Announcement of change of land use

Seoul will likely officially change the zoning of the Hyundai GBC lot from Residential Type 3 to Commercial Use by the end of this month. Once this is done, this should pave the way for the city to grant to Hyundai the building permit, which could be done has early as May. Then of course there would be some more time for the land surveys, and maybe to review the financing, but the project is still moving forward as expected.

News regarding the approval from the Ministry of National Defense

The approval for the project, which was initially expected to be granted by July, will be delayed a couple of months, and the building permit will probably be granted in September.

The reason for that is the Ministry of National Defense, which is requiring an additional study on the effect of the tower on flights and radars. Last year, the ministry expressed a positive opinion on the project, but it is waiting for a final study on this very matter by Hyundai before taking a final decision.

Hyundai will submit the documentation to the ministry by the end of August, and if the Ministry of National Defense gives its approval, the building permit is expected to be delivered by Seoul Metropolitan Government in September. It would then take around 2 months for the land survey, meaning that actual groundbreaking would occur no earlier than November.

So, a slight delay, but things are still looking pretty good. The groundbreaking of Hyundai GBC and the Yeongdong-daero Transfer Complex will probably happen at almost the same time, if neither project is further delayed.

Despite some delays, I have a feeling we'll see the groundbreaking event this year. The central government is pushing this project after all.

GBC site the land survey finished before.
and Agreement by defense got in maze. Cause defense ministry afraid of "special benefit" of GBC project such a global big company.
There are no "corruption" but ordinary koreans dislike 대기업 big company n 초고층 supertall.
So we should wait and see what happen by defense ministry's stance.

nonetheless this is last obstacle though.

Agreement in Principle between Hyundai and Ministry of National Defense

It has been announced on Friday, September 6th that a compromise has been found between Hyundai and the Ministry of National Defense regarding this project. Some more documents will need to be finalized before the end of the monthin three weeks before official approval is given. As a result, it will be likely that the building permit will not be issued before October.

This may push back the calendar a bit, and it now seems that the groundbreaking will be by no later than December or January.

So, good news overall, but some more additional minor delays.

There is a military air base in Seongnam just south of Seoul, and as with Lotte World Tower just a few km's away, this tower will be in flight paths.

Finalization of the agreement with the Ministry of National Defense

Following additional negotiation between both parties, it has apparently been decided that Hyundai will financially support by up to KRW 100 billion (almost USD 100 million) the Ministry, to offset the effects of the tower on aircraft flights and radar signals. So, it seems that the answer to this issue was simple: a big bag of money.


As for the rest of the timeline, an official announcement on this matter is expected to be made by the military within the month. Seoul city is also expected to grant the building permit by the end of October (after the announcement by the military). Land survey will then last until December. A Hyundai representative has said that the company will likely hold a groundbreaking ceremony by the end of the year, although the actual construction would likely start by no earlier than April 2020 (but demolition is not truly complete yet, so I guess there could still be some activity in Q1 2020 to finish the demolition).


So it seems that we're slowly crawling toward an approval, although at this point we've been waiting more than what we wanted to.

It sounds to me like everyone is on the take, using whatever shoddy argument they can come up with to extract as much money from Hyundai as possible, from the military to the local buddhist temple. They truly are shameless.

What, you think Hyundai doesn't have a...mmmm..."massively influential" presence in Korean society? It was Hyundai that paid many multiple billions more for this plot of land than it was valued at.

Korean society demands many things from chaebols, chaebols get their way in Korean society....Insofar as it's "shameless", it is mutually so.

Also Lotte donation 300 millions for local&Seoul city for LWT 555m u/c

Now HYUNDAI&KIA occasion
That is reason why SAMSUNG din't make Head Quarter in Seoul(Youngsan IBD)
Cause If SAMSUNG announce pan to built HQ in Seoul then All country&koreas ask money to the company as public donation.

Fortunately HYUNDAI&KIA has very bright future due to Electronic car/Hydrogen car market.

If they completed HQ this project then company more & more advanced as global car maker.
