Riau, BIDA push govt on Batam-Bintan bridge project
The Riau Islands provincial government and Batam Industrial Development Authority (BIDA) are calling on the central government to take over the Batam-Bintan bridge development project. Limited land and the growing population pose serious threats to Batam if it is not physically connected to Bintan Island, Riau Islands Governor Ismeth Abdullah told The Jakarta Post recently. Ismeth said once completed, the project would benefit not only Batam but also Bintan and the two other islands connected by the bridge. Initially proposed in 1990 alongside six other bridge projects by then BIDA chairman B.J. Habibie, the Batam-Bintan bridge project is divided into three units of bridges with a total length of 7 kilometers. A 2.17-kilometer bridge will connect Batam and Tanjung Sauh Islands, a 3.9-kilometer bridge will run between Tanjung Sauh and Buau-Buau Islands and a 900-meter bridge will connect Buau-Buau with Bintan Island. An estimated Rp 3 trillion is needed to construct the three bridges. The six other bridges, which connect Batam with Tonton, Nipah, Setokok, Rempang, Galang and Galang Baru Islands, were built in 1999. A number of foreign investors, according to Ismeth, have expressed interest in investing in the projects, but no regulations have been made to oversee investment in this kind of infrastructure project. "That is why we ask the central government to fully finance the project," Ismeth said. Ismeth said the completion of the project would help expand Batam's fast development to Bintan, to the benefit of both islands. For example, Bintan, renowned for its clean water resources, can help supply clean water to Batam's 700,000 people, who depend heavily on dam water. Conversely, Batam, which has large-capacity power plants, can help supply Bintan, which has limited electricity supply. Problems such as these can be resolved only when the bridge is completed, Ismeth said. "That way we will also be able to maximally develop Batam's infrastructure including power plants, water-processing facilities, the airport and the harbor," Ismeth said. BIDA public relations department head Dwi Djoko Wiwoho said that in cooperation with the Bogor Institute of Technology's industrial and research affiliation institution (LAPI-ITB), BIDA had conducted a feasibility study on the Batam-Bintan bridge construction design in 2005. The study, according to Dwi, found any investor would break even after 10 to 15 years of operation, if the bridge were operated like a toll road. The study also suggests for optimum use of the bridge, potential sources of income, including the industrial and tourism sectors in the three islands connected by the bridges, must also be developed. Transportation from Batam to Bintan Islands is currently served by ferries that take about an hour to cross the channel. Motorcyclists and car users can transport their vehicles on wide-bodied ferries. |

oh ya gua pernah baca di www.topix.com dalam jangka waktu ke depan katanya ntar bakal ada jembatan yang bakal ngehubungi 3 negara yaitu semenanjung malaysia, Singapore, Indonesia katanya sih langsung dari riau begitu tapi gua masih belom tahu kebenarannya bener ga sih? |

Landmark Berhad akan buka kasino di Pulau Bintan
Perusahaan properti asal Malaysia, Landmark Berhad, rencananya akan membuka kasino dengan nilai investasi USD 3.1 miliar di Pulau Bintan Kepulauan Riau. Ismeth Abdullah, gubernur Kepulauan Riau mengungkapkan Pemerintah Provinsi (Pemprov) Kepulauan Riau sudah memberikan persetujuan karena pembukaan kasino ini akan membuka lapangan kerja bagi warga Bintan dan sekitarnya. Landmark berencana membangun komplek kasino terpadu terdiri atas lima resor, kondominium, villa, fasilitas kesehatan dan pusat rekreasi air, yang proses pembangunannya memakan waktu 8 tahun. Rencananya, Landmark menargetkan tiga juta wisatawan yang akan datang dan menyerap 30.000 tenaga kerja dan akan menjadi saingan bagi Genting highland di Malaysia atau Marina Bay dan Pulau Sentosa di Singapura. Untuk itu, Landmark telah membeli 26% saham Bintan Treasure Bay Pte yang memegang hak kelola 338 hektar tanah di Pulau Bintan dengan nilai SingD 157 juta. Menanggapi rencana Landmark, pihak Pemerintah belum ada tanggapan, karena dalam Peraturan Presiden (Perpres) No 77/2007 tentang daftar bidang usaha yang tertutup dan bidang usaha yang terbuka, ditetapkan bahwa bidang perjudian termasuk bidang yang terlarang untuk investasi. Sementara dari pihak DPR, Wakil ketua komisi VI Muhidin M said menyatakan rencana itu bisa terus jalan bila menyerap tenaga kerja dan aturannya jelas. Hasto Kristanto, Anggota komisi VI menambahkan saat ini Bintan sudah ditetapkan termasuk dalam kawasan ekonomi khusus, oleh karena itu perlu juga dibuat peraturan yang khusus untuk wilayah ini, sehingga memungkinkan untuk membangun pusat perjudian meskipun dengan menggunakan label industri pariwisata.

