Tajikistan urges enhanced ties with Iran

Tajik President Imomali Rakhmon has praised progress made by the Iranian nation in various fields, calling for the strengthening of cooperation with the Islamic Republic.


"Tehran and Dushanbe have had a growing trend of cooperation over the past five years and many Iranian firms are active in Tajikistan," Rakhmon told Fars news agency on Sunday.

He said senior officials of the two countries have exchanged visits during recent years and stressed the importance of facilitating trips of the Iranian and Tajik people.

The Tajik president further added that the three neighboring countries of Iran, Afghanistan and Tajikistan which enjoy common history and culture should promote tripartite cooperation regarding current issues in the world.

According to Rakhmon, Tajikistan is preparing the ground for the opening of a Persian-language TV channel with the help of Iran in Dushanbe.

Tajikistan, Belarus to sign agreement on inter-parliamentary cooperation

Parliaments of Belarus and Tajikistan intend to sign an agreement on cooperation, reported BelTA. The agreement on the development and signing of the document was reached during a meeting between the chairman of the House of Representatives of Belarus Vladimir Andreichenko and the chairman of the Assembly of Representatives (Majlisi namoyandagon) of the Supreme Assembly of Tajikistan (Majlisi Oli) Shukurjon Zukhurov. The meeting took place on October 27 on the sidelines of the meetings of the CIS Inter-Parliamentary Assembly, EurAsEC Inter-Parliamentary Assembly and the CSTO Parliamentary Assembly in St. Petersburg, BelTA learned from the press service of the House of Representatives.

During the meeting, the speakers discussed the development of Belarusian-Tajik inter-parliamentary ties, reached an agreement on the exchange of official visits of parliamentary delegations. Vladimir Andreichenko and Shukurjon Zukhurov also considered the participation of Tajik MPs in the monitoring over the presidential election campaign in Belarus as part of the CIS IPA and OSCE PA missions. Shukurjon Zukhurov assured that Tajik MPs will definitely become part of these missions.

The sides also examined the ways of strengthening the trade and economic cooperation between the two countries, considered the deliveries of Belarusian equipment to Tajikistan, setting up of joint ventures and assembly facilities and the prospects of creating companies to process farm produce from Tajikistan in Belarus. The sides also touched upon the use of leasing tools in the export of Belarusian goods.

Vladimir Andreichenko hosted a session of the EurAsEC IPA Bureau which considered nearly 20 issues. The participants of the session discussed organizational issues concerning the composition of the parliamentary delegations of Belarus, Kyrgyzstan, Russia and Tajikistan, the concepts of the EurAsEC regulations on securities market and the EurAsEC labor legislation. The session also highlighted recommendations on harmonizing the legislation in part of administrative and criminal responsibility for the breach of customs legislation of the Customs Union, administrative and criminal legislation taking into account the abolition of customs control in the Customs Union; legislation on the protection and use of transboundary watercourses and international lakes; cooperation in transboundary industrial accidents. The participants of the session also discussed amendments to the provision of the EurAsEC IPA aimed at promoting the IPA's more efficient participation in the development of the legal framework of the Customs Union and the single economic space as well as legal basis for cooperation with the Customs Union Commission. The EurAsEC IPA action plan for 2011 was approved during the session.

Sessions of the CIS and EurAsEC Inter-Parliamentary Assemblies and the CSTO Parliamentary Assembly were held in St Petersburg on 26-28 October.

Chinese Premier to visit Russia, Tajikistan

Chinese Premier Wen Jiabao will pay official visits to Russia and Tajikistan from Nov. 22 to 25 at the invitation of Russian Prime Minister Vladimir Putin and Tajikistan Prime Minister Akil Akilov.

During the visits, Premier Wen Jiabao will attend the 15th Chinese-Russian prime ministers meeting and the ninth prime ministers meeting of the Shanghai Cooperation Organization.

