SHRI H. VASANTHAKUMAR (KANYAKUMARI): Madam, today is the 70thConstitution Day. The Constitution is a success in India. We are all celebrating that success. We are moving a relatively significant Bill because we are declaring four National Institutes of Design as institutions of national importance. Madam, over the last sixty years, Parliament has declared 134 institutions as institutions of national importance.We will add four more institutions this time. These 138 institutions should be the pride and jewel of India, not non-existing institutions which are declared as Institutes of Eminence. Madam, the establishment of National Institute of Design goes back to the Kamraj and Nehru period. It is fashionable to decry and criticise the Congress era but most of the institutions of science & technology and higher education were established in the Congress period.

The Government of India asked for recommendations on a training programme on design that would serve as an aid to the small industries. That would resist the present rapid deterioration of design and quality of consumer goods. The Government wanted to explore the problems related to design and to make recommendations for a training programme. A design specialist toured throughout India and carefully studied many centres of design, handicrafts and general manufacturers.The National Institute of Design was set up to improve the design capability of India’s small and medium enterprises. I would request the hon. Minister that we need to pay greater attention to the design of our crafts industry. We have a throbbing and thriving crafts industry. It has enormous employment potential and export potential but this will improve only if our designs improve.

Over the last few years, we set up National Institutes of Fashion Technology and the Footwear Design and Development Centres, but the main crafts, the handicrafts and the handlooms remained unattended to from the point of view of design. I would request the hon. Minister to pay greater attention to crafts.Let the students who enter NIDs have the option of specialisation in craft design because unless you are going to upgrade the traditional handicrafts and artisanal skills, you are not going to be able to expand employment opportunities and exports. So, I think the focus on craft is needed. Social innovation at thegrassroots level is very, very important. I think the NID which has done excellent work is well equipped to handle the challenges.Design in this country is unique in its insight, in its quality and in the depth and width of its thinking. The famous phrase of the Gita refers to a man’s right to work but never to the fruits.

I wish the Government to explore the existing symbols of India.I request the Government to come forward to set up a new National Institute of Design in my constituency, Kanyakumari, the tip of India to expand employment, to expand exports and deepen the roots of social innovation.In 1954, Shri Kamraj was the Chief Minister of Tamil Nadu. He studied only till 6thstandard. In Kanyakumari, there were two mountains from where water could not pass. The man who studied till 6thstandard, Shri Kamraj, designed and constructed the Mathur Bridge to link those two mountains at the height of 120 ft. Even the engineers refused to construct that bridge because that was not possible.

While walking on this bridge, one will find that, on the one side, there is running water and, on the other side, people can walk.(1650/SNT/GG)Allengineers told him that it was not possible. But the man who ruled Tamil Nadu for nine years, Shri K. Kamaraj, constructed the bridge. It is now called Mathur Thotti Palam. Now, people are coming from all over the world, engineers are coming from all overthe world to see how a man has constructed this bridge.So, we, as the people of Congress and also as Kamaraj’s people, are always working hard. We want more help from the Government to develop Tamil Nadu as well as Kanyakumari.Thank you very much

SHRI H. VASANTHAKUMAR (KANNIYAKUMARI): Kanyakumari, which is located at the southernmost part of India, is a small district. The total area of the district is 1700 square kilometers, but the total forest cover of the district is nearly 500 square kilometers. It is learnt that there is a proposal to increase the forest cover. The district is industrially backward, and rubber is produced in plenty. If the forest cover is increased, there will be very less land available for industrialization. Main occupation of the people of the district is fishing. Fishing is a very risky job. Every year hundreds of fishermen are killed during fishing activities. Thousands of youth remain unemployed due to lack of industries. If the proposal is implemented, more than 80 villages and large number of rubber gardens and Kothiyar Hydro power generation plant will be affected. Further, more than 69 villages located on Western Ghats and 18 Panchayat Unions will also be affected. It is not understood why all these factors were not taken into account while formulating the proposal. I, therefore, request the Government to immediately withdraw this proposal of development of land around Kanyakumari Sanctuary as Eco-Sensitive Zone. (ends)

DEVELOPMENT OF NEW FISHING HARBOUR IN KANYAKUMARISHRI

A. VIJAYAKUMAR (TAMIL NADU):Sir, my submission is regarding the development of new fishing harbour in Kanniyakumari district of Tamil Nadu. Approximately 2 lakh fishermen are living in the Kanniyakumari district having 72 Kilo meters long sea shore. It is having nearly 1850 vessels. There are four fishing harbours in Kanniyakumari District. Sir, three of them have been completed and one is under process.

