Doha has the best skyline in the middle east. Dubai is second with their many skylines. Once the Kingdom Tower is finished then Riyadh will have a nice skyline.

Tokyo is 13572 km2 whether Beirut is 200 km2
That's mean Tokyo metropolitan area is larger than Lebanon so comparing the two is impossible.
If he meant by density than yes both cities are densely populated
