Sudan pumping oil from Heglig field

Heglig - Sudan said on Wednesday the Heglig oilfield, scene of intense fighting with South Sudan last month, has been repaired and has started pumping the oil that is the lifeblood of the north's economy.

The two countries have been embroiled in weeks of fighting along their 1 800 km (1 200 mile) border, threatening to tip the region, which sits on one of Africa's most significant oil deposits, into a full-blown conflict.

The United Nations Security Council approved a resolution that threatens both countries with sanctions if they do not stop fighting and resume negotiations within two weeks, as demanded by the African Union.

China, which has close trade relations with both countries, and Russia supported the resolution after several days of negotiations with council members during which they resisted the Western push for a threat of sanctions.

The White Blessing Back on Track: Cotton Returns as Strategic Crop
May 04, 2012, with Comments: 0

Gms: Sudan Vision, 4 May

Cotton crop or the White Gold (Long-staple cotton), constitutes one of Sudan’s major cash crops. International prices of long-stable cotton have recently quadrupled compared to short-stable cotton prices.
The Sudanese Ministry of Agriculture has recently attached great concern to this important crop and reiterated that it would possibly return as a strategic crop in the coming period.
In this respect, the ministry announced that it has worked out arrangements and plans in coordination with Sudanese Cotton Company to develop and expand the cotton-cultivated area in the country.
It is to be noted that cotton was number one crop in Sudan’s exports before the recent leap in the country’s oil industry.
History of cotton cultivation in Sudan:
Historians differ regarding entry of cotton cultivation in Sudan, but most of them agree that it was first introduced at Tokar area in eastern Sudan and Al-Zaidab area in northern Sudan before it was moved to the irrigated schemes including the Gezira, the Blue Nile, the White Nile and Halfa and Rahad schemes. Cotton was also cultivated in rain-fed areas such Nuba Mountains and other areas.
Commercially, cotton utilization dates back to the early 19th century, namely following the completion of Sinnar Dam and the establishment of Gezira Agricultural scheme.
The Sudanese cotton has then became famous worldwide where it was imported by the British Lancashire companies before its reputation reached France, western and eastern Europe, eastern Asia, China and Japan.
Cotton as important economic resource:
Cotton was the number one crop in Sudan’s exports before the recent leap in the country’s oil industry. A recent report for the Board of Directors of Sudan’s Cotton Company, released during the board’s 11th meeting for fiscals (2008-2009, 2009- 2010), indicated that the total profits for the fiscal 2008 and 2009 amounted to 4,352 million SDGs compared to the profits of the fiscal 2009-2010 which amounted to 6.826 million SDGs.
Gezira and Halfa schemes constitute important pillar for Sudan’s economy due to their high value assets and accumulative administrative and technical experiences.
In this respect, the cotton production in Halfa and Gezira agricultural schemes amounted to 55000 bales during the 2009-2010 season with a reduction of 91,1 thousands bales from 2008-2009 season in which the production amounted to 146,1 thousands bales with a reduction rate of %62,3.
As for Rahad agricultural scheme, and after cessation of cotton cultivation in 2008, the farmers strongly returned to the cultivation of the crop in the current season where the cultivation area amounted to 51000 feddans out of the proposed 65000 feddans.
Although Sudan’s cotton production reached 1, 3 million bales during the 1990s, yet it has presently dropped to 130000 bales due to lack of funding and production inputs.
As part of the concerned authorities’ endeavors to bring cotton back to its normal position as a pillar of the country’s economy, the company, according to its report, has planned to increase the cotton cultivated area to 2,2 million feddans during the agricultural season 2013-2014 and to 800.000 feddans during 2012-2013 compared to 400.000 feddans for the current season.
The cotton exports’ estimated the country’s revenues for this year at 700 million US Dollars out of the total cultivated area funded by the company.
The company further said that the received amounts of medium-stable cotton at the centers during the past days amounted 248,654 sacks so far and that the ginning operations were continuing at Rebek, Hassahaisa, Halfa Al-Jadida and Al-Fao ginning centers.
It added that marketing of the cottonseeds was progressing satisfactorily and that they are currently being delivered to the various oil extracting plants according to the declared arrangements.
Meanwhile, the company has also continued to support the Agricultural Research and Technology Authority, which worked to create new samples of high production quality to contribute to increasing the cotton productivity quantitatively and qualitatively.
Cotton purchasing operations directly from the farmers have progressed successfully according to the company report.

