Some countries were lucky, commie blocks with taste.
In Romania most commie blocks are just simple rectangular or cubic parallelepipeds, most were grey or white. So no imagination here.

Not necessarily, in Constanta there are quite a lot that are not rectangle. But they suffer the same problem that most socialist blocks have: uneven windows.

There are a lot like the ones in the background in this photo:

True, but Constanta had the advantage that it was and is also a tourist destination. But for example in Ploiesti I dont't know if there are more than 5% commie blocks with a little architecture in them, in terms of design. Only the ones in the main roundabouts come in mind, and thats mainly because they're curved. Or maybe the privately built buildings (it was possible in commie times to build like this, a number of families would form their own association and build it on their expenses and by their plans), these are mainly blocks of 2 to 4 floors, and as I know at least all of them have underground parking.

What do you mean by reconstructed? Are they renovating it or reconstructing something with a different design?

The design should be preserved because it's a nice example of 80s era architecture and it's an iconic building in Tirana. It's current abandoned state is horrible.

Yeah ... is true the actual state is horrible because the old government wanted to demolish it and to construct the new parliament building on the same place , but fortunately with the new government is expected to be renovated and to be reconstructed (reconstruct in the sense of how will be used these public space of Tirana) .

Both of the buildings in the second pic actually still stand, they've just been rebuilt to accommodate apartments and a hotel. See here http://goo.gl/hGxUzs
