However, CPI (M) politbureau member BV Raghavulu stated that the demand should not be limited to formation of capital in Rayalaseema, but industries, IT sector, water and other resources should also be demanded. “If new state has to develop, a comprehensive package should be announced. If capital is formed in one region, then it should be announced what will be offered to other regions,” said Raghavulu. He added that decisions about formation of capital and establishing universities are political decisions and results can be seen only if the decisions are effected. “More than reasons, pressure works,” he said.

Addressing the gathering, YSRC leader MV Mysoora Reddy, suggested that delegates at the conference who are not representing any political party, to come together in suggesting one particular place to form the capital.

People and leaders alike had expected at least a token allocation of funds for the capital city in the budget as the Sivaramakrishnan panel is expected to submit its report soon and the confusion surrounding its location will be cleared in a couple of months.

In fact, soon after taking charge as CM, N Chandrababu Naidu had appealed to the people to extend financial support for the new capital. The state government has even opened a separate bank account for receipt of donations from the general public and announced income tax relief for the donors. Naidu has hinted that the capital would come up between Vijayawada and Guntur, and donations have been pouring in.

Despite lack of mention in the budget, some like senior TDP leader Yarapathineni Srinivasa Rao are still hopeful. "The finance minister has assured that the Centre is committed to fulfilling all the promises made in the AP Reorganization Bill. The issue of funding for capital can be taken up once the location is finalised," he said defending the Centre.

However, analysts doubt the Centre's intention to generously sanction funds for the capital in the absence of budgetary allocation. "It is difficult for the state to get funds without allocation in the budget. The chief minister should take up the issue with the Centre without delay," said economist Prof LSN Prasad.

The Union budget also did not refer to metro rail projects for AP despite Union urban development minister M Venkaiah Naidu's manifold promises to develop the residuary state. "Venkaiah Naidu failed to get major sops for the state," alleged former Vijayawada-central MLA, Malladi Vishnu, of the Congress.

Describing the position of chief minister as “thorn of crown”, Naidu recalled an instance of him carrying files to the Microsoft office in New York to appeal them (the company) to establish their office in Hyderabad.

He said he has urged the Centre to provide all necessary aid to help the state in its developmental works.

A host of ministers, MPs, MLAs and other leaders were also present at the programme.

Probable capital gets cancer hospital

In yet another sop to the pro posed state capital region of Andhra Pradesh, the Centre has decided to fund an ultramodern cancer hospital and research institute at Mangalagiri between Vijayawada and Guntur. This will be the only major cancer hospital in the residuary state. The Centre will fund about Rs 120 crore to set up the hospital and research institute. At present, all major cancer hospitals are located in Hyderabad and the proposed hospital will be a boon for the people of coastal Andhra and Rayalaseema districts.

Andhra health minister Ka mineni Srinivas and principal sec retary, LV Subrahmanyam, on Friday visited the existing small cancer hospital in Mangalagiri. They announced that the Centrefunded modern cancer hospital will be located on the existing premises, spread over 10 acres.

Srinivas said the existing hospital has sufficient land for setting up the cancer hospital with the most modern facilities. The Centre has proposed to set up cancer hospitals across the coun try including Andhra Pradesh, where the facility will be located in Mangalagiri, touted to be the new capital of Andhra Pradesh.

"The Centre wants to set up cancer hospitals in all the states to keep the disease under check and provide mod ern treatment to patients. We will set up the hospital in Mangalagiri," he said. The existing hospital is plagued by shortage of funds and does not have a radio-physicist. Its cobalt unit has also become defunct.

Predictably, the hospital management hopes that the new hospital will solve all the existing problems.

To put a lid on the ongoing speculation on the new capital of Andhra Pradesh, chief minister N Chandrababu Naidu said on Saturday that the government will finalise the location in the next 10 days.

The Sivaramakrishnan Committee is expected to submit its final report in a week after which the state government will take a decision, Naidu said.

"We are awaiting the experts' committee report. The panel recently completed its tour of Rayalaseema and it is now giving finishing touches to the report. We will take decision on the capital within seven to 10 days from now," Naidu told TDP leaders.

The chief minister said that deciding the capital has become crucial for kick-starting development activities in all districts.

Naidu said he would spend more days in Vijayawada in the coming months and assured clarity on crop loan waiver and self-help group loans shortly.

The chief minister reiterated that he was committed to his pre-poll promise of loan waiver and asked farmers not to harbour doubts about it.

The government is working on the technicalities of its implementation and loan waivers would be taken up after the announcement of rescheduling of loans, he said.

Naidu said that work on the Machilipatnam port would be started soon and Krishna district would be made an industrial hub by setting up more industries close to Machilipatnam.

Sources said the state-level committee would formally inform the Sivaramakrishnan Committee that the AP government was in favour of building its capital city between Vijayawada and Guntur as the location was centrally located between Srikakulam and Kurnool, i.e. between Andhra and Rayalaseema.

Though the Sivaramakrishnan Committee has identified multiple locations in Andhra and Rayalaseema that are suitable for setting up the capital, sources said the final decision of deciding the location remained with the state government.

Projects being planned by the AP government, from proposing to develop a 18-km Outer Ring Road linking Vijayawada-Guntur-Tenali-Mangalagiri, decongesting traffic in the proposed capital city, seeking 30 TMC feet of drinking water allocation from Krishna river, to the proposed Metro Rail connectivity between Vijayawada and Guntur, have given credence to the talk that the new capital will come up between Vijayawada and Guntur on either side of river Krishna as the proposed location also has road, rail and air connectivity to all regions in the state.

Though there is a demand from the people, politicians and ministers for capital city to be set up in Rayalaseema region, especially in Kurnool or Anantapur, indications are that the TD government is in favour of Vijayawada and Guntur only.

When contacted, municipal administration and urban development minister, Dr P. Narayana, who is heading the nine-member committee as its chairman, said that three national and international level experts with experience in building world class cities would also be made special invitees to the nine-member committee to suggest an action plan to develop the capital city.

“Within the nine-member committee, we will form sub-committees. These sub-panels will visit Singapore and other world-class cities to study and suggest models to be emulated in building AP’s capital city. The government has taken care to see that only people with a vision of building a world-class city have been made members,” Mr Narayana said.
