MIHAN – Based on a false premise falls with a dominoes effect on the rest of the city



Let’s face it, MIHAN, acronym for Multi-Modal International Hub Airport at Nagpur, was based on a faulty premise to begin with.

It sounded fantastic on paper and in 3 D presentations no doubt, and it had us fantasizing, hoping and beginning to believe that finally NAGPUR HAD ARRIVED!!

For some heady years of the beginning, 2005 – 2009, MIHAN was quoted to be the largest development activity of India. I remember attending a presentation in those years when we were told by local politicians, one of who is Union Minister now, that “Nagpur should not be compared to Pune, Hyderabad or even Mumbai now, it should be compared to London, Berlin or Singapore, we were soon going to be up on par with these international cities.”


But like we understand in hindsight, the premise, contained in the name MIHAN itself was faulty; it did not take into consideration many ground realities and facts.

Fact Number one – The wheels of Indian bureaucracy move slowly and to their own whims and fancy. (Adding to this problem, almost 90% bureaucrats dealing with MIHAN still sit in Mumbai, including the M.D. Nagpur is far away for them priority wise, time wise and even inclination wise. Remember Vishwas Patil – the last M.D.?? We could catch him on TV judging ‘Lavanis’ but not in MIHAN office, Nagpur! And for some reason best known to them, 80% MADC/ MIHAN staff that does sit in Nagpur consists of Retirees, people in their 60s and 70s when for the salaries they are offered, they could very well get young, energetic people.)


Fact Number two – The Aviation industry is one of the fastest growing in the world. Flying time and fuel capacities of Jets and Airbuses is constantly being upgraded and enhanced.

With these two facts put together the MIHAN premise crumbled like nine pins.

What was the premise?

The simple theory was this – over 250 international flights cross over Nagpur everyday flying from one part of the world to another. They need to land somewhere to get fuel, so why not Nagpur? And then, why not make Nagpur a destination for MROs ( Maintenance and Repairs) of these aeroplanes too?

And if planes were going to land in Nagpur – in a new and huge International Airport – why not make it attractive for foreigners to come here? Thus came the idea of Medical Tourism. MIHAN would have a Health City that would be built with international collaboration, and would have state of the art facilities and be Teaching (Medical) colleges too. Since the hospitals would be in the SEZ, even visas wouldn’t be required for foreigners! But for those who wanted to linger after their surgeries/ treatment, there would be the famed Tiger tourism of Central India. (With Pench and Tadoba and Kanha, why not??)

The international planes would be primarily for carrying cargo though. So Export- only industries would be set up in the SEZ. Thus the “multi modal international hub”.

How and Why the premise crumbled?

As one can see, the soul of the whole project was the International airport that should have come up within a short stipulated time. It never did…it hasn’t happened even now! How could it when so many agencies were sharing responsibility?

Maharashtra State government’s Maharashtra Airport Development Corporation (MADC) was formed in joint partnerships with equal shares from City and Industrial Development Corporation (CIDCO), Nagpur Improvement Trust(NIT), Mahrashtra Industrial Development Corporation (MIDC), Mahrashtra State Road Transport Corporation (MSRTC) and Nagpur Municipal Corporation(NMC).

MADC had to further collaborate with Civil Aviation Ministry, at New Delhi, International Airport Authority of India and Indian Railways – for rail connectivity with the ‘dry international hub’.

And meanwhile, new and modern planes came up that do not need to refuel at all and can fly long hauls without landing!

The whole idea behind MIHAN went bust with that!!

In the case of MIHAN well begun remained half done!!

The hype and the publicity that this project garnered at first found many takers. Boeing showed interest in forming and running the MRO. John Hopkins Hospital of USA committed to partnering with Care Hospitals group of India in the Health City and Teaching Hospital. Indian Airforce proposed to bring the Gajraj project near the International Airport. And an international consortium was formed to build the First City inside SEZ.

Most Software giants of India like TCS, Satyam, Wipro, Infosys etc. seemed willing to come to Nagpur.

A short lived Housing Boom was created

We quote from a Business Article of that time posted in Rediff.com:

‘The great Nagpur boom

Spurred on by the Multi-modal International Hub Airport at Nagpur, Nagpur is turning hungry for commercial and residential spaces.

The city of Nagpur is literally the centre of India and this strategic location is the reason why the Multi-modal International Hub Airport at Nagpur might be very successful.

Proof of this can already be seen in the interest shown by global aviation major Boeing for setting up its $100 million regional maintenance, repair and overhaul facility for its aircraft. This is expected to create upto 3,000 highly paid jobs and another 30,000 jobs indirectly.

Ask anyone from the city and they will tell you both MIHAN and the Boeing MRO are fuelling the real estate growth in the city — commercial, retail and residential.

