DOTr aims to award Mindanao rail project by end of 2017

Quote:
Tugade said that as soon as the specifics of the project have already been laid out, the DOTr will begin the bidding and the awarding process.

“Once that everything is in place, hopefully, we are targeting, before the end of next year, the award [of the contract],” Tugade said.
Quote:
Pernia said the project—to be executed in two phases—may actually be completed after Duterte's term in 2022.

Pag marami ang nagmamando sa isang gawain, malamang matagal matatapos! Isang director lang dapat.

http://business.inquirer.net/216953/...in-infra-deals

Quote:

Industry sources said CREC was expected to enter into a partnership with a Philippine group to vie for large-scale infrastructure projects to be bid out by the Duterte administration under the public-private partnership framework. The partnership is also keen to propose original projects.

Among the key projects that the Duterte administration is pitching to investors is a massive Mindanao railway system.
The Mindanao railway project is envisioned to link the cities of Cagayan de Oro, Iligan, Zamboanga, Butuan, Surigao, Davao and General Santos—spanning a total of 2,000 kilometers.
This railway system is seen to play a major role in improving Mindanao’s intraisland accessibility, linkages and seamless multimodal transport networks.
CREC, listed on the Hong Kong and Shanghai Stock Exchanges, is in a good position to bid for the Mindanao railway project alongside other major infrastructure projects, according to industry sources.

Cebu LRT was never a priority in Cebu. FYI, we already had a Cebu Railways before. It lost to autobus/automobiles and folded out. Those cars and railtracks were sold to the sugar cane hacienderos of negros!

Gov’t to build 2,000-km railway in Mindanao

Quote:
The government plans to implement the proposed 2,000-kilometer Mindanao railway project starting this year, which the country’s chief economist said was a project “close to the heart” of President Duterte.

Socioeconomic Planning Secretary Ernesto M. Pernia said last week that the Japan International Cooperation Agency (Jica) was conducting a feasibility study for the P128.1-billion Mindanao railway system.

Mindanao rail, power measures get House approval

Quote:
MANILA - Congressional committees have approved proposals to create rail and power bodies in Mindanao, the House of Representatives said Tuesday.

President Rodrigo Duterte, the first chief executive from Mindanao, assumed office last year with the promise to spread development to the countryside.

The first ever rail system in Mindanao, parts of which have been mired in decades of conflict, is part of the President's P8-trillion infrastructure plan.

Proposed bills on Mindanao rail, power firm approved
By REUEL JOHN F. LUMAWAG
Thursday, March 09, 2017

THE bills creating the Mindanao Power Corporation (Minpocor) and the Mindanao Railways Corporation (MRC) have been approved recently at the committee level in the House of Representatives (HOR).

<snipped>

The HBs 123, 358, 1653, 2066 and 3159, authored respectively by Representatives Lobregat, Rodriguez, Bellaflor Angara-Castillo, Mark Villar, and Divina Grace Yu, were approved after the hearing of the committees on government enterprises and privatization and on transportation chaired by Representative Cesar Sarmiento.

The bills seek the creation of the MRC prescribing its powers, functions, and duties, and providing for the necessary funds for its operation. "If this Mindanao Railways Corporation works, this will be a breakthrough for all 22 million people in Mindanao. The region spans 106,000 square kilometers, but our mode of transport is very poor. The only way for us to move forward and progress tremendously is to have a proper transport system all over the island," Representative Manuel Zubiri said in a statement.

House Bill 3909, authored by Zubiri, was also approved by the committee. The bill seeks the creation of the Mindanao Railways Authority (MRA). The creation of the institution is also part of the legislative agenda of the 17th Congress. "The bill was originally filed in 1987, during the 8th Congress. It was continuously refiled in the succeeding Congresses, but always failed to reach the Plenary. But now in the 17th Congress, with our President coming from Mindanao and the proposal being among the top legislative agenda of the House, the long-awaited dream may come true with the construction and operation of the Mindanao railways system," Sarmiento said in a statement.

After the approval of the bills and its consolidated versions, the committees proposed that necessary amendments be made in the Plenary.

The whole island will be served by rails - connecting cities, airports, seaports, agricultural farms, plantations, export processing zones... The realisation that Mega Manila which are now likely to extend to Central Luzon Provinces of Bulacan, Bataan, Pampanga, Tarlac & Zambales and Southern Provinces of Cavite, Laguna, Batangas & Quezon - has reached tipping point... The planned bridges interconnecting the Visayan Islands are just to link Cosmopolitan Cities of the islands of Panay, Cebu, Bohol & Negros with Samar & Leyte connected to Luzon and Mindanao... So the next unspoilt Island with the most potential for growth and development will be Mindanao... Verdant Forests, Mineral rich Mines, Vastly Productive Agricultural Lands - the rail network will bring migrants away from the decaying Capital of Manila to the fresh unspoilt clean paradise of Mindanao... Imagine the place full of export processing zones, cruise ships laden tourists, international businesses setting up branches in Mindanao, humongous malls, towering condominiums, retirement resorts catering to foreigners... The possibilities are limitless... 50 years and Mindanao will be as populated and crowded as Luzon and as Cosmopolitan as Visayas...
