What if we emulate the brand new HSR from Taiwan to provide regional services for Luzon, and we will use Northrail as the commuter-type service? On top of that, to promote faster speeds, what if we elevate or send underground certain portions of the railway at areas where we know get the most congestion (e.g. Metro Manila, Malolos City, Angeles City, San Fernando City, Dau)?

Siguro nga. Baka yan ang isang dahilan kung bakit hindi umaasenso ang Pinas... And by the way, for a comparison test: heading between Manila and Lucena City (at around 125km), for example:

50kph: a train could get there in around 2hr, 15min
170kph: a train could get there in around an hour

Which train type would you choose then? The 50kph average speed variant, or the 170kph average speed train?

Meron kang spec ng malaysian train na yan? Parang kasing nasa 90kph lang ang speed to 100/kph. Parang yung GOTrain dito.

That'd be a good choice. But I think EMUs will be a better option, not only because it will allow faster trips, but it will also allow more consistent and closely-coordinated scheduling that will allow more trains to operate per hour rather than relying on DMUs that need a lot of power to start. On top of that, EMUs operate much more smoothly than the DMUs, but I don't know if which train type performs better when climbing and descending from hills or elevated sections.

Another idea: what if the passenger cars used for the Northrail are double-deckered, not single-story? That way, more passengers can be carried per train car, making the ride more efficient.