What were open fields around the MIHAN periphery are still open fields but ownership has shifted to local and national developers.

According to estimates, land in a radius of about 20-25 km around MIHAN has been acquired already by various small and big investors. International real estate funds (British and Indonesian realty funds) too are looking for big land parcels of 150 acres and above, in and around Nagpur city.’

Big Projects that were launched in Nagpur then

The Empress Mall and Empress City were planned to occupy the huge space in the heart of the city where once the Empress Mill was located. It was to have, apart from the shopping mall and residential areas, a five star Hotel built by Taj and a software park too. Apartments at Empress City opened to very high – and unrealistic – rates of Rs. 4500 per square feet!

Then there was the First City and Sahara City too, which sold well as soon as bookings were opened and marketed aggressively.

Overnight many Developers and Builders mushroomed selling ‘plots just for investment’ all around MIHAN – even up to 10 – 20 Kms away!! People who lived in Nagpur then will remember the numerous hoardings that came up around Wardha road then advertising these ‘Phantom layouts’. They made fantastic promises and common people of the city lapped them up. Everyone and their aunt dreamed of becoming instantly rich!

(Many did become very rich – the Developers. So many of them subsequently built mansions with swimming pools et al! )

Soon the bubble burst taking many down in its wake

As soon as investors and speculators, including Boeing, sensed that the project was not happening as per plan they began backing out. (The MRO is completely owned by Air India now which is already floundering. Indian planes continue going to Dubai and other foreign destinations for repairs and overhaul.)

At the same time the scenario changed internationally too. The Lehman Brothers real estate and banking scam brought almost the entire US economy down to its knees. John Hopkins backed out of the Health City project and Care Hospital has had their Rs. 8 crores EMD stuck ever since then! (All their alternate proposals were struck down – even by the present Government.)

Who have borne the brunt?

Common middle class and upper middle class people who booked properties in Empress City, First City, Sahara City etc. etc.

Ensara, another Mega project coming up in Besa is a non starter too. Many have booked in their commercial and residential properties too.)

Not one of these places has delivered as promised. Apartments in some parts of Empress city have been built at least, Sahara remains half complete and First City hasn’t taken off at all. (People who have invested in it reported to Nagpur Today that they have taken loans and some of them finished making payments on their EMIs too with nothing to show in hand!)

Lower middle class people who invested in ‘plots’ in private layouts near MIHAN.

The saddest of the lot are Nagpur youngsters and their parents who had begun dreaming of finding employment in Nagpur at long last.

Every year, we still see at least half a dozen families who sell their lovingly built homes / ancestral properties in Nagpur to follow their children to Pune, Hyderabad or even Nasik…

This story will continue till we can become masters of our own destiny….till we get Vidarbha.

very true.. my dream of returning back to Nagpur (and India) all seems a dream not to be realised..

Very true indeed. It looked like govt never took interest in developing Vidarbha region. They just started this project to give lollipop. even opposition leaders that time 8Devendra ji) used to agitate lot citing Vidarbha backlog. But now even after the change in govt, they are not interested in separating Vidarbha and allowing it to grow. We cannot even blame Western Maharashtra leaders also because leaders from our side seems not competent enough.
We can see some development happening around in Vidarbha and in MIHAN. But what we need is Separate Vidarbha and for that no political party will come forward and give it but it is about people of Vidarbha only who can take it by agitation.

Correct. In today's newspaper Sakal there is a news about performance of our Vidarbha MLAs. So looking at that mindset of leaders needs to be changed.

Patanjali’s Mihan plant to start before year end: Ramdev

Nagpur: Yoga guru Baba Ramdev said the first unit of Patanjali Group’s plant in Mihan will be starting before end of the current calender year. On a visit to the city for
addressing newly recruited marketing personnel, he said the company will be starting
with making packaged juices at the Mihan plant.
Two years ago, Patanjali had acquired 230 acres in the domestic tariff area of Mihan with plans to build what it claimed to be the world’s biggest food park. Sources involved in the project said the first unit is expected to start in December.
Addressing over 800 newly recruited marketing personnel, he said that Patanjali Group is planning to launch cow milk and related products like butter and cheese in the near future. The new products are being dubbed to be healthier option to what is being sold by the MNCs.
The Yoga Gruru also talked about plans to launch an entire range of garments, followed by milk products. The marketing personnel were asked to push the products through door-to-door marketing on the grounds that Patanjali’s brands were purely natural as compared to chemical-mixed products of the rivals.
Asked about his views on the political situation, Ramdev called the no-confidence motion moved by TDP as signs of healthy democracy. On a question about the likely outcome of the 2019 general elections, he said, “The polls would be fought on core
issues and lets see who wins the people’s hearts this time.”
On Rahul Gandhi hugging Prime Minister Narendra Modi in the parliament, he said political parties should have difference on issues, but there should be no animosity at personal level. Commenting on Modi citing data about the government’s
achievements so far, he said that figures have their own importance in politics, he preferred not to comment on it.
He said, “Everybody should make earnest efforts to deal with issues like poverty, unemployment, social inequality and political injustice which continue to dog the country. Even we have been doing it as a service to the nation and not for political gains.”
In the last one month, the group has employed 11,000 people and the number would reach 30,000 by December. There are long-term plans to employ 5 lakh people, he said.
On the government’s performance, he said even as some measures have been taken against black money on the domestic front, a huge amount of unaccounted wealth lies abroad. “This needs to be brought back. A lot more also needs to be done to
change the system as well,” he added

