“China is willing to finance [Mindanao Railway’s Tagum-Davao-Digos segment]. The question is if it makes sense for us to have them finance it,” Finance Undersecretary Mark Dennis Y.C. Joven said in a chance interview on the sidelines of the Development Budget Coordination Committee (DBCC) meeting on Thursday.

Asked if Japan could still snatch the project from China, Joven said the Japanese government had already a lot on its plate. Its aid agency, Japan International Cooperation Agency (Jica), will be financing big-ticket railway projects such as the Light Rail Transit Line 1 Cavite Extension, LRT Line 2 East Extension, Metro Manila Subway, Metro Rail Transit (MRT) Line 3 Rehabilitation, and North-South Commuter Railway, he said.

“I guess [Japan still can] but I don’t think they would still add more [projects for financing],” Joven said.

Let China do the Mindanao Railways.... Masyadong matagal kapag JICA-funded. Mahalaga dito malatagan ng riles ang Mindanao para magkaroon ng mas maayos na commuter movement

“It’s scheduled for China (financing), as of now, the first segment,” he told reporters.

The Investment Coordination Committee-Cabinet Committee of NEDA approved last month the increase in project cost for the Mindanao Railway Project Phase 1-Tagum-Davao-Digos Segment (MRP-TDD) to P82.9 billion from the previously approved project cost of P35.9 billion in 2017.

This is meant to cover changes in the cost of structural and construction works that comes with the extended scope.

“There was an increase in the cost because it will go through some mountainous areas,” said Pernia.

The Tagum-Davao-Digos segment will be a 102-kilometer rail line that will have eight stations and a depot in Tagum.

The project is now being envisioned to be a two-track, electric and standard train system, instead of a previously single-track system with diesel trains.

this project is dead! wag na umasa! don nalang sa mga airport nila e-full support mas OK pa... kesa railway mil anyos pa... airport upgrading and inter-connecting sana sa mga major airport sa mindanao...

Railway project makes progress

While waiting for this, Eje said they are working on with other areas concerning the project so that they will still be following the MRP's timeline.

"Ang ongoing talaga is 'yung appraisal, kailangan kasi i-appraise muna ang value ng lupa before ma-acquire. So now, ongoing yun sya habang on the side dito sa DOTr, we are working on with the documentation for the bidding procedure of the target," Eje said.

"Target namin for groundbreaking is early 2020, supposedly, naipangako namin na end of 2019. However, due to some issues concerning sa Neda (National Economic and Development Authority) approval, nagkaroon ng delay, so yung timeline namin na-move," he added.

The Mindanao Railways - Start in Segments but Complete & Functional...

Likely it might take 20 - 30 years for the Circumferential Railways to be completed...

Mindanao Railway!

TAGUM-DAVAO CITY-DIGOS ROUTE
CONSTRUCTION STARTS Q1 2020

Davao City - The construction of the first phase of the Mindanao Railway System which will three major cities in the Davao Region - Digos, Davao and Tagum - will start in the First Quarter of 2020.

In a briefing today, Dept. Of Transportation Asst. Secretary Eymard Eje said the bidding for the construction of the first phase will be in November this year with the groundbreaking scheduled early next year.

Meantime, a group of Chinese engineering consultants is now preparing the ground work for the succeeding phases of the railway system.

During the briefing, I asked the consultants and planners to consider the coastal areas of Surigao down to Davao Occidental and Sultan Kudarat province in the railway project.

Both coastal regions, I said could be transformed into major food production and tourism areas if connected to the railway system.

The Mindanao Development Authority will provide the Consultants a commodity map of Mindanao to help them identify key production areas in the island.

The Entire Project might not start as soon as we anticipated and the completion might get delayed...

People should not lose hope as this Mindanao Railway won’t be built in an instant...

Realistically it might not be completed in 40 years.. its a Huge Undertaking...

You have to contend with the Rich Landowners, Tribal Communities, RainForest Activists, Separatists/ Secessionists/ Communists/ Extremists, Political Kickbackers, Project Contractors... Once it’s all ironed out...

Start with Lines that will be of most beneficial to the most numbers of people... City to City, to the Nearby Province, to the Next Region & so on... Built the in Sections & Open Each Section as Soon as the Railways Lines are laid down...

Each Train Stops should be created into a Fully Functioning Town - Self Sufficient Communities with Housing, Schools & Hospitals, Commercial Establishments & Local Employments, Agricultural & Food Productions, Sports Facilities...

it would be nice if stops can become Tourist Destinations that is very different from each other - Mountain Forests, Water Falls, Fishing Lakes, Sea & Beaches... so Places won’t become Generic Towns that look exactly like the next Town... or worse if stops End up as Desolate & Isolated Outposts in the middle of Nowhere...

Use the BCDA Model in planning & implementing the projects - clear goals & targets, accountability & transparency...

If PRRD really, really wants this railway done, he can tell the AFP Engineering brigade to flood the proposed railway route with personnel and be done with the project!
As an example, the US/Canadian governments managed to complete a road project, 1500 miles, that everybody thinks cannot be done in 1942--> for 8 months and 12 days (ALCAN Highway), using around 11,000 Army personnel! All the president needs is military clock work (if the materials needed are already secured), IMHO.
