Sainsbury's and Booths to open superstores
in Penrith, within a week of each other

Penrith is set for an £80 million retail boom which could turn it into a Cumbrian mecca for shoppers.

Supermarket giants Sainsbury’s and Booths are gearing up to open new stores in the town next month, creating 480 new jobs.

The Sainsbury’s store will form part of the New Squares development designed to transform the Penrith economy.

The investment was intended to reverse a trend which had seen increasing numbers of Penrith shoppers deserting the town for Carlisle and Kendal – but some community leaders say they are delighted to see Penrith get city-style amenities without spoiling the pleasant Eden Valley environment that makes it so attractive to tourists.

The new Sainsbury’s store will open on November 9 and will form part of the £77m New Squares scheme.

The project is well ahead of schedule, having previously been expected to open in February next year. New Squares itself has been dogged with controversy, having stalled in October 2008 when a bank withdrew funding. Sainsbury’s then offered to restart the project, in exchange for being allowed to build a bigger store, but the district council rejected the offer.

The development was saved in 2010 when Sainsbury’s exercised its legal right to complete the original scheme, which incorporates the supermarket, car park, shops, restaurants, cafes and bars, plus 199 houses and flats.

Penrith’s new Booths supermarket will open on November 15.

Carlisle traders’ fury over plan to cut disc parking time

Bosses say plans to change parking rules outside their businesses would drive customers away and kill off custom.



Traders in Carlisle’s Denton Holme neighbourhood have hit out against proposals to alter the time limit on disc parking, warning it could be a fatal blow for some shops.

Cumbria County Council has drafted a plan to change some parking rules in a zone that covers part of the city just off the city centre.

This includes the district of Denton Holme. One of the proposals is to reduce the time people can use a disc to park on some of the streets from two hours to one hour.

This set-up has been in operation for 20 years but the council says loss of industry means employees are no longer parking on the streets and demand is now from residents.

It says it would like to “increase turnover on those streets and discourage short term parking”.

Some traders who own shops on Denton Street say the proposal would “crucify” them.

Joanne Hodgson, who owns the Gossip hair salon, said: “I’ve been here 27 years and it gets worse every year. Businesses are struggling as it is. This proposal is absolutely stupid. It will crucify Denton Holme.”

Sarah Clifford, 35, owner of Escape Hair and Beauty, on Denton Street, said: “If a customer is having a colour then we have to keep nipping out and changing the discs. One hour just isn’t long enough.”

Mrs Clifford is thinking of getting a petition together.

Italian chain planning Carlisle city centre restaurant

A leading Italian restaurant chain has revealed plans to move into one of Carlisle city centre’s most prominent sites.



Prezzo, which has more than 200 branches across the UK, wants to open in premises in Warwick Road occupied by the Andalusian tapas bar.

Plans have been lodged with Carlisle City Council for approval to erect Prezzo signs on the building ahead of an application for full planning permission.

A Prezzo spokesman said: “We can confirm that we are aiming to open a Prezzo restaurant in Carlisle. The site is currently a tapas bar.

“Prezzo will be applying for full planning permission for the site in due course.

“We believe that a Prezzo restaurant will be a good addition to the social and eating out scene in Carlisle.”

The application lodged by Prezzo, which has opened several restaurants in premises recognised for their architectural value, is for five signs including illuminated menu boxes and windbreaks around the external seating area.

It is understood that the company is currently in negotiations with the landlord of the Andalusian to take over the site.

Backing for planned Lidl supermarket

Nearly two thirds of people responding to plans for a new budget supermarket in west Cumbria have backed them.



And there are hopes that the firm’s arrival could halt the tide of people travelling elsewhere for shopping.

Moves to build a Lidl at Cockermouth – the latest step in the German chain’s expansion into the west of the county – gained the approval of 63 per cent of those asked their opinion.

The retailer was recently given permission to build its largest UK store in Maryport.

This latest plan, if approved, will see the demolition of existing buildings in Cockermouth belonging to Fairfield garage, Travis Perkins and WCF Pet and Equestrian on a site in Station Road.

A new pet shop would also be built on the land, alongside the supermarket.

