I would assume they are subsidized. If you google Antonov government subsidies, you can find a number of articles where Antonov requested help

Motor Sich is not a state-owned enterprise, therefore does not receive any government subsidies. This year’s losses are offset by profits in previous years*

*Motor Sich made a profit during previous years.

Currently Ukrainian Emergency has in service 4x An-32P, 2x An-26, 2x An-30B, 3x Airbus H-225, 2x Eurocopter EC145, 2x Mi-9 and 5x Mi-8.