Sir, Thengapattinamfishing harbour is nearing completion. A large number of deep sea fishing boats are operating from Kanniyakumari district and hence the existing
fishing harbours in the district are not sufficient. So, the Government should increase the capacity and facilities to accommodate the large fishing vessels. Due to lack of berthing place and infrastructure in the fishing harbours in Kanniyakumari, the fishermen are operating their boats from the neighbouring States. We have proposed to develop three new fishing harbours. One fishing harbour in Vaniakudy, one in Rajakamangalam Thurai and one in Manakudy of Kanniyakumari district with international standards having infrastructure facilities of berthing large vessels, cold storage, processing and packaging and quality testing facilities to facilitate exports.

The proposed new fishing harbours are vital during cyclonic storms and depression in the sea for safe berthing of the large fishing vessels and to prevent damage to property of fishermen and loss of their life during the berthing of the vessels at short notice. Augmentation of the capacity and facilities in the other harbours will also generate numerous jobs in allied fishing activity in addition to generating foreign exchange through export. I urge upon the Government to sanction an amount of Rs. 200 crores each for the new harbours in our districtTherefore, I request the Central Government to permanently establish a Regional Coast Guard Office at Colachel to search the missing fishermen andtheir boats during the emergency.

After the introduction of online business in India, small traders and shopkeepers have shut down their shutters. It is because the foreign companies have entered India and they are also doing their business in a room and are supplying all the goods to the consumers. But there are 4.5 crore shopkeepers in India. How can they live in India?

I wish to bring to your kind notice that the loss suffered by Walmart owned Flipkart in this fiscal year, that is 2019, is Rs.3,835 crore and that of Amazon in the same fiscal year amounts to Rs.6,000 crore, as announced by them. I wish to highlight that there is no income to the Government; there is no job security to the youngsters from this online business. Also, it is spoiling the youngsters by creating a feel and an awareness about the product. In this regard, a lot of complaints are being registered on a daily basis about quality, price, size, colour and design of the products. Sometimes, duplicate materials or other products or bricks are being sent online.

It will kill the local manufacturers and shopkeepers as they will not be able to compete with the agencies supplying the goods online. Sometime, suicides are being committed by the local shopkeepers. I urge upon the Central Government to ban online business immediately to safeguard the interests of 4.5 crore small traders and shopkeepers who are on the verge of closure because of online business. Vasthan & Co is also destroying the small traders, Mr Vasanthakumar is
busy opening new stores all over the state. He should follow what he
preaches or this is a personal plea to protect his empire that now the big stores like flipkart eating into his store sales ?

KK Road repair ...
its all about money.
VasanthK struggling to get 30+ crore for road repair from CG.
Ponnaarr got 1000+ crore from CG, for KK road repairs + 2 flyovers + 4 way road etc..during his time.

Flagpole and Airport




Kanyakumari MP Vijayakumar is trying to build a 146ft Fagpole in Kanyakumari with his MP fund.The location looks like somewhere near the Road Safety advocacy Park.

He is determined to bring airport here as the aviation authorities are coming next week for inspection. His earlier efforts were derailed when PonR decided to build it in Tirunelveli district citing the technical difficulties of the selected location. but,this time it looks like the airport dream will finally become a reality IF the location is ok. VK is also positive on the airport initiative looking at his previous statements.

helicopter costs nothing less than 30k/hr. Who can afford it? This is all BS. Even major cities like Delhi and Mumbai do not have any regular services available.

by the people.He is busy in creating news by simply visiting ministers and officials one by one with a long list of demands😁

The helipad he requested was meant for coastal rescue operations.

wan't the heli station demand as part of coast guard fisherman rescue ?
I'm not sure m earlier when ochi cyclone issue was burning with man fisherman deaths.
There were people demanding this stuff.

Min of Civil avi'n focus is on the 7 TN airports below ,as per their rew advt . Even Rameswaram /Ramnad airport is getting ready .Hope KK airport makes it in the next UDAN list .
