Is it necessary to build this tall, expensive tower in a little town in the middle of Nowhere, Switzerland?

How can they build such a tower for only 300 millione Swiss Francs (that's about the same amount in US dollars)? Switzerland is one of the richest countries in the world with very high labour costs. The location makes that tower even more expensive. 300 million are very optimistic.