A statement provided on behalf of both Lidl and WCF Pet and Equestrian said that 57 responses were received from a public consultation, with 63 per cent of those favouring the development “in principle”.

Half of the responses submitted said the new shop would benefit the area.

The statement said the consultation received a response that “demonstrated clear support for the redevelopment of the site for a replacement WCF store and new Lidl foodstore”.

Pioneer to open new foodhall at Rosehill

Fifty new jobs will be created as Pioneer Foodservice prepares to open a new bigger food hall in Carlisle.



The company is moving its current operation at Rosehill, Carlisle, to bigger premises on the opposite side of Montgomery Way.

The new food hall will form the lynch-pin of a £4 million to £5m scheme planned by H&H Group on undeveloped land currently used as car park.

H&H acquired the site from Carlisle City Council earlier this year, paying a nominal sum because the land is contaminated and will need remediation.

The scheme also includes a 350-space car park and up to 10 industrial units. Overall, the auction mart group says, the development will create around 50 jobs.

It aims to start work on the Pioneer Foodhall and the car park next year, with the industrial units to follow in a final phase.

H&H Group chief executive Brian Richardson said: “This is a very significant development for the city, enhancing and further developing the Rosehill [Industrial] Estate, and most importantly creating jobs.

“This has been a long-term project and we have been working on it for several years together with the council.

“I am delighted we are now able to move forward towards submitting a planning application in the first half of 2016, with the building work scheduled to start as soon as possible."

Once construction starts, H&H has said, the scheme should be completed within 12 months.

Carlisle bar to be turned into tattoo parlour

A new tattoo studio is set to open in Carlisle after permission was given to convert a city centre bar.

The former McQueen’s bar in Devonshire Street only opened in May last year by well-known businessman Ron Wood.
But it has closed its doors and plans to convert the premises, which used to house a branch of the Santander bank, have been approved by members of Carlisle City Council’s development control committee.

Mr Wood has let the premises to tattoo artists Ollie Wallace, Rob Richardson and Brad Johnstone, who previously worked together at Immortal Art Studio in Castle Street. They are now hoping to open soon under the name Border Tattoo Collective.

The plans to convert the premises were passed unanimously by the planning committee.

Documents show that the trio behind the new studio plan on opening the premises between 10am and 6pm Monday to Saturday.

Drawings reveal that the new studio will have two tattoo areas on the ground floor along with an office and washing facilities.

M&S opens new foodhall in Cumbrian town

Children and shoppers had something to sing about as the doors opened to the new Marks & Spencer food hall in Penrith.

Business was booming as crowds thronged the new store in King Street to a chorus of songs from pupils from the town’s North Lakes Primary School

Store manager, Matt Marston, officially declared the store open following a ribbon-cutting ceremony alongside his team of 60 employees and Sophie Weir, who fundraises for the store’s new charity partner, the Great North Air Ambulance Service.

Mr Marston said: “We have received overwhelming support from the local community. There has been a real sense of excitement in the run-up to today.

“With Christmas just around the corner, we have already taken lots of food orders. Our coffee pod is proving popular too.”

The new 8,900 sq ft store, which has 4,500 food and drink lines, is in the premises of the former Co-op supermarket.

Mr Marston added: “We were also delighted to be able to announce our new charity partnership with the Great North Air Ambulance Service today.

Each year M&S stores across the country get behind a local cause that we can channel our fundraising efforts into and the Great North Air Ambulance Service is a cause that all of the staff felt deserved our support, thanks to the great work they do in and around Cumbria.

Carlisle curry king feels like World Cup winner

AN INDIAN restaurant owner says he feels like a footballer winning the World Cup after being given a British Curry Award – again.

Sukur Ali was surprised and shocked when his Carlisle restaurant the Viceroy won the Best in the North West Award at ceremony in London on Monday.

It is the second time the restaurant, on Rigg Street, Shaddongate, has won the accolade, after also coming out on top in 2013.

Mr Ali said: “You know most football players dream of winning the World Cup. In our industry, everyone has a dream to win once in a lifetime a British Curry Award.”

Viceroy had to beat off tough competition from 5,000 other restaurants in the north west.

