Emailed HE, and had this response...

"These buildings were considered for Listing in 2017. At that time, the Secretary of State for Digital, Culture, Media and Sport decided not to add the buildings to the List of Buildings of Special Architectural or Historic Interest. Guess it remains one rule for London and another for everywhere else.
