Signing of Contract Between DoTr and NSTren Consortium

Quote:
DOTr also signed a contract with NSTren Consortium for the construction of the Philippine National Railway Clark Phase 1 from Tutuban in Manila to Malolos in Bulacan province.

Tugade said the actual construction of the Tutuban-Malolos project will start by December 2017 or January 2018.

READ: Construction of Manila-Clark Railway to Start Soon

The Philippine National Railways (PNR) is finally being revived with the impending construction of the Manila – Clark Railway.

The contract for the construction supervision and tender assistance consultant for PNR Clark Phase 1 (Tutuban-Malolos) has been signed in a ceremony at the DOTr Central Office in Clark, Pampanga. This paves the way for the start of construction of the 38-km. Tutuban-Malolos segment of the 106-km system that will connect Manila with New Clark City.NSTren Consortium, the project’s construction supervision consultant, will supervise the construction which will start in December-January.

Department of Transportation (DOTr) Secretary Arthur Tugade made the announcement to demonstrate that the government is committed to put into reality a project that is already long overdue.“This shows we are not all about ‘talk.’ We don’t just talk, talk, talk. We don’t just build, build, build. We achieve, achieve, achieve,” said Tugade.

The Tutuban-Malolos segment is targeted to be partially operational by 2020 and fully completed by 2021. The Malolo-New Clark City segment will be completed in 2022.

Also known as the North-South Commuter Railway Project (NSCR), the Tutuban-Malolos segment was approved by the NEDA Board in February 2015, with the Japanese ODA (Official Development Assistance) loan being signed in November 2015.

The NSTren consultancy was originally programmed to be procured over a period of 1.5 years, from October 2015 to March 2017. With the joint efforts of DOTr, PNR, and Department of Budget and Management – Procurement Service (DBM-PS), a successful and transparent bidding was completed in four months, with a final contract price that is 20% lower as budgeted in the loan agreement.

“The DOTr will continue ensuring successful, competitive, and corruption-free bidding processes, as we deliver on the Duterte Administration’s Build Build Build program,” said Assistant Secretary for Railways TJ Batan.###

This will serve dual purpose... the other purpose is for Russia to survey the strategic areas of Luzon, they will bring in a team like JICA who will tour the country and collect lots of data. No need to bring Tupolev Bears to probe like in 1960s and 1970s... our country is totally open now . We don't really have anything to lose anyway, remember as a strategic location no major world power wants PH to be a failed state (imagine waterways infested with pirates), a weak state maybe but never a failed one.

Plus the infrastructure push is win-win since they need their industry to recover, after the recession they ban refurbishment by their rail operators, forcing them to purchase new instead.
I don't mind the Russians building a rail system from Clark to La Union. It will be a piece of cake versus the trans-siberian railway.

Hayahay buhay...

Tama, tingnan mo yung sa Cavite Extension ng LRT-1 ang itsura ng mga stations eh parang covered court. Pero itong PNR North at South maganda ang design ng mga stations at viaduct.

According to the contract signed by DOTr Secretary Arthur Tugade and Oriental Consultants Global, Ltd. Manila office general manager Yuji Asano, the payment for these consultants shall not exceed $52,175,124.00.
Hmmm... ibig sabihin 52 million dollars paid to all these consultants. And I hope and pray that after all these consultants are paid, nothing will be dumbed down, unlike MRT3/MRT7.

What's more important to me is sino yung final Civil works? Signals and Systems? E&M / Rolling stock? I want to read mentions of names such as Hitachi, JR East etc. Kahit Mitsubishi or EEI (although would be 'meh').