Kyrgyzstan and Tajikistan agreed on transboundary movement of people, vehicles and goods. This measure contributes to two-way and regional trade.

Today, Kubanuchbek Mamaev, state secretary of Ministry of transport and communication of Kyrgyz Republic (KR), and Olimzhon Boboev, minister of transport and communication of Republic of Tajikistan (RT), signed an agreement in Dushanbe city. This is the first signed document as a part of the program of Central Asia Regional Economic Cooperation (CAREC), developed with the help of Asian Development Bank (ABR).

As officials of profile institutions of both countries mention there are a lot of interferences, preventing effective operation, such as: pure equipment of frontier posts, grate number of expensive documents in customs, immigration and quarantine cervices, as well as quotes for travelling permission, which limit business competition and slow down the trade. According to ministry, all these interferences increase travel time. At frontier customs station, along the CAREC – 5 corridor, which goes from China, via Kyrgyzstan and Tajikistan to Pakistan, travelers spend six hours waiting for entrance to checkpoint, four hours for custom check, and two hours at frontier checkpoints.

“We hope other countries will join transboundary movement agreement,” said Xiaoyu Zhao, Vice-president of Asian Development Bank.

Conference on Tajikistan’s joining WTO opens in Dushanbe

DUSHANBE, December 7, 2010, Asia-Plus – An international conference to consider issues related to Tajikistan’s joining the World Trade Organization (WTO) has opened in Dushanbe today.

The conference is organized by the Economic Development and Entrepreneurship Support Program of the Tajik Branch of Open Society Institute/Assistance Foundation (OSI/AF-Tajikistan) in partnership with Tajik Center for Strategic Studies and the IDEAS Center, which is funded by the Government of the Switzerland.

Ms. Rukhshona Olimova, media program coordinator, OSI/AF-Tajikistan, says the main objective of the conference is to create a platform for specialists to discuss Tajikistan’s joining the WTO, the current state of affair and effects of the country’s entry into the WTO, as well as the main problems in this area.

Representatives from relevant ministries and departments as well as private sector have been invited to attend the conference. Representatives from donor organizations and known researchers and experts are also attending the conference that is expected to result in adoption of a resolution that will be submitted for consideration to the government.

We will recall that the Working Party on the accession of Tajikistan was established by the General Council on July 18, 2001. Multilateral work is proceeding on the basis of Elements of a draft Working Party Report. Bilateral market access negotiations are underway on the basis of revised offers in goods and services. The Working Party held its fourth meeting in September 2009 to continue the examination of Tajikistan’s foreign trade regime.

Two labs of Tojikstandart receive certificates of accreditation to ISO/IEC

DUSHANBE, December 8, 2010, Asia-Plus -- Two labs of Tojikstandart (Tajik agency for standardization, certification, metrology and trade inspection) located in Dushanbe and Khujand (Sughd province) are accredited in accordance with the recognized international standard ISO/IEC 17025:2005 general requirements for the competence of testing and calibration laboratories. This accreditation demonstrates technical competence for a defined scope and the operation of a laboratory quality management system.

They received certificates of accreditation to ISO/IEC 17025:2005 from DAKks, Deutsche Akkreditierungsstelle (Germany).

ISO/IEC 17025:2005 specifies the general requirements for the competence to carry out tests and/or calibrations, including sampling. It covers testing and calibration performed using standard methods, non-standard methods, and laboratory-developed methods.

It is applicable to all organizations performing tests and/or calibrations. These include, for example, first-, second- and third-party laboratories, and laboratories where testing and/or calibration forms part of inspection and product certification.

ISO/IEC 17025:2005 is applicable to all laboratories regardless of the number of personnel or the extent of the scope of testing and/or calibration activities. When a laboratory does not undertake one or more of the activities covered by ISO/IEC 17025:2005, such as sampling and the design/development of new methods, the requirements of those clauses do not apply.