Pemkab Bintan Tawarkan Pulau Tambelan
Tanjung Pinang, Kompas - Pemerintah Kabupaten Bintan menawarkan peluang investasi kawasan wisata bahari di Pulau Tambelan, Kabupaten Bintan, kepada investor. Untuk itu, Pemerintah Kabupaten Bintan akan memberikan insentif, seperti pembebasan pajak hotel dan restoran selama dua tahun. Hal itu dikatakan Bupati Bintan Ansar, Kamis, di Tanjung Pinang. ”Untuk mengembangkan potensi wisata bahari di Tambelan, pemda memberikan insentif kepada investor yang berminat,” kata Ansar. Selain pembebasan pajak hotel dan restoran, lanjut Ansar, pemerintah kabupaten menyediakan dan memfasilitasi pembebasan lahan. ”Pemda juga merencana menyediakan tenaga kerja yang dilatih,” ujarnya. Saat ini, menurut Ansar, sudah ada beberapa investor yang menjajaki peluang investasi di Pulau Tambelan. Misalnya, investor dari Kanada. Ia menambahkan, keunggulan Pulau Tambelan adalah keindahan pantai dan satwa, seperti penyu dan buaya. ”Keindahan laut cocok untuk kegiatan menyelam,” tuturnya. ”Di Pulau Tambelan, juga ada sembilan jenis penyu,” kata Ansar. Selain itu, usaha rumput laut juga berpotensi untuk dikembangkan. Ia menambahkan, guna mendukung pengembangan kawasan wisata di Pulau Tambelan, diperlukan sarana transportasi berupa bandara untuk pesawat perintis. Direktur PT Bintan Inti Sukses, badan usaha milik daerah (BUMD) Kabupaten Bintan, Riza Provita, mengatakan, investor dari Singapura sudah menjalin kerja sama dengan investor lokal untuk mengembangkan kawasan pusat bisnis (central business district/CBD) di Bintan. Perusahaan dari Singapura yang bekerja sama dengan investor lokal itu kemudian membentuk perusahaan bersama, yaitu Cosmo Bintan Holding Private Limited. (FER)

Bintan hoping to be modern industrial island
Fadli , The Jakarta Post , Bintan Bintan regency has designated six industrial areas to attract local and foreign investors to accelerate economic development, says Regent Anshar Ahmad. The six industrial areas comprise Lagoi (23,000 hectares), Lobam (4,000), Lobam Anak (1,600), Bintan Central Business District (6,500), Galang Batang Central Business District (3,750) and Kijang (1,500). At the regency's recommendation, the central government has offered incentives to investors to develop the Lagoi and Lobam tourist and industrial areas, which have been in existence since the 1990s. The regency in cooperation with the provincial government is preparing regulations on incentives, including tax holidays. Each industrial area has its own plans. Kijang is to become a shipyard industrial zone, CBD Bintan a new commercial growth area and Galang Batang and Lobam Anak manufacturing industrial zones. Anshar said his administration had set up a one-roof service system to serve prospective investors. "An investor can deal with all matters at a single office," he told The Jakarta Post. The administration's early preparation of land is an attempt to woo investors, Anshar said, as land issues had been a confusing matter to prospective investors in the past. "We don't want investors to be bothered by issues concerning land procurement or the land compensation process. Let us prepare the site and they only need to buy it," Anshar said. Anshar said foreign investors were entitled to extendible ownership rights of 70 years. He added that the entire permit application process could be completed within 30 to 33 working days, an improvement on 125 days previously. The process will be even quicker if other applications, such as for foreign manpower permits, are submitted to the central government, he added. "One of our main objectives in attracting investors is to create jobs for the local workforce, because Bintan ranks first in the number of unemployed in Riau Islands province," Anshar said. Of the 45,980 jobless in Riau Islands, 12,011 of them are in Bintan, with the rest are spread over Karimun, Natuna, Batam, Lingga and Tanjung Pinang. A 2006 regulation renamed Bintan regency from Riau Islands regency to avoid confusion. "The name Bintan is already known to foreigners because they are more familiar with Bintan, or Batam, than Riau Islands province," said Anshar. Six other regencies and cities -- Batam, Natuna, Lingga, Karimun and Tanjung Pinang -- were gradually made into Kepri regency from 1960 to 1983, when the administrative city of Tanjung Pinang and Batam were established. With a population of 119,237, Bintan, some 10 kilometers east of Batam Island and bordering Singapore, is hoped to compete with the islet state and Johar Baru in Malaysia. Anshar said Bintan's main sources of income came from the Lagoi tourist area, amounting to Rp 60 billion annually, while the Lobam industrial zone contributed Rp 3 billion from property taxes. "Batam is too crowded now, so Bintan is expected to be an alternative for investors to set up their businesses," Anshar said.
