KAMPUNG BARU CITY CENTRE | Kuala Lumpur (Kampung Baru)

Monday 5 January 2004

Razed site to be rebuilt after probe
By Deborah Loh

The partially burnt down Pasar Minggu Kampung Baru will be re-developed as soon as investigations into the cause of the fire are completed, Prime Minister Datuk Seri Abdullah Ahmad Badawi said today. He said the rebuilt section would be turned into an RM80 million tourist attraction with shops, restaurants and an art, craft and cultural centre.

He was speaking after visiting victims at the site where fire destroyed 35 houses and made 164 people homeless yesterday.

Abdullah cut short a two-day break with his family in Pangkor Laut to visit the victims. The last time he took leave was in February last year to visit his wife Datuk Seri Endon Mahmood in the United States where she was undergoing cancer treatment.

Abdullah said the re-development of Kampung Baru would improve economic opportunities for the residents.

The razed area, located off Jalan Raja Muda Musa, was on land belonging to the Government.

Earlier, Abdullah spent some time meeting some fire victims.

He expressed concern over the cramped living conditions that had made the fire spread so quickly, and noted the danger of electrical wiring that was fixed haphazardly when new houses were erected.

"I am concerned that the area is so cramped. The report on the investigation will be a lesson to us. We need to regulate the expansion and addition of houses and electrical wiring." Abdullah said he was shown faulty wiring fixed without authorisation at the fire scene.

Of the 38 families affected by the fire, six are foreigners — five Indonesians and one from Myanmar.

The victims are temporarily housed at City Hall flats.

NST Editorial: Putting the new into Kampung Baru

Jan 6:
--------------------------------------------------------------------------------

THE fire in Kampung Baru, Kuala Lumpur shed some light on the redevelopment of the oldest Malay settlement in the capital. A multi-million tourist attraction with shops, restaurants, and an art, craft and cultural centre will be built on the site of the well-known Pasar Minggu.
The Malaysia International Food and Cultural Centre is apparently part of the first phase of a development plan for the area — which includes the relocation of roadside stalls to sophisticated hawker centres — and is envisaged as the catalyst to transform Kampung Baru.

While it has been recognised that Kampung Baru has been left on the wayside in the mainstream of development, attempts to tap its potential as a modern commercial area within the city centre have met with little success. Its narrow roads remain a traffic nightmare and its poor drainage makes it flood-prone. Although it has preserved its Malay village identity, there are few vintage Malay-type houses worthy of preservation as heritage buildings. Parts of the area are nothing more than squatter settlements. It was the burnt-out remnants of such haphazard, cramped, semi-permanent, wooden structures which the Prime Minister saw and which caused him much concern.

The failure of past attempts reflects the complexity to the development of Kampung Baru, ranging from legal restrictions imposed on property ownership because of its status as a Malay Agricultural Settlement to the difficulty of implementing projects due to its small and fragmented lot sizes. There is also a strong sense that development should not come at the expense of Malay identity and rights or the descendants of the original settlers and the present land owners. There is a need for concerted action to overcome the impediments which have hamstrung past efforts and this is clearly the Government's intention in building the commercial and cultural centre. There is also a need to implement proposals to amend the status of land to remove the legal constraints while preserving Malay ownership.

Actually the speed of the development reflects that they already had plans for that area prior to the fire. I was at the KL 2020 Plan expo and I saw the renderings for the project. So DBKL had pretty got everything in their hands already

Kg Baru PKNS flats to make way for tall scraper?

Hi guys,

Just now I saw a show on TV3 regarding KL. It shows some stuffs that DBKL has done and is currently doing - also future ones. The one that caught my attention was when they showed a model of a complex featuring a tall Swiss Re/rugby ball kind of design skyscraper with a more interesting facade - which is to be built on where PKNS flats are currently standing on! It will also feature an atrium with retail stuffs which will be built above the Kg Baru LRT station..so it's like when you come up the Kg Baru LRT station escalator you'll see a glass roof high above your head..so awesome!
Any info? archiless? Nova? SzeHoong? anyone?

Though much anticipation here, I want the vision city complex to be completed 1st -_-
