Mindanao Railway System

Quote:
The entire rail system, the first anywhere in Mindanao, will be circumferential with a total length of 2,000 kilometers.

It is planned for construction under six phases at a total estimated cost of P86 billion, based on the initial study conducted by the National Economic and Development Authority.
Quote:
In June last year, an official of the Mindanao Development Authority (MinDA) said the railway system was under “consideration” by the national government as a priority project as listed in the Mindanao Development Corridors program, which forms part of the Mindanao Peace and Development Framework Plan 2020 and of what was supposed to be an accelerated infrastructure development initiative, the Midterm Updated Philippine Development Plan 2011-2016.

Several lawmakers have also previously urged the public-private partnership office to put the Mindanao rail in the priority list, but the project never took off.

Quote:
The Mindanao Railway System, when constructed, will link Zamboanga City in the western part of the island to other major cities like Iligan, Cagayan de Oro, Gingoog, Surigao, Butuan Davao, Cotabato and General Santos traversing key agricultural areas in the central part of the island.
Quote:
He said the first phase of the Mindanao Railway System project will connect Iligan City to Gingoog City while the last phase will connect Cagayan de Oro City in Northern Mindanao to Malungon/General Santos City in the South.

Cayetano said the railway system will spur development in Mindanao, create new townships which will decongest the big cities, increase agricultural productivity and ensure sufficient supply of affordable food for the people.

Kailangan munang ayusin ang peace and order sa buong Mindanao. Kung magulo pa dyan, sasabotahe lang ng mga rebelde ang mga daanan ng proposed railway system na yan

Isn't that what they're fighting for? That this kind of development should be brought into the undeveloped areas.

Believe me this would spur socio-economic activities along the railway path like what happened in other countries such as railway expansion in the US and Trans-Siberian Railway in Russia.

There might be some risks. But, it may also provide opportunities and advantages for the economy and security in Mindanao.

Further, they are planning to construct the railway by phases. They could simultaneously build two or more phases depending on the urgency of the project. By the time they build the tracks in known rebel-infested areas, insurgents would have long been re-integrated to the community.

Hmm...

Luzon, Mindanao rail projects pushed

Quote:
The immediate implementation of the proposed railway projects in Luzon and Mindanao is being pushed by Sen. Juan Miguel Zubiri, who said the plans had languished at the planning boards of past administrations.”I look at these as critical investments not just as big expenditures. Our economic planners have had it in their portfolios for a long time,’’ he said.

He lamented that the Mindanao Railways Project (MRP) had been part of the original mandate of the Philippine National Railways (PNR) but has not been implemented by past administrations.

“That is how long the Mindanao railways project has been languishing and that’s how long people and businesses have suffered due to the backward transportation system,’’ he said.

This project is gaining steam. There are now two interested investors.

2 foreign investors want to build Mindanao railway

Quote:
“Many investors are interested in the railway because of the pronouncement of the President,” Davao City Investment Promotions Center (DCIPC) chief Ivan Cortez told reporters at the opening last Friday of the weeklong Pinoy MSME Week exhibition at Abreeza Mall in Davao City.
Quote:
Cortez said the two foreign investors — one from the US and the other from South Korea — are “very positive” about the project and are just waiting for the national government to announce it as one of its priority projects.

He also said one of the companies manufactures train coaches, which would mean more savings for the government.

from bworldonline.com:

Quote:
DAVAO CITY -- Mindanao’s business sector is poised to rally for the long-standing Mindanao Railway System proposal now that Senator Juan Miguel F. Zubiri has filed a bill seeking to create the Mindanao Railways Authority (MRA).

Quote:

The bill filed by Mr. Zubiri proposes “a national government agency attached to the Office of the President to be distinct and separate from the Philippine National Railways whose scope and coverage as provided in Republic Act No. 4156 is proposed to be amended.”
Quote:
However, Mr. Duterte hinted that the railway project would likely be considered under a bilateral partnership with another country instead of the PPP scheme.

“PPP is too contentious. What I want is to do the project with direct assistance from another country, but we have to ask if there is a payback,” Mr. Duterte said.

Time to expand the scope and mandate of the PNR. Mukang need na ng NRA - National Railway Authority.

Dipa ba naisip to nung naextend yung charter ng PNR? Tss

Agree! dapat kasama ang fencing at landscaping all throughout the railway system. Mindanao rail planners should learn from the lessons in Luzon and Visayas. Kahit chicken wires lang para may fence ang railtracks.

I notice that it is the politicians that are so gungho about this project, which is understandable. But they should wait for feasibility studies to show that such system is feasible.

The low level of economic activity in the region doesn't seem to support this expensive project.

And we hear this propose railway in Panay. Really?

Bakit gagawa pa ng isang agency meron nmn PNR.
Mas maganda nga ngiisang rail company katulad ng JR or Japan Railways