Without the restaurants knowing, mystery diners came and sampled their hospitality and food before making a shortlist of four restaurants.

The other three were based in Greater Manchester, Cheshire and Lancashire.

When asked what made his restaurant stand out, Mr Ali said: “I think the most important thing is smiling when people come in.

“Smiling for them as soon as they come in and saying, ‘Good evening madam’.

“If you’re starting nice, the ending will be nice as well.”

The prefabricated structure will be set up in the car park of the Rosehill superstore, which was completely flooded over the weekend.

The supermarket giant said that it hopes work will be completed by next Friday (December 18), though construction may be impacted by the weather over the coming week.

The temporary store will be open between 6am and midnight Monday to Saturdays and between 10am and 4pm on Sundays.

Opening date for Carlisle's temporary Tesco store

A temporary Tesco store being built in the car park of the company’s flood-hit supermarket in Carlisle will open next weekend.

Work is already underway to build a 10,000 square foot make-shift shop at Rosehill, with plans in place to open on Friday or Saturday at the latest.

Petrol pumps are set to reopen at the same time.

It could take months for the Tesco store itself to reopen as it has to be completely dried out.

Stock is still being cleared from the shelves and the floodwater has left behind mud all over the floor.

The temporary store’s construction speed depends on the wind because a crane is lowering portable cabins, which connect up, into place.

Dan Frith, development manager at Tesco, said: “Our issue is the crane can only lift up to a certain wind speed so that’s our battle.”

Mr Frith is no stranger to building temporary Tesco stores in a few weeks. He was involved in the construction of the temporary store on Siddick Road in Northside, Workington, in 2009 after the town’s main store in New Bridge Road was cut off to thousands of residents after flooding.

Flood-hit Sainsbury's supermarket set to reopen

A flood-hit supermarket will reopen in time for Christmas – with the forecourt shop open on Wednesday.



The Sainsbury’s store on Carlisle’s Caldewgate was badly hit when the Caldew burst its banks.

The petrol forecourt was also affected, and the entire site was shut down.

However, the supermarket giant has revealed its staff have worked round the clock and it will be reopening to shoppers next Tuesday, December 22.

A Sainsbury’s spokeswoman told the News & Star: “We are looking forward to reopening on December 22, just in time for Christmas.

“In the meantime, we’ve launched a Click & Collect service and are also helping customers by offering a broader range of food in the shop connected to our petrol filling station.”

Bid to include takeaway as part of Carlisle nightclub revamp

Botchergate in Carlisle looks set to get another takeaway, this time as part of the redevelopment of the former Mood nightclub building.

A planning application has been submitted to turn part of the property that housed the nightspot into a takeaway.

Last month it was revealed that the giant building – which has now stood empty for years and is regarded as an eyesore – is set to reopen as a new bar.

The development will also incorporate the neighbouring building as a separate nightspot, with the ventures named Tequila and Mint.

Now Tahir Ali, the businessman behind the plans, has applied for permission to turn a section of the unit into a new hot food takeaway, with a separate entrance from the main Botchergate street.

The proposals state: “The application is for change of use for part of the ground floor.

“This will include the introduction of an new entrance in the existing shop front to provide access to the unit independent of the main entrance to the rest of the building.

Restaurant to close next month after failing to tempt customers

A restaurant offering Latin American cuisine is to close after failing to catch the public's imagination.

Rojo bar and grill, on Wilson Street, Workington, will shut its doors for the last time in the middle or the end of next month.

Kevin Norman, of owners T&N Cumbria, said: “We are reluctantly not taking up our option to extend the lease as our business has not grown as much as we expected.”

The restaurant – which opened in December 2013 and provides a Tex-Mex twist on BBQ classics - employs eight people. Most have taken the option of transferring to T&N's nearby Chasers pub.

“Changing to a more traditional cuisine is not really an option for us, as we wanted to give west Cumbria something different but it appears that there is not enough demand here for South American food,” said Mr Norman.

"We've been here for three years and we have tried to diversify the business. We just feel that for whatever reason, it is not working for us.”

A Carlisle supermarket battered by floods has reopened today.

