Is the building on the right side of the Tokyo Sky Tree, the one that was constructed simultaneously with the tower, a part of it?

About skyline: first tokyo has many "skylines"...but generally speaking most of tokyo skycrapers are several KMs west of Sky Tree. Sky Tree is located on the east side of Tokyo..in Shitamachi..away from Shinjuku, Marunouchi etc..so there's no skyscrapers there.

Tokyo Sky Tree to have Japanese surroundings

if i am the people who living near the tower must be surprised how is this very tall tower in front of my home everday haha
