Hong Kong’s arts hub is in talks with mainland Chinese railway authorities to extend cross-border high-speed rail services to attract visitors from Guangdong province, it was revealed on Tuesday.

Henry Tang Ying-yen, chairman of the West Kowloon Cultural District Authority, shared his vision for the future development of the arts hub and how it might take advantage of the link in an interview with the Our Hong Kong Foundation – a think tank founded by former chief executive Tung Chee-hwa.

Tang said people living near cities such as Guangzhou, Zhuhai and Foshan could make a day trip to Hong Kong using the high-speed rail to watch a show at the cultural district and return the same day.

“We are discussing the possibility of delaying the last train [which currently leaves at 10.50pm] with the China Railway Corporation,” Tang said.

“Our performances could start [earlier] and finish at 10pm, so audience members can go home by train.”

The high-speed rail’s West Kowloon terminus is within walking distance of the arts hub.

A Hong Kong government source said: “We are discussing new train schedules for the high-speed rail, including later departure times. We also need to take into account the opening hours of West Kowloon station.”

The long-awaited contemporary performance venue at Hong Kong’s West Kowloon Cultural District will open next month, but there are fears the cost of using it could drive away local medium and small arts groups.

The new facility, Freespace, will be the second landmark performing venue after Xiqu Centre, welcoming guest at the arts hub, featuring multi-genre shows performed by local and international artists including the well-established Hong Kong Repertory Theatre, and Oscar-winning Japanese composer Ryuichi Sakamoto in its first year.

Duncan Pescod, CEO of the district’s authority, said the site, which will feature one of the city’s biggest black box auditoriums, would be a casual and creative space, and was built with the city’s younger generation in mind.

“All of these spaces, we want young people to really colonise and make their own,” he said.

The new facility is part of the HK$21.6 billion development of the cultural district, with other infrastructure such as the M+ visual culture museum, and the Hong Kong Palace Museum, which are expected to open by 2021 and 2022 respectively.

Interpretation

“We won the project via an international design competition in 2013. Our vision was to give something to Hong Kong that would help to bring local cultural heritage to a new generation. As a gateway for the West Kowloon Cultural District, we wanted to create an art form using different construction techniques.

“A key design element was raising the main theatre about 27 metres. So instead of a massive, unfriendly building at ground level that is only used for two hours in the evenings, we created an urban plaza beneath the theatre that can be used for exhibitions, perform*ances and as a meeting point, inviting the public to linger and explore.”

Challenges

“The size of the site was tiny compared with the scale of the building and the require*ments of this type of performance. Traditional Chinese opera [xiqu] is a story*telling art form – it is important to bring the audience close to the stage, so they can see the performers’ gestures and details of the costumes. So, Xiqu Centre is a 1,073-seat theatre that feels intimate. At the same time, a lot of back-of-stage area is required. You also have to get the acoustics right. [London-based firm] Sound Space Vision integrated audio sys*tems and acous*tics allowing for a wide and continuous spec*trum of acoustical produc*tion, from highly amplified to natural.”

Arts hub set to ace next phase

West Kowloon Cultural District Authority has started a tender process for its Art, Commerce and Exhibitions Project, which is expected to be completed in 2025.

The 135,005 square-meter project includes an exhibition center located in an arts area, a hotel, rental offices, and retail, dining and entertainment facilities.

It will be located next to the Hong Kong Palace Museum.

The authority will award the successful tenderer a contract in the third quarter of next year to design, construct, finance, maintain and operate the project under a build-operate-transfer procurement model. It is inviting bids starting tomorrow.

The company or consortium that is awarded the tender will need to design and build the entire project within five years.

There will also be a penalty if the winning bidder fails to deliver on time.

The operation period is for 30 years, during which the authority will take a cut periodically from the gross income generated.

Ownership of the land and premises will be retained by the authority.

Starting tomorrow until August 12, interested parties can submit an expression of interest to the authority.

The indicative tender date is set for the third and fourth quarter this year, during which each qualified party will submit their proposals in accordance with the requirements set out in the tender documents.