2012 (KHARTOUM) – The Sudanese oil minister Awad al-Jaz on Friday revealed that his country’s production of oil will reach 180,000 barrels per day (bpd) by end of 2012.

Sudanese Oil Minister Awad Ahmad al-Jaz addresses a seminar on investment prospects in Khartoum on April 1, 2012 (AFP)
In a radio interview, Al-Jaz said that the figure could rise depending on the results of screenings underway in other blocks.

The minister revealed that 70 oil companies including US ones have applied for the bidding in the new blocks which he said is an indication of the "big potential" Sudan has.

He stressed that they have very specific criteria in reviewing the bids including technical and financial capacity, benefits to local staff and independence of decisions from political pressures.

Currently it is mainly Chinese, Malaysian and Indian firms that operate in Sudan which produces 115,000 barrels a day.

According to Reuters, analysts have expressed doubts Sudan will make significant new finds and struggle to boost exploration unless the security situation improves.

The country’s oil production took a hit last month after South Sudan army (SPLA) briefly occupied oil-rich town of Heglig which produces half of Sudan’s crude.

Officials in Khartoum said that the SPLA deliberately inflicted damage on the oil facilities in Heglig which a lawmaker estimated to be at $3 billion.

Sudan said last week that oil production resumed in Heglig but did not reveal the amount. Experts say it is unlikely that it will reach pre-April levels anytime soon.

Al-Jaz today accused certain parties of hiding a "complex oil code" needed to resume production in Heglig which he said is a result of pressure by hostile countries. However, he claimed that national expertise managed to break the code.

Heglig is central to Sudan’s economy, which has already had to cope with the loss of oil revenues after the south seceded.

South Sudan inherited three-quarters of the oil when it gained independence from its northern neighbor last July. But Juba can only export is oil through the north’s pipelines. The two countries failed to reach an understanding on oil transit fee.

Effective earlier this year South Sudan shut down its entire oil production to stop Khartoum from taking oil to make up for what it calls unpaid fees for transit and use of its facilities.

Al-Jaz said he hopes an oil agreement can be reached with Juba but underscored that this cannot be done without resolving outstanding security issues in reference to Juba’s alleged support to northern rebels.

May 13, 2012 (KHARTOUM) – Sudan has received a "large" transfer of cash from unspecified source which would soon cause a 50% jump in the value of the local currency against the U.S. dollar, officials in Khartoum said.

A Sudanese man shows freshly-minted notes of the new Sudanese pound in Khartoum on July 24, 2011 (Getty)
The deputy governor of Sudan’s central bank Badr al-Deen Suleiman said that the funds have already been received by his institution but declined to disclose the source or the amount.

Sources in Khartoum told Sudan Tribune that the latest foreign cash infusion came from Libya.

Suleiman projected that it would have a big impact on stabilizing the Forex market in Sudan.

"The few coming days will witness significant decline in [U.S. dollar] exchange rate," Suleiman said.

The secession of the oil-rich south last July caused suffered a sharp drop in revenues and foreign currency influx for Khartoum.

The Sudanese pound has lost half of its value against other major currencies and particularly the U.S. dollar which has become scarce in the market.

Last month, U.S. dollar bought 6.1 pounds on the black market, a historic low since the Sudanese pound was introduced in 2007, the traders told Reuters. The official rate has remained about the same, at around 3 pounds to the dollar.

Sudanese officials have pleaded for help with Arab countries and China but so far only Qatar has come forward with a $2 billion investment announcement.

The finance minister Ali Mahmood Abdel-Rasool confirmed Suleiman’s announcement adding that he expects the black market rate to drop by 50%.