HCL to hire 650 more in Mihan, taking headcount to 1000

Nagpur: Software giant HCL has decided to recruit 650 more information technology (IT) professionals in its Nagpur facility this
fiscal. Some 350 persons are already working for the company in Mihan and the new recruits will take the number to 1,000. The
company will recruit another 1,000 youngsters next fiscal reaching the target of 2,000.
The salaries of freshers are, however, not much. They will get about Rs 2 lakh per annum, far less than the starting salaries in
Pune, Bengaluru or Hyderabad. The salary of experienced people will be higher and depend on a number of factors.
Sanjay Gupta, executive vice-president of HCL, said that 250 of the total 650 jobs were for freshers. “These are meant for only
those living within 50 km radius of Nagpur. The experienced people can come from anywhere in the country,” he said on
Monday. The tests and interviews will be held on August 24 and 25.
HCL is recruiting youngsters at every level. “Fifty jobs are for Standard XII pass youths. The selected persons will be given 15
months’ training. A hundred jobs are for engineering graduates and another hundred are for graduates in disciplines other than
engineering,” said Gupta.
“The trainees will get a stipend of Rs 10,000 a month. Engineering graduates will undergo training for three months and nonengineering
ones for six,” he further said.
“The Standard XII pass candidates should have scored 70% and should have mathematics as a compulsory subject. The HCL has tied up with 12 global companies and the new recruits will serve them. The services offered by the company are:
infrastructure services, application support and development, business process and enabling function.
On business being done by the Nagpur centre, Gupta said, “Our clients are very happy with the Nagpur staff. They rate it above
those working elsewhere. That is why we have decided to expand here.”
The HCL official said the company had a lot of land in Mihan and had plans to expand further. “Detailed plans in this regard will
be ready within next three to four months. A lot will depend on the business we get,” he added.

10K Crore convention center at MIHAN

Nagpur: Chief minister Devendra Fadnavis and union minister Nitin Gadkari have proposed to develop a world class Nagpur International Convention and Exhibition Centre (NICE) with mono rail connectivity on 108 acres at Mihan. The two ministers also directed the Maharashtra Airport Development Company (MADC) to plan expansion of MIHAN by getting additional land.

Fadnavis and Gadkari held a meeting on Sunday at Ramgiri to review a slew of developmental projects proposed in the city. Centre Point Group of Companies in association with US-based Tricon Infrastructures and Prognosis made a presentation about NICE at an estimated cost of over Rs 10,000 crore. Jasbir Singh, Angad Arora, architect Vilas Kale, Arjun Arora, Faisun
Hasanji, and Mustafa Hasanji gave the presentation.

It has been proposed with 1.85 lakh sq ft built-up area with a stadium of 25,000-40,000 capacity, convention centre with 10,000 seating capacity, multipurpose halls, food plazas, five-star hotel, commercial plaza, open space for expos, iconic tower with revolving restaurant etc. A mono rail will connect it with new airport and other destinations in Mihan and metro rail stations of the area.

MADC sources told TOI, Gadkari also suggested 46 acres for exclusively for restaurants and hotels in Mihan

Maha fast-tracks cluster for defense manufacturing

The Maharashtra Government has fast-tracked the setting up of a defence equipment manufacturing cluster at the Special Economic Zone (SEZ) in the Multi-modal International Cargo Hub and Airport at Nagpur (MIHAN).

Sources in the government said the cluster, which would generate 50,000 jobs, had already drawn interest from prominent investors and defence contractors. Earlier this week, the government allotted 20 acres for the project. Officials said the project would begin soon.

The Vidarbha Defence Industrial Hub, a special purpose vehicle, will construct the manufacturing unit at Sector 10 in MIHAN where the cluster is coming up, the sources said. The initial investment involved has been estimated at Rs 235 crore.

Tata Technologies Ltd will be investing Rs 70 crore in a project to impart skills to personnel who would be absorbed by micro, small and medium enterprises. The training for technicians who will be employed at the defence cluster has already begun and they will be absorbed when the first units are set up in a year’s time, sources said.