Sainsbury’s in Caldewgate opened its doors at 8am - and will now not close them for 58 hours.
This means it will shut at 6pm on Christmas Eve.
A Sainsbury’s spokesman said: “All our colleagues are ready to welcome customers from 8am and, to help customers get ready for Christmas, we’ll remain open for the next 58 hours.”

Shoppers queue for Boxing Day bargains

Shoppers across Cumbria were out in force today, braving horrendous weather conditions to grab a bargain.

People were seen queuing outside a number of high street stores in Carlisle and Workington this morning hoping to be first in line to grab cut-price goods in the traditional Boxing Day sales.

Nationwide around £3.4bn is expected to have been spent in the post-Christmas sales.

Despite the bad weather in Cumbria, stores reported being busy with several seeing queues outside their shops beyond midday.

Pull together to save Cumbria's local pubs

A deal has been struck which could save many of Cumbria’s community pubs from closure.



The Co-op has joined forces with the Campaign for Real Ale (Camra) to set out guidelines to develop a set of principles for convenience store developments on, or next to, existing pub sites.

The two organisations worked together to develop the guidelines, which outline the importance to communities of retaining successful pubs and also recognise that some locals close because of poor trading and cannot be retained in pub use.

“It’s a refreshing change to hear something like that,” Richard Weir, spokesman for Solway Camra told the News & Star. “A lot of the time when a pub is taken over by a big company, the first thing they want to do is bulldoze it.”

As part of the agreement, the Co-op says it will:

Only develop pub sites using the planning permission process rather than relying on permitted development rights;

Prezzo pushes on with plans for Carlisle restaurant

National restaurant chain Prezzo is pushing ahead with plans to open a restaurant in Carlisle, creating 30 jobs.



A new planning application confirms the company’s previous interest in what is currently the Andalusian.

The Italian-themed dining chain has asked Carlisle City Council for consent to change the use of the Warwick Road premises, currently a tapas bar, to a restaurant.

It would open 11.30am to 11.30pm every day and create the equivalent of approximately 30 full-time posts.

It is also applying for listed building consent to make some internal alterations.

A Prezzo spokesman told the News & Star: “The fact that our planning application has been submitted shows that we are keen to open a Prezzo restaurant in Carlisle.

“We will await the outcome of the planning decision.”

The application says the restaurant would seat 166 people in total, split over the ground and first floors.

If granted, it is believed it would take about 12 weeks to convert the city premises ready for opening.

Prezzo first confirmed its interest in Carlisle back in November, when it applied to erect new signs at the Andalusian bar and bistro.

At the time, owners of the tapas bar said they hadn’t been approached by Prezzo and it was business as usual.

Nobody from the Andalusian was available to comment on the latest plans when contacted by the News & Star.

Closed Carlisle department store’s stock to be auctioned

The contents of Carlisle’s closed Paris department store are to go under the hammer in an online auction.



Fittings and stock will be sold off following internet bidding next week, with people able to try and land New Year purchases from the comfort of their own home.

Paris closed in September after opening the previous November. The Castle Street building formally housed the Hoopers department store.

Signs have gone up in the windows of the store advertising the sale, which is being handled by Gilbert Baitson auctioneers and valuers, of Hull.

Michael Baitson, senior partner, told the News & Star: “It’s only the contents. There are 900 lots in there.

“We’re talking about shop fittings, we’re talking greetings cards, we’re talking lingerie. It’s a departmental store.”

The auction goes live online on Monday and will finish the following Friday, January 15.

“You can see all the lots and photographs and descriptions,” said Mr Baitson.

“You could be bidding against someone in Amsterdam. The other week we had a guy in South Korea buy items.”

Final day for BHS in Carlisle ahead of Primark’s arrival

High street retailer BHS will close its doors in Carlisle for a final time tomorrow.



The department store’s closure makes way for the arrival of discount clothing giant Primark.

And, while the new store’s arrival brings with it the prospect of 144 jobs, there are more than 50 people losing their employment at BHS.

The shop, in The Lanes Shopping Centre, had been due to close at the start of September but bosses made a startling u-turn and staff thought their jobs were safe.
Some employees who faced redundancy had previously told how they had found new jobs but were enticed to return out of loyalty.

