The advertising hoarding will soon read on alternate sides:

PARKING IN

PARKING OUT

I'll take a positive in the fact that they are maintaining what is essentially a temporary solution to protecting the wall of the existing building.

If they come back and permanently render it then I would expect the dreaded "P" signs to appear, but as long as it's blue plastic it implies "temporary" and therefore a building will be built adjacent......

How about a Chicken Shop, because they're as rare as hen's teeth.

Indeed - it’s a very similar article to ones we’ve seen previously, but they were a while ago, so as PPmb80 remarked above - something must of prompted the Telegraph to pick up on this.

Definitely a strange one out of the blue with nothing new being reported in it and no one else has released anything on it.

I truly believe that the forthcoming Commonwealth games will kick start many a procrastinating project as the city council will be keen to showcase the city at its best whilst occupying the global stage. The odd phonecall from councillors to developers asking "whatta' ya' doin' about that big eff-off hole in the ground?" Would not seem unreasonable to me,nor unthinkable. I would also expect a surge in hotel construction which bodes well lthink for the Bloc project (which although met with a mixed reception, l actually think is a sleek and funky design).
Anyway, as for this particular build then l would remain optimistic for its future. Personally l certainly hope it rises. One of the classier national projects.

Nail on the head, you've beaten me to the punch. I work in these circles & this is what happens. You're given a press release from a company with the intention of drumming up interest in their product/development and you're tasked with getting it into the wider public domain. Basic stuff really but a very effective stategy. I think we all hope something materalises from this

Sounds like there's been some sort of press release.
A Kuwaiti developer has unveiled plans to build the tallest office building in Birmingham as part of a ?158m city centre development after years of delays....!!!?

I'm going to take that 158m with a large pinch of salt.
