It's because of congressmen and senators quarrelling about location and design cost. They want the interchange to benefit those who fund their campaigns and they scream about the cost of a good, world-class interchange because they don't want to spend money if it's not their pet project. Yung culture at perception ng tao sa Gobyerno ang problema. Kala kasi ng mga tao na kapag gumastos ng malaki ang Gobyerno sa proyekto, may corruption agad na mangyayari. Tingin kasi ng karamihan ay isang "CHARITY" ang Gobyerno na kung saan dapat iprovide lahat ng pangangailangan ng mamamayan kagaya ng kung ano anong libre at doleouts. Kaya kapag may binalitang gumastos ang Gobyerno ng malaki para sa longterm goals, sasabihin ng mga makikitid ang isip na dapat tinulong na lang daw sa MAHIHIRAP yan. Kaya yung ibang mga nag-aral pa sa ibang bansa para tumulong sa Gobyerno, wala rin nagawa kundi magmigrate sa ibang bansa after ng matapos nila yung return service. I know some na kumuha pa ng graduate degrees sa Japan tapos bumalik dito tapos after makapagserve ng 1 or 2 years, diretso Singapore na.

Syempre etong mga officials at employees, umiiwas lang din makasuhan kaya nagkakaroon ng mga projects na mumurahin at substandard sa huli.

Regarding sa pricing ng mga Government projects, naging kalakaran na yan. Actually ako mismo nakita ko kung paano presyuhan ang isang item kapag Government project ang laki ng difference sa quotation price kapag private projects.

This advance procurement late this year will open the pandoras box on how exactly NSCR, Existing Narrow Gauge PNR, MRAIl ang PNR South Long Haul will run with respect to each other. We will also determine with the NSCR DED, the exact location of PNR South Long Haul Sucat Terminal.

Actually sa harapan ng former Sucat power plant along East Service Road ay may SM Hypermarket na with a big lot including its frontage open parking. Originally, the lot was the Makro Sucat prior to becoming an SM Hypermarket. Rumor has it that an SMDC residential and mall project will be built there as another tenant of the building (HMR) had already gone leaving the property entirely to SM.

Yes. Doble minimum. Kasi nga, kasama na yung lagay sa budget.

I don't know if that changed na because of Digong, pero ganyan talaga sila mag budget ng project.

Kaya din malaki yung presyuhan sa bawat government project dahil sa expected delay lalo na kapag bago pa lang yung ipapabid kagaya ng isang government building or establishment. Yung mga end user kasi sa Gobyerno nangangapa talaga during project implementation. Bilang lang yung masasabing magagaling maghandle ng projects na kapag nagsuggest or nagraise ka ng concerns, alam yung gagawin.

Reg sa Topic, mukhang tinaga ng husto sa consultation fees ang NSCR doon bumawi mga Hapon kasi ang magfifinance na ng civil works ay ADB na.

Question: kasali ba sa additional station ang Bucal station na nilobby ng LGU ng Calamba at madaragdagan ba ang cost sa loan budgeted ng ADB at Jica?

Ok.. There was a press conf. sometime around that Bucal Station was requested actually by DOTr to provide an interchange station to PNR South Long Haul. What came into my mind thisbis the last station of NSCR South and it is a grade station levelled with PNR Long Haul Bucal Station. I will post the source as soon as I find it.

ADB to fund Manila-Calamba railway in 2020

The Asian Development Bank (ADB) said it will be funding another railway line for the Philippines next year, following the biggest loan it has ever granted for a local infrastructure project.

The regional lender said it is looking to lend $2.5 billion (about ₱128.7 billion) to the Philippines in 2020, matching this year's level. Some $1.2 billion (about ₱61.8 billion) will be set aside for the South Commuter Railway Project, which will link Tutuban in Manila to Calamba, Laguna. The South Commuter train line is said to be worth ₱344.6 billion, and is under the watch of the Department of Transportation.

This is a segment of the entire North-South Commuter Railway (NSCR) system, which is also funded through official development assistance from the Japan International Cooperation Agency. The national government has also set aside a parallel budget of ₱84.7 billion for the NSCR next year, which is about a tenth of the ₱777.55-billion project cost.

Once completed, the entire NSCR will have 36 stations linking Clark International Airport and the New Clark City to Bulacan, Manila, all the way to Laguna.