ISO/IEC 17025:2005 is for use by laboratories in developing their management system for quality, administrative and technical operations. Laboratory customers, regulatory authorities and accreditation bodies may also use it in confirming or recognizing the competence of laboratories. ISO/IEC 17025:2005 is not intended to be used as the basis for certification of laboratories.

Tajikistan Cedes 1,000 Kilometers of Disputed Border Area to China

Jan. 14 – After roughly a century of tension, Tajikistan’s lower house of parliament ratified an agreement to redraw its border with China, giving China control of roughly 1,000 square kilometers of a 28,500-square-kilometer area under dispute in the remote Pamir Mountain Range.

Tajik Foreign Minister Khamrokhon Zarifi hailed the decision to cede roughly 3.5 percent of the disputed territory to China as a “great victory for Tajik diplomacy.”

“This is an important political event and will promote further expansion of Tajikistan’s ties with China,” Zarifi said according to The Times of India.

The territorial dispute dates back to the end of the 19th century and neither the Czarist Russian Empire or the Soviet Union was able to reach an agreement with China over the region.

China is the largest investor in Tajikistan and has invested vast sums of money in the country’s energy sector, as well as given favorable interest rates on loans for infrastructure and other public works projects.

Tajikistan’s Parliamentary deputies, though, said that they had remained ignorant of the intergovernmental agreement with China until only recently.

“The ratification of this protocol contradicts the constitution, which says the territory of our state is united and indivisible,” said Mukhiddin Kabiri, chairman of the Islamic Revival Party of Tajikistan and one of only two opposition members of parliament.

The workshop was set up through Government of India's grant of around US $ 1 million. A Memorandum of Understanding in this regard was signed on 25th January 2010 in Dushanbe. The Indian company, HMT (International) Ltd.

Tajikistan welcomes Kuwaiti tourists with open arms

Tajikistan expressed keenness on welcoming Kuwaiti tourists to travel to the Central Asian country without the need for travel permits, despite the absence of diplomatic representation in Kuwait.

"We welcome the creation of a direct air-route and for the development of trade relations with Kuwait" Tajikistan's Foreign Minister Hamrokhon Zarifi added in an interview with Kuwait TV.

The foreign minister was visiting Kuwait to represent his nation at the Tenth Asian Cooperation Dialogue.

Tajikistan is set to host the forum's next summit some time next autumn at its capital, Dushanbe.

Zarifi also confirmed that his country's president welcomes Kuwait's initiative to host a summit of Asian leaders next year.

Tajikistan creates new jobs

Tajikistan ratifies WTO accession agreement

PanARMENIAN.Net - The lower house of Tajikistan’s parliament ratified an agreement on the country’s accession to the World Trade Organization (WTO) on Wednesday, January 9 concluding Dushanbe's drive to join the trade body, RIA Novosti reported.
Tajikistan was admitted to the WTO last December, becoming only the second Central Asian nation, after Kyrgyzstan, to do so. In order for the accession agreement to enter into force however, it had to be ratified by Tajikistan’s Assembly of Representatives.

Kyrgyzstan, Tajikistan consider land swap

BISHKEK – Kyrgyzstan and Tajikistan are considering swapping land to help settle border disputes, Radio Free Europe/Radio Liberty reported March 24, citing Raziya Osorova, mayor of Kok-Tash village, Kyrgyzstan.

Kyrgyz villagers in the border zone might move to Batken Oblast, Kyrgyzstan, if Kyrgyzstan cedes the land they presently inhabit in exchange for current Tajik territory, Osorova said.

Kyrgyzstan re-opens border with Tajikistan

DUSHANBE – Kyrgyzstan is re-opening check-points on its border with Tajikistan, which it unilaterally closed January 11 after a dispute in the Isfara area, AsiaPlus.tj reported March 31, citing a source at Isfara city hall.

Kyrgyzstan March 30 re-opened two check-points facing the Gorno-Badakhshan Autonomous Oblast and the Rasht Group of Districts, the report said.
