I'd imagine they are in advanced talks with other companies, hence the start on construction, a big shipping company are going in there according to reports way back on PROC. Same over at Penrose Dock, where they are in advanced talks with a Multinational firm at the Airport Business Park and a client who wants to expand from another JCD location (both quite easy to guess) if reports are to be believed....

Amazon, maybe, or RedHat? I read that allegedly Facebook want to expand down here too. It would be good to see Apple open an office in the Docklands like their city centre office on Lavitt’s Quay/Half Moon Street

I passed this yesterday on a bus which gave me a nice view in, I think I saw the start of the lift shaft for one of office buildings, behind the old structure.