Months of speculation finally came to an end in October, when Primark confirmed its intentions to open a store on the site in autumn. BHS at the time would confirm only that it would close in January.

However, BHS has now said that tomorrow will be its final day.

A spokeswoman said: “I can confirm the Carlisle store will cease trading on Saturday.”

Lidl withdraws plans for second store in Carlisle

Plans for Carlisle’s fifth budget supermarket have been withdrawn in the wake of the floods.



Lidl had submitted an application to build its second store in the city, but has confirmed these have been pulled ahead of urgent meetings with the Environment Agency.

It has however pledged its commitment to building in the city – and hopefully on that site.

The plans, lodged in September, would have seen the supermarket built on land off Warwick Road – at its junction with Victoria Road. The proposed location was left underwater when Storm Desmond devastated the city.
A spokeswoman for Lidl said: “Following the unprecedented flooding in Carlisle, Lidl has taken the decision to withdraw the planning application to give us the opportunity to reassess the design of the scheme.”

Bosses want to meet with the Environment Agency as soon as possible to determine the level of flood protection required. They hope this can be done once the agency has reviewed all technical data associated with flooding in the area.

“Any proposed scheme will be designed not to exacerbate any

flooding issues in the surrounding area with a view to providing betterment,” added the spokeswoman.

“We remain committed to this scheme and hope to bring it forward as soon as reasonably practicable.”

Lidl had submitted an application to build its second store in the city, but has confirmed these have been pulled ahead of urgent meetings with the Environment Agency.

It has however pledged its commitment to building in the city – and hopefully on that site.

The plans, lodged in September, would have seen the supermarket built on land off Warwick Road – at its junction with Victoria Road. The proposed location was left underwater when Storm Desmond devastated the city.
A spokeswoman for Lidl said: “Following the unprecedented flooding in Carlisle, Lidl has taken the decision to withdraw the planning application to give us the opportunity to reassess the design of the scheme.”

Bosses want to meet with the Environment Agency as soon as possible to determine the level of flood protection required. They hope this can be done once the agency has reviewed all technical data associated with flooding in the area.

“Any proposed scheme will be designed not to exacerbate any

flooding issues in the surrounding area with a view to providing betterment,” added the spokeswoman.

“We remain committed to this scheme and hope to bring it forward as soon as reasonably practicable.”

"Plans to bring a fifth budget supermarket to Carlisle which were abandoned because of flooding, are being revisited.

Lidl submitted an application to build its second store in the city on Warwick Road last year, but pulled it in January after the area was devastated by the effects of Storm Desmond.

But now a spokeswoman has said that the firm is still examining whether the shop can go ahead.

She said: “We are reviewing options for Carlisle and remain committed to bringing a new store to the city.

“Warwick Road is still under consideration and we are currently working alongside the Environment Agency, assessing the site.”

Councillor Robert Betton, the Carlisle city and Cumbria county council member for Botcherby, who sits as an Independent on both authorities is worried by the news.

He said: “There are a lot of things which have got to be looked at. Flood plains shouldn’t be built on. If they are built on, the water is going to look for its own level. I will be keeping an eye on it, there is a right place and a wrong place for development.”

I find it odd that even before the events of last December this site was being considered at all. This is a plot of land I pass almost every time I travel into Carlisle City Centre and parts of it are often under water after heavy (but not exceptional) rainfall. This might be one reason why it has never been built on.

For reference, this is what it looked like (with a rather average quality zoom lens) on 6th December 2015. The land in question is behind the railings and in front of the grassed embankment. Although the flooding was exceptional it is easy to understand the reservations expressed by Councillor Betton and the Environment Agency.

City council buys former Tesco site at Carlisle's Viaduct Estate

Derelict land where a new Tesco store was planned could now be turned into shops and homes as part of major regeneration proposals for Carlisle.



The city council has confirmed it has bought the site in Viaduct Estate previously owned by the retail giant, which had permission for a 40,000sq ft store.

Tesco dropped that scheme in favour of a larger store at Morton, a project that was subsequently abandoned. It then emerged it had no plans to revive the Viaduct Estate proposal.

