that is soooo victorian. almost like one of the trademark domed capitol buildings that adorn each 50 US state capitals.

Swansea's impressive art-deco Guild Hall, whose decorative panels were considered too modern and colourful for the House of Lords:

Coventry's Council House, built in Tudor style but in 1913. Note the modern walkway and extension:

Preston Town Hall, after the demolition of the original:

Lost original:

It's poor replacement which was mad significantly worse after a refurbishment:

Preston's town hall burnt down in 1948 it wasn't demolished as such and Preston city council is now at the Civic Centre building opposite the train station. The picture you posted is the city court house not a replacement town hall.

best city halls in the UK are indisputably glasgow and manchester, birmingham's is disappointing given the size of the city.. however the neo classical hall that sits next to Brum town hall is one of the most beautiful buildings in the uk

Indisputable? I'd say Belfast is the best.

Belfast is obviously the most famous in NI but Derry has a nice example also, it's know as the Derry Guildhall

Might as well put Glasgow's city chambers on:

Also a big Sheffield's, very attractive combined with the Peace Gardens:

sheffields is great but it lacks unity, its sort of incohesive and rather too eclectic for my liking. clearly an astonishing building though. looks like it belongs in edinburgh before south yorkshire.
