widened 119-km road of this state highway from 7 m to 10 m which will ease vehicular movements.

Talking about the Pink City, he said that government has decided to develop a new route to connect Jaipur with Nagaur and Phalodi. The project is expected to be worth Rs 200 crore and launched by the Rajasthan State Road Development and Construction Corporation (RSRDC).

The contractor of this route will also be directed to beautify this route by planting trees along roadside. He also informed that around Rs 21,000 crore will be spend on various road projects under Pradhanmantri Gram Sadak Yojna, national highways and RSRDC.

On this occasion, public works department minister Pramod Jain Bhaya said that around 1,890 points has been identified on roads where accidents occur. The department is developing speed breakers, signboards and widening roads on these points. He also added that various religious places of the state are being connected with main roads.

Rajasthan to Get 4 New Highways Projects Worth 7045 Crores this Year; To Add Additional 401 Km of 2-Lane Roads to its Road Network

Of these 4 projects, 2 will be for four laning and one each for 6 laning and 2 laning of national highways. The projects are: four laning of Beawar – Pali - Pindwara stretch on NH-14, Reengus – Sikar stretch on NH-11, and 6-laning of Kishangarh – Udaipur – Ahmadabad stretch of NH-79, NH-79A, and NH-76 & NH-8. Paved shoulders work with 2-lane will be taken up in Darra – Jhalawar – Teen – Dhar stretch of NH-12.

He further added that Ministry of Road Transport and Highways is entrusting two-laning of 4 National Highways works to NHAI. This will connect low density cities of Rajasthan and add additional 401 Km of 2-lane roads to the road network of the State. The stretches identified for the same are Lalsot –Dholpur on NH-11B, Padi – Dahod on NH 113, Fatehpur - Rajasthan Border on NH-65 and Jhalawar – Biaora of NH-12.

The Minister said that National Highways Authority of India has awarded four projects in the State of Rajasthan in which works have already been started.

These projects are six laning of Kishangarh – Beawar Stretch of NH-8, four laning of Jaipur – Reengus Stretch of NH-11, four laning of Jaipur – Tonk Deoli Stretch of NH-12. This will provide 370 Km of world class highways with a total investment of Rs.2448 Crores. In addition to this, the work on the project of six laning of Gurgaon – Kotputli – Jaipur Stretch of NH-8 with 225 Km length costing Rs.1895 Crores has already been started and has achieved 33% progress.

On the progress under CRF, Shri Khandela said an amount of Rs.1688.57 Crores have been sanctioned for 716 roads under CRF by the Ministry of Road Transport and Highways till date. Of this, construction of 637 roads has been completed and works on 79 roads are in progress. In addition to this, Ministry has sanctioned 22 Inter-state roads costing to Rs.71.30 Crores of which 20 roads have already been completed.

The Minister was in Jaipur to review the progress of works pertaining to construction of Highways in the State of Rajasthan including works of Central Road funds, Inter-state connectivity of roads, road joining places of Economic Importance and maintenance of Highways.

He directed the NHAI officials and State Government officials to expedite implementation of approved projects, to achieve the targets fixed by the Ministry.

Dinesh Kumar Goyal, principal secretary, public works department (PWD), said the state government has decided to take up the project on a priority basis to provide people a safe and fast route to the national capital.

The decision was taken in the wake of the mounting pressure on the Jaipur-Delhi NH-8 even as the six laning work on the highway is in progress. The proposed expressway will connect the proposed ring road in Jaipur to the Kundali-Manesar-Palwar (KMP) expressway in Haryana, which is already under construction.

"Once complete, the expressway will significantly reduce traffic on NH-8 as it will be much faster and safer. The alignment of the road is still to be fixed after a pre-feasibility study," Goyal said.

According to the officials, the expressway will cross through industrial areas of Bhiwadi and Behror and will end on the western end of Jaipur bypass allowing new industrial areas and other development activities.

The PWD has been given the responsibility of preparing the map for the expressway while the Bureau of Investment Promotion (BIP) has been entrusted to get the project's pre-feasibility report prepared.
