The Narkomfin* apartment building in Moscow, reconstruction 80% complete.

Built in 1928-1930, with a lot of innovative space design, engineering etc features implemented for the first time ever, the Narkomfin Building had an impact on the world architecture as well, quote from Wiki:
Quote:
Influence

Le Corbusier, who studied the building during his visits to the Soviet Union, was vocal about the debt he owed to the pioneering ideas of the Narkomfin building, and he used a variant of its duplex flat plans in his Unité d'Habitation. Other architects to have reused its ideas include Moshe Safdie, in his Expo 67 flats Habitat 67 and Denys Lasdun, in his luxury flats in St James', London. The idea of the 'social condenser' was also acknowledged by Berthold Lubetkin an influence on his work.

The building fell into disrepair more than ten years ago, reconstruction started in 2017. It had been in deplorable condition, really:

Back then:

Some of the 40 flats in the Narkomfin Building are complete and up for sale:

*Narkomfin is a portmanteau word meaning Narodny Komissariat Finansov — People's Finance Commissariat (Ministry).

"Vasara" cafe, Palanga, Soviet Lithuania

1973.

Present day... Mirror glass facade killed the building's sleek and airy feel.

Could this be the only stalinist building ever built in Western Europe?

It wasn't actually built in 1930, it was renovated from a Tsarist building called Gostinny Dvor (kind of a common name for a market in pre-Soviet Russia):

1930-1947, Constructivist building. Gostinny Dvor changed 1st time beyond recognition:

1947-1954, 2nd time the building changed beyond recognition; Stalinist neoclassical renovation, without a spire:

Finally in 1954 central tower and Yekaterinburg's landmark spire were added, the building took on its present look:
