The Industrial Promotion Fund (FPI) and China Gezhouba Group signed a Memorandum of Understanding on June 20, 2019. Objective: raise funds internationally for the rehabilitation of the port of Kalemie in the province of Tanganyika.

As a result, the memorandum of understanding signed with the China Gezhouba Group will allow not only the mobilization of the necessary funds for the rehabilitation of the port of Kalemie but also the carrying out of detailed technical studies and project implementation based on the results of the projects. already completed by the REIT.

« We will seek financing in China. And we hope to get the financing as soon as possible to plan the start of the works within six months, « promised Shi Guodong, commercial director of China Gezhouba Group.

This protocol is a concrete expression of the FPI’s managerial vision, which aims to put a particular emphasis on the development of structuring and industrialising programs throughout the national territory.

For the Director General Patrice Kitebi, the REIT as a public institution whose main mission is to ensure the financing of the domestic industry is concerned about the rehabilitation of this port of Kalemie.

« This is to pre-service and viabilise interventions (FPI) in the region by significantly reducing the costs associated with the various imports of companies to finance, but also to improve the collection of the Tax Promotion Industry ( TPI), the Fund’s main resource. To ensure this rehabilitation, the REIT needs funding that it can not cover with its own resources, « he said.

The port of Kalemie is a work of public and economic interest of paramount importance for the development of the province of Tanganyika as well as for the supply of other provinces of the country. It serves as an entry point for imported goods.

As soon as he arrived in Kinshasa on Sunday, July 14th, running a large delegation, Mr. Sinichi Kitaoka was first received in audience by the President of the Republic, Félix-Antoine Tshisekedi Tshilombo, on Monday, July 15th. On the menu of these exchanges of nearly an hour, the consolidation of cooperation between Japan and the DRC.

Which interviews also revolved around the training of Congolese youth as well as on the infrastructure aspect. As the occasion lurks, the Japanese delegation also took the opportunity to give the Head of State of the DRC its invitation to the next international economic conference in Tokyo (TICAD 7).

And just after his meeting with the Congolese Head of State, the No. 1 JICA visited the same Monday in the city of Matadi for a quick visit. Here at the headquarters of Kongo Central, Mr. Shinichi Kitaoka, first visited the provincial governorate where he was received by the new head of the provincial executive, Mr. Atou Matubuana Nkuluki. After that, he had a working session with members of the provincial government, before moving on to visit the President Mobutu Sese Seko bridge, mistakenly called Marshal Bridge.

At the end of these meetings, the No. 1 of JICA told the Congolese press that there is certainly a very large plan in the Congo and precisely Kongo-central for the future.

"The deep water port of Banana, the renovation of the port of Matadi, the renovation of the railway from here Matadi to Kinshasa ... All these projects can require a lot of time and money. The Government needs to establish good strategies to achieve these projects. What should be the priority? How to receive money? We (Japan) will make our advisors available as long as possible. But decisions must be made by the Congolese government. I think the new government will make wise decisions. The first thing we will give our best ideas for the development plan. After the Government has made decisions, we will cooperate on the basis of these decisions. The calculation of time is also a very important factor. For us, cooperation with other multi and bilateral donors must also be considered. It's on the one hand. And on the other hand, I think that we should also focus attention on human development (human resources): support for health, education, vocational education ... These are areas that do not require a lot of money at first, but that give long-term dividends. Professional education is an area that connects people to society. In this province we will continue to support and even expand it, "said Shinichi Kitaoka.

For his part, Governor Atou Matubuanga of Central Kongo Province expressed his impressions in these terms: "We are very happy and proud to receive the President of JICA. As we have had to say, the Kongo Central is a friendly province of Japan. Because, it is here that the Japanese people decided to invest through this OEBK bridge. This bridge is the pride of the cooperation between our country and Japan. This bridge facilitates the movement of populations, movements of economic operators at different levels. Our joy is to know that today, the president of JICA has come down to see what his country has already done in DRC Congo, mainly in Kongo-central, and to exchange with us the authorities at the level of the province and our bases, of what could be done tomorrow in the context of the DRC - Japan cooperation for the development of our province ".

ICTSI announces $100m investment plan to double Congo port capacity

International Container Terminal Services (ICTSI) has revealed a plan to invest $100m for the second phase expansion of its Matadi Gateway Terminal (MGT) in Democratic Republic of the Congo (DRC).

ICTSI said that the investment at MGT will double the terminal’s yearly throughput capacity to 400,000 twenty-foot equivalent unit (TEU).

According to the expansion plan, ICTSI will extend the quay from 375m to 500m, expand the terminal yard area to 10.5ha and deploy new equipment. The expansion is scheduled to begin next year.

According to a public-private partnership, ICTSI will dredge the Congo River to a depth of 12.5m.

The Philippines-based port operator noted that the expansion of MGT forms part of its plans to strengthen Matadi’s position as the most efficient port gateway to serve DRC capital Kinshasa.

To achieve this, Société Congolaise des Transports et des Ports (SCTP) will integrate new rolling equipment onto the rail system between Matadi and Kinshasa.

ICTSI Europe, the Middle East and Africa senior vice-president Hans Ole Madsen said: “The expansion of MGT is aligned with actual and projected container growth rates for the DRC and corresponds with cargo owner and shipping line requirements for the medium term.

The market is seeing positive growth albeit off a relatively low base in terms of total demand. Studies suggest that Congo will achieve emerging market country status within the next ten years and as such we are very confident that this nearly $100m expansion plan anticipates the DRC’s requirements over this period and will deliver unrivalled efficiencies.”

In July, ICTSI America acquired Libra Terminal Rio (Libra Rio) from Boreal Empreendimentos e Participacoes in a PHP10bn ($195.4m) deal.

MGT is a joint venture (JV) between ICTSI and La Société De Gestion Immobilière Lengo (SIMOBILE). It is located approximately 92 miles upstream on Congo River’s left bank.

Good news. So little has come out of the Congo in the way of infrastructure in the last two years that any improvement is to be welcomed. However, when you read the whole article, you realize that the Congolese press is more of a political propaganda machine than an information organ. As under Kabila, any infrastructure achievement is the work of the president, even if he did not know about it and the government did not finance it.
