That is a very excellent question, but other than those roads, what about the area near the QC Memorial? Will there be ROW issues? And I think someone mentioned that if there is ROW issues, its the road component. Even if that portioned can be delayed (since all we care about is the rail, right? ) its still part of the contract that DOTC must deliver it within 6 months.

At the end of the day, the "go signal" to ground break is really what is holding things up it seems. Other projects have started and the ROW issues merely caused a delay in completion, which sucks. But at this point in time, all we really care about is to get *something* erected so the project can get moving.

Hindi lang land ang sakop ng ROW. Power, water lines and telephone, cable, pedestrian overpass(LGU). The relocation of all these, needs the government to secure payment for these.

The relocation of these utilities will be done (in phases) once the NTP is issued to the contractor. Mahirap nga naman mauna relocation tapos biglang macancel ang project. sayang effort.

Baka naman hindi talaga ROW ang issue. Posible na:

1. Di pa tapos ang design
2. Permits, Zoning Clearances, ECC

Btw, 4 soil testing and surveying activities na ang meron sa Regalado Avenue recently. Napansin ko rin yung mga bagong red marks sa sidewalk ng Qurino Highway and Regalado Avenue, mga numbers ito (115,114,113 hanggang 95).

With this case makakasuhan pa kaya ang SMC for not waiting for DOTC's nod that they already commenced with the project? If not, they should just start or better yet, do a full blast civil works and ignore Abaya. He's nothing anyway.

What's happening right now is known throughout the rapid transit construction world as "Early Works". This entails preparatory things like soil testing and site inspection. The information gathered here becomes part of the Detailed Engineering and Design phase. When the groundbreaking happens, that is when construction officially starts.

Groundbreaking is really symbolic and this is when you see a lot of photo ops which includes the executives of the construction companies, politicians and sometimes celebrities. In the Philippines, this also includes the priests that will do the blessing and prayer. These people aren't really involved in the nitty gritty dirty work of construction and is just there for publicity and promotion.

Depending on the project, sometimes we don't see or hear anything about the project for weeks or even months after the groundbreaking fanfare. Both the LRT1 NEP and LRT2 East Extension projects had months of no news, but that doesn't mean nothing was happening. Things are happening but behind the scenes. This includes readying the paperwork, equipment, prefabs, workers, ordering the raw materials and so on. Then after a few months, only then we will see the first excavation.

That would be Redwoods by DMCI, which is right beside Ayala's Fairview Terraces, and a few meters away from this is Avida Towers Astrea, and SMDC's Trees Residences.
