I think you lose the proximity to the pitch if you change the front of the stand. Vaguely recall it is something to do with building regs. Part of the reason of not moving the Main stand back was wanting to keep the stadium tight.

That will have been part of the reason they didn't move the Main back I'm guessing.

I thought main reasons were to keep it open while the stand was built behind and to reuse the lower tier. Keeping the lower tier allowed them to keep the short spacing between seats.

Several reasons really, if you rebuild completely you need new widths and depths to Seats, losing capacity. If you rebuilt you’d have to move back to bring pitch distances into regs, losing atmosphere and intimidation. Rebuild and you lose capacity for a season