Colin Glover, leader of the authority, said: “The acquisition of the Tesco land holding will allow a comprehensive redevelopment of the site to occur in due course.

“Our immediate plans are to remove the existing buildings and tidy up the site and then look at the site options in more detail.”

A local plan for the city has identified this area as “a significant regeneration opportunity”.

Demolition work is planned to start in February, if planning permission is given.

The authority says work would see the former car show rooms levelled “to improve the appearance and marketability of the site as a precursor to more detailed redevelopment proposals”.

A statement added: “A range of uses may be considered, including residential and commercial.”

Lakes & Dales Co-operative has announced that the store in Burrowgate will shut for good on Friday, February 12, due to intense competition between food retailers in the town.

Lakes & Dales was formed in 2013 by the merger of Penrith Co-operative Society and the much larger Scotmid Society based in Edinburgh.

Scotmid says the Penrith food store has been unprofitable for years and that losses have reached an “unsustainable level” that is “impacting on the rest of the business”.

Malcolm Brown, head of corporate communications at Scotmid, said: “It is disappointing that, despite the best efforts of the society and our staff, we have been left with no alternative.

“Over the past two and a half years we attempted to stem the significant losses by closing non-food and then refitting and rebranding the store to make it more competitive, in what is without doubt a town that has an over-provision of food retailers.

“Unfortunately, the decision to close the store will impact on the 26 staff. A statutory consultation process will now take place with these employees to discuss individual circumstances.”

Pizza firm Domino's wants branches in west Cumbria

Pizza chain Domino’s is planning further expansion in Cumbria, following the opening of its fourth outlet in the county in Penrith.



The American-owned company is targeting locations in Workington Whitehaven, and hopes to open what would be its second branch in Carlisle.

Domino’s arrived in Cumbria in 2002 when it opened a £1.5m dough production facility at Gilwilly, Penrith.

Its first takeaway outlet in the county opened in London Road, Carlisle, in 2005 to be followed by branches in Barrow and Kendal. The latest in Cornmarket, Penrith, opened in October.

Brantano operates 140 stores and 60 concessions, including outlets in St Nicholas Gate, Carlisle, Dunmail Park at Workington, and Bridges Retail Park, Whitehaven.

The stores will remain open for the time being, and staff are being paid.

Tony Barrell, Mike Jervis and Rob Hunt of the accountancy giant PwC were appointed as joint administrators on Thursday.

They blame the rise of online shopping for the chain’s difficulties.

Mr Barrell, the lead administrator, said: “The continuing challenging conditions for bricks-and-mortar retail stores are well documented.

“Like many others, Brantano has been hit hard by the change in consumers’ shopping habits and the evolution of the UK retail environment.

Marks & Spencer lodges new plans for Carlisle food hall

New planning applications have been lodged to revamp the car park and front of the building which is set to be a new Marks & Spencer foodhall.

Bosses say they are “excited” to be opening a new store, creating 55 jobs, in north Carlisle this year.

Applications for illuminated signs and trolley bays have been lodged with Carlisle City Council for the Simply Food outlet to open at Kingstown Retail Park.

Marks and Spencer has confirmed the opening date of its new Carlisle store.

The M&S Foodhall will open at the Kingstown Retail Park on Wednesday, September 14.

The shop, which is creating 52 jobs, will be opened by manager Robbie Sarginson at a ribbon-cutting ceremony.

A representative from nearby James Rennie School, which is the store's charity of the year, will also attend.

The 9,000 sq ft shop will offer 5,000 food and drink lines, compared to the 20,000 a supermarket might typically sell.

It will also feature a cafe, car parking and food ordering service.

Tesco to reopen flood-hit Carlisle superstore

A superstore is reopening its doors eight weeks after being hit by flooding.

Tesco, at Rosehill in Carlisle, will reopen tomorrow.

The company was forced to close the supermarket last month after Storm Desmond left it underwater.

Within a week Tesco had set up a 10,000 sq ft temporary store to serve customers in the run up to Christmas.

The company has also been working to offer donations and supplies to support the flood recovery effort.
With this in mind, the store is celebrating its reopening by donation £1,000 to the Cumbria Community Foundation Flood Appeal 2015.
