Utilise funds for Chanda development: Pawar

At the meeting held in Bachat Safalya Bhavan at the district collectorate on Friday, he asked the officers to ensure quality work to give a facelift to Chandrapur town. Pawar held that as both ZP and civic body elections are likely to fall during same period in the coming months, the development works could be hindered due to code of conduct.

Hence it is necessary that officers speedily utilise the funds to avoid obstacles of code of conduct, he said. The state government is readily approving the necessary funds for the developmental works in the district. Hence it is necessary that officers of all government departments should act in coordination to implement the work, he said.

No new industries in Chanda till March 31, 2012

The Union Ministry of Environment and Forest (MoEF) has further extended the moratorium imposed on environmental clearance for new projects (and expansions) in four industrial clusters here for next six months. With new orders of MoEF in effect industrial clusters of MIDC Chandrapur, Tadali, Ghugus and Ballarpur would be unable develop new industries or expansion project till end of this fiscal year.

MoEF had imposed the ban upon four industrial clusters in district for development of new industries based upon CEPI

on January 13, 2010. The moratorium imposed on expansion and development of new industries

has withheld direct investment of over Rs 40,000 crores in Chandrapur since last 18 months. The moratorium was to end on September 30 and MoEF was reviewing the status of implementation of action plan for some time. But, considering poor status of implementation of remedial action plan, the ministry has decided to extend the moratorium till March 31, 2012, sources said.

Complying with the directives of MoEF, the MPCB had chalked out time-bound enforcement of remedial action plan for control of pollution in critically polluted industrial clusters. To ensure its effective implementation, MPCB was directed to constitute a local level committee comprising various stakeholders and experts to verify field implementation of the plan. Improvement in the overall environment quality of the area was to be considered as benchmark for lifting the moratorium, sources said.

Confirmed the extension of the moratorium officers in regional office, MPCB, Chandrapur said, "Official memorandum declaring extension of the moratorium was released by MoEF on September 27 and is available on the website."

Chandrapur fourth 'critically polluted'

Central Pollution Control Board (CPCB) following the directives of MoEF had carried out comprehensive environmental assessment of 88 important industrial clusters in the country in 2009. The report - comprehensive environmental pollution index (CEPI) - identified 43 clusters as 'critically polluted' and Chandrapur was ranked fourth in the index.

On January 13, 2010, the MoEF imposed a moratorium on the environmental clearance for new projects (and expansions) in the 43 critically polluted industrial clusters in order to stimulate environmental remediation and mitigation activities by industry and state governments.

The moratorium for Chandrapur was declared till August 31, 2010, which was further extended to March 31, 2011 and again for six months till 30, 2011. Now it has been extended up to March 31, 2012.

Chanda civic body plans Rs 25 cr development works

Chandrapur Municipal Council (CMC) is in a haste to take up development works in the town before the model code of conduct for civic elections is enforced. CMC is planning to approve development works worth Rs 25 crore under penta-centenary celebration of Chandrapur within a week even as the state government is yet to release funds.

Deliberations are underway on part of Penta-Centenary Celebration Committee headed by senior Congress leader and ex-MP Naresh Pugalia with chief minister for the release of Rs 25 corer before October 23, the tentative date for enforcement of the model code of conduct. Pugalia on Thursday expressed the confidence about the release of funds soon. He threatened that if the government failed to do so, Penta-Centenary Celebration Committee would launch an indefinite hunger strike in the winter session of the state assembly to demand funds.

The government had announced Rs 250 crore for the development of Chandrapur to mark the penta-centenary celebrations. While the grant is scheduled to be provided in the next three years, the first installment of Rs 25 crore approved in this yearas budget is due for allocation to CMC.

Pugalia claimed that CMC would open the tender for works worth Rs 25 crore on October 15. asWe have approached chief minister Prithviraj Chavan for funds and are optimistic of getting Rs 25 crore in the coming days. Hence, CMC would complete the tender procedure by October 15 and a special general body meeting for the approval of works would be held on October 18,a? said Pugalia. Civic chief Manohar Paunikar agreed to the Pugaliaas claim.

The Congress-led governing body mentored by Pugalia is in power at CMC. Pugalia, who enjoys full support of CMC governing body, appeared optimistic about the release of grant but hinted that some leaders of coalition partner in government could create hurdles.

Pugalia said that CMC will take up construction work of roads worth Rs 2.27 crore from its funds. "The work orders for both penta-centenary development works and those taken up by CMC on its own would be issued before the enforcement of model code of conduct. Development is the right of the people and CMC would ensure that it is not hindered by election procedure,"Pugalia said.

71 projects costing Rs 271 cr to mark Chanda's 500 years

With a nod from the state government, district collector has ordered different departments to prepare a detailed draft plan and estimates of works proposed in Chandrapur to mark the penta-centenary celebrations of the town. A total of 71 works in seven categories have been proposed during the next two years, at a cost of Rs 271.26 crore, for the development of Chandrapur.

State government has sanctioned Rs 250 crores for development to mark the penta-centenary and funds would be allocated gradually in this and the next two years. Head of Penta-Centenary Celebration committee and ex-MP Naresh Puglia told a press conference that the collector has directed five government agencies, including local police department, PWD, Chandrapur Municipal Council (CMC) and state archeological department, to prepare draft plans and estimates of works proposed.

He said development works include infrastructural facilities, civic amenities, conservation of archeological monuments and tourism development, sports, cultural, entertainment and educational development, strengthening of administrative mechanism, transport system and mechanism to deal with emergencies, and beautification of the town.

"As many as 21 roads, five public parking and two bridges, including Babupeth RoB, would be constructed. Water supply system would be developed in deprived areas. Beautification of entrance gates and major squares, renovation of key administrative buildings and district stadium, construction of botanical garden and a hanging bridge over Ramala pond are some major development works planned under penta-centenary celebration," he said. He, however, sought some changes in the approved works and demanded exclusion of works pertaining to development of areas outside the town.

Puglia said CMC and Zilla Parishad are going to hold an agriculture convention and health check-up camp in December. Apart from this, CMC will name roads and squares for freedom fighters, former civic chiefs and other dignitaries. Three new statues, including Pandit Jawaharlal Nehru, Mahatma Phuley and Raje Khandkya Balladshah, the first king of Gond dynasty, would be installed in the town.

He added, "The chief minister had asked district administration, CMC and PWD to include the development works suggested by Penta-Centenary Celebration committee. We have done that now. CM has assured to provide additional grants, if needed, for development. District administration needs to expedite the process and see that projects are executed in time-bound manner," Puglia said.
