The redish soil is a sign of high concentration of iron,maybe theres a big iron mine just underneath the construction site.

Then they should cancel this project. The iron mine is worth a lot more than the building. The whole area nearby could be rich in iron and other metals.

I'm not sure that's a smart idea to create a mine in the middle of a city.
