Aside from the Mega Manila Subway, the Philippines is now working on securing from Japan the funding for two other infrastructure projects, the Department of Finance (DOF) said Tuesday.

In an emailed statement, the DOF said these are the $197-million Cavite Industrial Area Flood Risk Management Project and the $4.27-billion Malolos-Clark Railway.

Sino ba talaga ang gagawa ng project na ito? Japan o China.

Kaya ba nagsettle ang arbitration case because Sinomach is again the contractor? renaming Northrail to PNR North 2?

New railway to link Manila, Clark
By: Tonette Orejas - Philippine Daily Inquirer

The new project is named the Philippine National Railways (PNR) North 2 and initially costs P150 billion.

“The PNR Manila to Clark railway project is expected to serve as a catalyst to decongesting Metro Manila, and at the same time bring growth to the regions north of the capital, particularly Central Luzon, where an estimated 11.22 million Filipinos reside and earn their living,” the Department of Transportation (DOTr) said in a statement.

At the earliest, Tugade said the new project could be started by the end of 2017 or in the first quarter of 2018 with Sinomach as contractor.

Since it is called PNR North 2, maybe it is an at-grade railway to complement the elevated Manila-Clark railway.

China can build anything to any specification. For as long as we lay out the specifications carefully and QC/QA the hell out of it, then we should be fine with Chinese rails.

China is the no.1 train manufacturer in the world.

Yeah, I'm going WTF right now, but it also makes sense. Sinomach won't just drop it unless they get in again, and they got in.

Problem is JICA might be going WTF also, as they're supposed to fund it, as well as demolish the previous Sinomach posts so they can rebuild for a Japanese design.

Sinomach can however still be one among many civil works contractors, and won't affect Japan ODA terms as long as majority of the award goes to Japanese companies. They didn't have problem with Hyundai Rotem for Line2 for example.

PNR North 2 = Clark

http://build.gov.ph/Home/Summary/35?Agency=DOTr

I'm thinking if ever the revival of Laoag route happens, it will most probably be China (long distance = cheaper) since our long distance projects (South Long Haul, Mindanao) are Chinese, also for commonality of E&M. So regardless of Japan or China, Chinese long-haul locomotives will be rolling on it eventually.

Wait! Yung Phase 1 (Manila-Malolos) JICA (Japan). Tapos yung Phase 2 (Malolos-Clark) naman ay SINOMACH?(China)

DOTr's CLARIFICATION ON A REPORT POSTED BY THE PHILIPPINE DAILY INQUIRER (PDI) TODAY ENTITLED, "NEW RAILWAY TO LINK MANILA, CLARK"

Quote:
The Department of Transportation (DOTr) wishes to clarify a report posted by the Philippine Daily Inquirer (PDI) today, November 8, entitled “New railway to link Manila, Clark”, which erroneously tagged China National Machinery Corp. (SINOMACH) as the contractor of the PNR Manila – Clark Railway Project.

The PNR Manila-Clark Railway Project will be funded by the Government of Japan through the Japan International Cooperation Agency (JICA). The bidding for the contractor of the project has not started yet, contrary to what the article stated that China's SINOMACH will be its contractor.

PDI might have confused the PNR Manila-Clark Project to the defunct Northrail Project, the contractor of which was SINOMACH, and was the subject of a recent out-of-court settlement, ending years of arbitration proceedings. The Northrail Project, which was planned to run from Caloocan to Malolos, is entirely different from the PNR Manila-Clark Project, which will run from Tutuban all the way to Clark.

Sa bold letter. Ang pagkakaintindi ko jan matatapos ng 2017 or 2018 kung hindi nabulyaso ang northrail, sinomach ang contractor. Ha? Ano? Di ko maintindihan

Isisi nyo sa Inquirer! Tapos!!

-- When mainstream media is the one spreading fake news.

Ilang beses na silang ganyan. Mga details or names na laging namamali. In the name of delivering news *first*, to hell with accuracy. Esp if the fallout won't be on them but on the news topic (like in this case, the government). Pssssh.

So, can we classify that PDI article as "fake news"?

Most likely. They might use the old PNR ROW with a few deviations.

the Manila-Clark railway was always designed to be extend in the future to La-Union and Ilocos Province. The Northrail was designed to be extended to Subic and Tarlac back then.

RE it had been 20 years since the planning started, and to date, we're still in the planning stage. Teka teka mentality, etc. Let's just hope we'll see this completed in our lifetime, not in our afterlife.

Aba. Nov 13 na, wala padin erratum o revision [for the online version] dun sa original Nov 8 article. The article is still as-is even with DOTr issuing a clarification statement.

Talagang ganun nalang, PDI? Sabagay, what can we expect from your media outfit, kayo lang nagbalita na 20,000 yung taong pumunta sa protest este prayer rally ng CBCP. 20k para medyo slightly lower sa 30k statement ni Risa H?

Pakapalan nalang talaga...