More pharma cos sign MoUs with MADC to set up bulk drugs park in MIHAN, Nagpur

Following execution of MoUs with pharma companies- Centaur, SG Pharma, Arco Lifesciences, BDH Pharma, Maharashtra Airport Development Company Ltd (MADC) has recently inked MoUs with pharma companies like UK based Meyer Organics and Nagpur based ZIM Laboratories Limited for setting up bulk drug and formulation units in Multi-modal International Passenger and Cargo Hub Airport (MIHAN), Nagpur.

Based on the MoU, Meyer Organics will set up its unit in 10 acres of land with the initial investment of Rs.50 crore which would go up to Rs.250 crore by 2020 in a phased manner. ZIM Laboratories will also invest Rs.50 crore for its unit in two acres of land.

Lupin Pharma has already started its production from MIHAN Special Economic Zone (SEZ) along with All India Institute of Medical Sciences (AIIMS) on 150 acres of land. Patanjali Ayurved has been allotted over 300 acres of land for its mega food and herbal park. Besides this, Indo-UK Institute of Health has procured 153 acres of land in SEZ for setting up a health city to promote medical tourism in India.

The pharmaceutical industries were approached by the state government to choose Nagpur for their domestic and export oriented manufacturing projects.

MADC is the nodal agency of the Government of Maharashtra for developing MIHAN and a multi-product SEZ adjoining the airport. MADC is also the Special Planning Authority (SPA) for MIHAN notified area under the provision of Monopolistic and Restrictive Trade Practices (MRTP) Act, 1969.

MIHAN SEZ, which has already become operational, is spread over an area of more than 1,382 hectares and boasts of infrastructure like 6, 4 and 3 lane roads, telecom system using optic fiber cable, water supply which is both potable and for other uses, storm water drainage and sewage among other amenities. A power plant of 246 megawatt (MW) is also ready to supply power to units in MIHAN.

Maharashtra Chief Minister Devendra Fadnavis and Union Minister for Road Transport and Highways Nitin Gadkari along with a state level delegation led by Maharashtra FDA minister Girish Bapat and Minister of State (FDA) Madan Yerawar have conducted a meeting in the past with pharmaceutical manufacturers towards developing Nagpur as a pharmaceutical hub.

Maharashtra FDA which has been assigned to facilitate manufacturers with modalities related to the bulk drugs park and medical device park in Nagpur had also received letters of intent and MoUs from the concerned manufacturers.

Maharashtra FDA Commissioner Dr Pallavi Darade had in the past few months also held meetings with pharmaceutical companies at Nashik, Pune, Aurangabad and Thane to explore investment opportunities in MIHAN to pave way for development of pharma hub in the state.

The state regulator had also earlier spoken to the MIHAN management on discussing the modalities of setting up a bulk drugs park with focus on drug quality in line with global regulatory harmonisation process. Following this, the MIHAN team gave a presentation on the implementation of guidelines, approvals and clearances required for the companies for setting up the units.

AI MRO seems to be about to get busy.

The Air India Engineering Services Limited (AIESL) MRO Nagpur has released a recruitment notification for the posts of Aircraft Technician (FTE). Selected candidates will get a monthly salary of Rs 20,000 and the selection will be done through the trade/skill test and interview. Candidates can go to the official website – airindia.in to check any further details or in case any confusion.

Govt. seeks to expand MIHAN

Now that the elections are coming near, we can expect to see more such news.

Nagpur: Launched 16 years ago, 92% of land in Multi-modal International Hub Airport at Nagpur (Mihan)-Special Economic Zone (SEZ) stands allotted. Nodal agency Maharashtra Airport Development Company (MADC) is getting demand for more land, especially in non-SEZ area so Mihan is likely to witness an expansion soon.

MADC sources said pharmaceutical companies were demanding land in non-SEZ area. “Only export oriented units are permissible in SEZ area. Demand for non-SEZ land is more. Small companies from other sectors too are interested to come in non-SEZ area. Fadnavis and Gadkari do not want to lose any industry as it will generate employment,” sources said.

Hi radioactive from where they are operating as the campus is not yet ready..
Also the construction is stopped.
The mihan campus has only one building which is admin building.

The existing building has capacity of 250. So once it gets occupied completely they can build a new one in just 3 months. So it is about occupancy. building new one is quite easy task for Infosys.,

Sorry but cant share that news. DC head has conveyed that they have plan to take headcount to 1000-1500 by next couple of years.

Went to Mihan today. Good activity around. Was pleasantly surprised to find out that SP Infocity is finally has a tenant - InfoCepts!

Information on their website: https://www.infocepts.com/infocepts-office/

Seems they have occupied first floor in the building and have around 400 employees there.

Other than that, AIIMS construction is in full swing. Patanjali is almost complete externally.
I have pictures, will share later.
